Articles of Association of China Literary Artists Association Chapter I General Provisions Article 1: China Literary Artists Association is a federation of writers and artists, which directly carries out its work under the supervision of the member congress. Article 2: The permanent office of China Literary Artists Association is the office of the Standing Council. Hong Kong is based in Hong Kong and Beijing, and is responsible for various related affairs of Hong Kong, Macao and Taiwan and overseas members; Beijing is responsible for all kinds of related affairs of Chinese mainland members. Article 3 Widely unite literary and art workers, experts, scholars and researchers at home and abroad, work with one heart and one mind, explore Chinese excellent traditional culture and art, and carry out theoretical and academic research and creation on literature and art, so as to make positive contributions to the promotion of Chinese excellent culture and art and its healthy development. Article 4 Organize writers, artists, experts, scholars and researchers in the literary and artistic circles to carry out various study discussions, hold various academic seminars and symposiums, and hold various lectures and training courses aimed at cultivating new literary and artistic talents. Article 5 Organize various forms of essay writing, knowledge contests, works competitions and selection of outstanding works, hold exhibitions and exhibitions of members' works, and publicize outstanding talents. Article 6 Actively carry out networking activities with all walks of life, organize associations of entrepreneurs, writers, scientists, literary and art workers, journalists and celebrities, and promote and strengthen exchanges and cooperation with overseas literary and art workers, writers and scholars. Seventh actively organize literary and art circles to carry out international cultural and artistic exchange activities, enhance the friendship and cooperation between Chinese and foreign literary and art circles, and show and spread China's advanced culture and excellent works of art to the world. Article 8 Plan and organize all kinds of large-scale public welfare activities, organize academic research, project inspection, education and training, planning consultation and other activities, and give full play to the role of non-governmental think tanks. Article 9 Edit the communication materials of the Association, run periodicals well, collect and publicize the research results of members, communicate information and exchange experiences, and promote the development of the Association. Chapter II Membership Article 10: Anyone who meets one of the following conditions may apply to become a member of the China Literature and Artists Association: (1) domestic and foreign literary and art workers, experts, scholars and researchers with a certain reputation in the industry; (two) creators and researchers of folk literature and art who have certain expertise in this industry; (3) There are a considerable number of literary and artistic creators who have published works or made outstanding achievements in newspapers and periodicals; (four) all kinds of advanced courses, correspondence courses, self-taught courses and professional certificate courses organized by this association; Article 11: Membership Procedures (1) Submit an application for membership; (2) discussed and adopted by the Council; (3) The membership card shall be issued by the Council or an organization authorized by the Council. Article 12: Rights of members: (1) Right to vote, to be elected and to vote; (two) to participate in various activities organized by the association and enjoy the services, support and rewards provided by the association; (three) have the right to criticize, suggest and supervise the work of this association; (four) priority and preferential access to publications, books and materials published by the association; (five) works published in China Literature and Art, Wanfu magazine, or recommended to other newspapers and periodicals; (6) The right to voluntarily withdraw from the association Article 13: Membership obligations: (1) Abide by the articles of association of the association, implement the resolutions of the association, and safeguard the reputation of the association; (two) actively participate in various activities organized by the association, and accept and complete the tasks entrusted by the association; (three) to provide manuscripts and materials to the publications published by the association, and actively communicate with the association; (4) Introduce literary artists to join the club; (5) Pay membership dues on time every year. Article 14: Members who quit the club shall notify the club in writing and return their membership cards. Article 15 If a member fails to pay the membership fee for one year, it shall be deemed as voluntary withdrawal. Article 16 If a member seriously violates the Articles of Association, he shall be removed from the membership by voting of the Council or the Standing Council. Chapter III Organization Article 17: The highest authority of the China Association of Literary Artists is the members' congress. The congress is held every four years, and may be held in advance or postponed if necessary. The functions and powers of the members' congress are: (1) to consider, amend and adopt the articles of association; (two) to discuss and decide on the principles, tasks and major issues of this association; (3) Deliberating and adopting the work report of the Council; (4) Elect members of the Council. The resolution of the general meeting of members must be adopted by more than half of the members present. Article 18: The governing body of the China Association of Literary Artists is the Council. The members of the board of directors are elected by the general assembly for a term of two years. The Committee meets once a year. The functions and powers of the Council are: (1) to implement the resolutions of the general assembly and submit the work report of the general assembly; (two) to discuss and decide on the establishment and change of major conference activities and working institutions; (three) to elect the honorary president, consultant, president, executive vice president and vice president of the association through consultation; (four) to consider the annual work report of the association. Matters resolved by the board of directors must be approved by more than half of the directors before they can take effect. Article 19: The chairman of China Literary Artists Association is the symbol of the association and does not preside over daily affairs. The chairman is elected by all the directors. Twentieth China Literary Artists Association's permanent body is the Standing Council, which is responsible for presiding over the daily work. The Executive Council consists of the Executive Chairman, the Executive Vice Chairman, the Secretary-General and the Deputy Secretary-General. The vice-chairman participates in part of the work of the Executive Committee. Article 21 The executive vice-chairman, secretary-general and deputy secretary-general shall be nominated by the secretariat, approved by the directors' meeting and appointed by the executive chairman. Article 22 The executive director shall be elected by all the board meetings by secret ballot. Directors are elected through recommendation and consultation. At the end of the meeting, the additional Executive Director shall be nominated by the Secretariat and approved by the Executive Chairman's meeting. Twenty-third China Literary Artists Association may set up an honorary chairman according to needs, and the honorary chairman shall be nominated by the chairman and produced by the chairman's meeting. Chapter IV Funding Article 24: The sources of funding of China Literary Artists Association: (1) Accepting sponsorship from domestic and foreign enterprises, units and individuals; (2) Organizing members to carry out paid social services; (three) training, consulting services and other legitimate income; (4) membership fees. Chapter V Supplementary Provisions Article 25: The Council shall be responsible for the interpretation of these Articles of Association. Article 26 Where an association terminates its activities or is dissolved, it shall be discussed and approved by the general meeting of members, and the board of directors shall determine the candidates to form a liquidation team to deal with the aftermath. Article 27: The Articles of Association shall come into force as of the date of approval by the registration authority. Five thousand years of Chinese civilization has created dazzling cultural treasures for human society. China has a long history of culture and art, with many masters. The richness of treasures is unmatched by any nation. The long history has left us a rich and colorful cultural and artistic heritage, which is the crystallization of a national wisdom and the maintenance of a national spirit. However, in modern times, it is difficult for China's culture and art to give full play to its advantages in blending with other countries in the world, especially with the formation of global economic integration, cultural integration is also accelerating. How to inherit and develop the excellent culture and art of the Chinese nation, how to show and spread the excellent traditional culture and art of China to the world, carry forward the national spirit, and create China culture and art with world-class competitiveness are the responsibilities of our generation and future Chinese descendants, and also the important mission of the China Writers and Artists Association.
