According to the spirit of the Implementation Opinions on Performance Pay for Compulsory Education Schools in Sanmenxia City (No.47 of Sanzheng) approved by the Sanmenxia Municipal People's Government and formulated by the Municipal Personnel Bureau, the Finance Bureau and the Education Bureau, and combined with the reality of our school, the incentive performance pay distribution method for experimental primary schools in Sanmenxia City is formulated.

I. Scope of implementation

Persons who have been in office since June 65438+1 October12009. Calculated by semester, if the absenteeism reaches 1 working day, or the leave accumulated exceeds 15 working day, you will not enjoy the final performance award. Employees in the company do not enjoy incentive performance pay. On-the-job teaching and administrative staff who are not included in the preparation refer to this assessment method, and all subsidies and rewards are paid from the special funds of the school.

Second, the principle of distribution

The incentive performance salary of faculty and staff is distributed according to the principle of getting more for more work, high quality and excellent remuneration, and the distribution grade is reasonably opened. Tilt to the front line of teaching, tilt to the class teacher, tilt to the important positions and faculty who have made outstanding contributions and won honors, and give full play to the incentive role of incentive performance pay.

Third, the distribution method.

Incentive performance pay mainly reflects factors such as workload and actual contribution, such as job title allowance, attendance, class teacher allowance, class hour allowance, assessment and reward for education and teaching work, etc. Attendance accounts for about 25% of the incentive performance salary, the allowance of the head teacher accounts for about 12%, the allowance of class hours accounts for about 23% of the incentive performance salary, and the assessment award of education and teaching work accounts for about 40% of the incentive performance salary. Professional title allowance, attendance award, class teacher allowance, class allowance, workload allowance for management and non-teaching staff are paid monthly, and the assessment award for education and teaching work is paid according to the results of semester assessment.

Incentive performance pay for principals and secretaries shall be determined by the Municipal Education Bureau.

Fourth, the assessment rules

(1) Attendance

Out of Man Qin, 100 yuan per month. 30 yuan will be deducted for every 1 day. If it is not enough, it will be deducted from the salary.

(2) Professional title allowance

Senior high school students 194 yuan, intermediate students 1 10 yuan, pupils in 53 yuan, pupils in 8 yuan.

(iii) Head teacher allowance

The school strengthens the assessment of the work of the head teacher, focusing on its educational guidance to students, class management, organizing class collective and team activities, and paying attention to the all-round development of each student. The allowance for class teachers consists of three parts: the base number, the number of classes and the assessment of class management. The allowance base of the class teacher is 50 yuan per month; Each shift is calculated as 50 people, and for every increase of 1 person, 1 yuan will be increased; In terms of safety, discipline, hygiene, study habits, civilized manners, class characteristics, class property management, etc. Class management is led by the Political and Educational Affairs Office, with the participation of the Academic Affairs Office and the General Affairs