In order to conscientiously implement the "Opinions of the Central Committee of the State Council on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way" (Zhong Fa [2019] No.26) and the spirit of the document of the Ministry of Education and the Provincial Department of Education on the enrollment of secondary schools, we will further deepen the reform and development of junior high school education in combination with the development of education in our city, popularize senior high school education with high quality, effectively standardize school-running behavior, strive to improve the level of running schools and promote the all-round and healthy development of students.

I. Registration conditions

(1) An applicant shall meet the following conditions:

1. Love the motherland and obey the law;

2. Graduated from junior high school or equivalent;

3. Good health.

(two) one of the following circumstances is not applicable:

1. First-year students, second-year students and high school students;

2. Being prosecuted or serving a sentence for violating the criminal law;

3. Patients with infectious diseases who are not suitable for school study as stipulated by the state.

Second, the enrollment plan

(a) the city's ordinary high schools and technical secondary schools plan to reach the schools directly under the county and municipal education bureaus. Before candidates fill in their volunteers, the Municipal Education Examinations Institute will announce to the public the plan issued by the Municipal Education Bureau and the enrollment plan of our city under the relevant provincial departments.

(2) Ordinary high schools implement territorial enrollment. The city is divided into four enrollment areas: Lianshui County, Xuyi County, Jinhu County and urban area (including Economic and Technological Development Zone, Qingjiangpu District, Huai 'an District, Huaiyin District, Hongze District, Industrial Park and Eco-tourism Zone). The experimental class of innovative talents in Huaiyin Middle School of Jiangsu Province 180 students, and the national defense class of Qingjiang Middle School of Jiangsu Province, 90 students. The enrollment plan is listed separately in the school enrollment master plan, and the unfinished enrollment plan is not transferred to other enrollment plans of the school; The other two schools plan to enroll students in the urban enrollment area. Other ordinary high schools enroll students in the enrollment area where the school is located, and may not enroll students across regions.

(3) Continue to implement the 70% directional allocation policy for hot high schools (four-star high schools). 70% of the county hot high school plan is allocated to the county (district) junior high school and reported to the Municipal Education Bureau for the record. 70% of the enrollment plans of Huaiyin Middle School in Jiangsu Province, Qingjiang Middle School in Jiangsu Province and the middle school affiliated to Huaiyin Normal University (including the new campus) are allocated to junior high schools in economic and technological development zones, Qingjiangpu District, industrial parks, eco-tourism zones and municipal junior high schools.

(4) Hot high schools continue to implement the policy of independent enrollment. The number of independent enrollment plans shall not exceed 30 in principle.

Third, the enrollment charter

The enrollment charter is the main form for the school to announce the enrollment plan, admission rules and other enrollment information to the society, and it is the basic basis for carrying out enrollment work and recruiting new students. The contents of the enrollment charter drawn up by each school must comply with the Education Law of the People's Republic of China, the Vocational Education Law of People's Republic of China (PRC) and other relevant provisions of provinces and cities. Schools to be publicized in various media enrollment brochures, procedures should be in line with the "People's Republic of China (PRC) Advertising Law" and the Huai 'an Municipal Party Committee Propaganda Department and other departments jointly issued the "Huai 'an School Enrollment Advertising Filing Management Measures (Trial)", reported to the Municipal Education Bureau for examination and filing before release.

Fourth, the registration work

(3) Fees: According to the Notice of Huai 'an Education Bureau, Huai 'an Original Price Bureau and Huai 'an Finance Bureau on Defining the Fees for Senior High School Entrance Examination (Huai Jiao Cai [2006] No.7, Huai Jia Fei [2006] No.52, Huai Cai Zong [2006] No.9), candidates who take the secondary school entrance examination must pay the registration fee 12 yuan. Geography, biology, information technology and art subjects are free of charge. The cost of making examination papers (answer sheets) and marking papers shall be borne by the Municipal Education Bureau, and the cost of organizing examinations shall be borne by the education administrative departments of counties and districts.

Candidates who have not been admitted to any school will fill in their volunteers online from July 18 to June 19, and go to the designated place of the county (district) recruitment agency for confirmation. Six, examination, marking

All kinds of school enrollment work, under the leadership of the Municipal Admissions Committee and the Municipal Education Bureau, is implemented by the Municipal Education Examinations Institute in conjunction with relevant offices. In line with the principles of openness, fairness and justice, we will strictly select the best candidates on a voluntary basis.

Acceptance principle

3. The school admits students according to its pre-published enrollment regulations, and is responsible for explaining the candidates who have not been admitted and dealing with other remaining problems. Candidates with the same total score on the minimum admission scores of different volunteers will be given priority in admission; For candidates with the same total score on the same voluntary minimum admission line, the school will give priority to those with high cultural achievements, and those with the same cultural achievements will be admitted in the order of the sum of Chinese, math and English scores, the sum of Chinese and math scores and the level of math scores.

4. High school freshmen must be qualified or above in comprehensive quality evaluation and physical and chemical experiment operation.

5. Four-star ordinary high schools can implement independent enrollment policies in their enrollment areas. The school will formulate a plan to publicize the candidates to be recommended to the whole school and the society before June 23, and submit the qualified candidates to the Municipal Education Bureau for approval before June 27. The admission score of independent enrollment can be reduced by up to 50 points within the admission line of 30% of the unified enrollment plan of the school. The specific criteria for lowering the score are defined by each school in the enrollment charter. Huai 'an Huaihai Middle School, which was awarded the "National Youth Campus Football Characteristic School" by the Ministry of Education, enrolled 40 football special students (20 males and 20 females), and Huai 'an Chuzhou Middle School, as a "women's football" pilot school, enrolled 26 women's football special students. The admission scores of football special students enrolled by the two schools are not lower than the minimum admission control line of ordinary high schools in principle.

6. Admission to popular high schools is divided into five steps. The first step is to choose Huaiyin Middle School in Jiangsu Province and Qingjiang Middle School in Jiangsu Province according to personal wishes within the city. In the second step, 30% of the unified recruitment plan for hot high schools is based on the first choice in their enrollment areas (30% of the unified recruitment plan for Huaiyin Middle School in Jiangsu Province and Qingjiang Middle School in Jiangsu Province is deducted from the separate plan). The third step is to reduce the admission line of 30% of the hot high school unified recruitment plan by 20 points, and choose the directional distribution plan according to the first choice. The fourth step, popular high schools choose the best enrollment plan in their enrollment areas. The fifth step, for the unfinished independent enrollment plan and directional distribution plan of the hot high school, select the best candidates in the enrollment area where the school is located according to the wishes of the candidates. Non-registered students, students who borrow (borrow, lend), students who do not meet the requirements of public junior high school directional enrollment, and students who transfer after July 2020 1 do not enjoy the policy of lowering the admission score of the junior high school directional plan of the school.

7. Non-fresh junior high school graduates apply for ordinary high schools, and participate in the admission after deducting 10 from the academic level test scores.

8. After the results of the senior high school entrance examination are announced, the Municipal Education Bureau will announce the minimum control lines of ordinary high schools in four enrollment areas and other schools in the city. No school may recruit candidates under the control line of the enrollment area.

9. The minimum admission score of five-year higher vocational education for teachers in normal schools shall not be less than 60% of the total score of the senior high school entrance examination.

(2) Admission time

1. The admission time for ordinary high schools is July 3rd.

2. Five-year higher vocational education, "3+3" secondary vocational education and higher vocational education are carried out in stages. The admission time is from July 5 to July 7.

3. The admission time for technical secondary schools and technical colleges is from July 8th to July 10.

Eight. Care policy

Candidates who meet the following conditions will be given care at the time of admission (candidates who have more than two care conditions will only enjoy one of them, and the care points will not be accumulated), and the school will choose the best candidates.

Nine, organization and management

The task of the senior high school entrance examination is heavy, involving a wide range, with strong policy and high social concern. County recruitment committees and education administrative departments must attach great importance to it, strengthen leadership, and carefully organize it to ensure the smooth progress of the senior high school entrance examination.

(1) Strengthen leadership to ensure the entrance examination goes smoothly. All counties, districts and schools should further improve their political positions, earnestly strengthen unified leadership, implement territorial responsibilities, establish and improve emergency mechanisms to deal with emergencies, prevent major accidents and mistakes, and ensure the smooth implementation of reforms. Strict implementation of the responsibility system and accountability system, the registration, voluntary reporting work organization is not standardized, the examination room discipline is not strict, enrollment confusion and unsafe and unstable problems caused by local protectionism and mismanagement, should be dealt with severely in accordance with the relevant provisions. The education administrative department and the enrollment department should take effective measures, not only to ensure the completion of all kinds of school enrollment plans, but also to strictly implement the approved enrollment plans.

(2) Strengthen management to ensure safety. All counties and schools should conscientiously do a good job in the safety management of the senior high school entrance examination. First, the test paper is safe and guaranteed not to be leaked. Recruitment institutions and test sites in counties and districts should strengthen hardware construction, strictly implement the security system and examination management system, and ensure that all links such as proposition, marking, transportation, storage, marking and admission are foolproof. Second, the examination is safe to ensure that the examination style is correct. City, county (District) education administrative departments and schools should increase the publicity of honesty examination, educate candidates to consciously abide by the examination discipline, and effectively curb all forms of fraud. The third is the safety of candidates to ensure that there are no accidents. City, county (District) should conscientiously do a good job in safety, health, epidemic prevention, transportation, emergency mechanism and other security work to ensure the safety of candidates during the examination. The fourth is information security, ensuring that special personnel are responsible. County admissions institutions and junior high schools should do a good job in information security. Without approval, they may not provide student information to any institutions or personnel outside the local city and county (district) admissions department.

(3) Provide good service and implement "sunshine enrollment". Admissions departments and schools should always adhere to the principles of openness, fairness and justice in the process of enrollment, implement the "sunshine" operation, and use newspapers, radio, television, the Internet and other media to timely release non-confidential enrollment information such as enrollment policies, enrollment methods and admission results. It is necessary to further improve the supervision mechanism in the process of enrollment, strengthen discipline inspection and supervision by public opinion, and earnestly safeguard the legitimate rights and interests of candidates.

(four) strict discipline, standardize enrollment behavior. All kinds of schools at all levels should strictly implement the provisions of the state, province and city on high school enrollment documents.

1. Schools that have not been approved by the Municipal Education Bureau, obtained the license for running schools by social forces and failed to participate in the annual inspection as required, and schools that do not have the basic conditions for implementing the new curriculum in ordinary high schools may not enroll students. Schools that have not obtained the qualification for international class enrollment may not enroll students in the name of international class. Private high schools must run their own schools and may not enroll students from private high schools and public high schools. Otherwise, all enrolled students will not be able to obtain a student status, and the school will be responsible for the remaining problems.

2. According to document Su Jiaozhi [20 16] 10, schools are not allowed to submit enrollment plans or register as agents of social training institutions and other units. Freshmen admitted to secondary vocational (technical) schools must go through the registration procedures in strict accordance with the admission list printed by the Municipal Education Examinations Institute.

3. No school may publish false advertisements in the news media, compete for students by unfair means, or conduct propaganda that belittles other schools. The school where the students are located must send the "Technical Secondary School Admissions Guide" compiled by the Municipal Education Examinations Institute to each candidate before filling in the volunteers. Admissions schools may not induce students to fill in their volunteers and make any commitments by signing agreements with candidates before the exam.

6. In the enrollment work, all enrollment schools should strictly implement the charging policy, the approved enrollment plan, the enrollment examination and approval procedures and the admission procedures. Public ordinary high schools are not allowed to enroll students across cities. The school's independent enrollment methods and candidates to be admitted must be reported to the Municipal Education Bureau for review. It is strictly forbidden for any school to recruit students behind closed doors. All schools must apply for new student status with the admission list approved by the Municipal Education Examinations Institute. The admission notices of all schools are uniformly printed by the Municipal Education Bureau.

7. It is strictly forbidden to publish, publicize and speculate on the "number one scholar" in the senior high school entrance examination and the enrollment rate.
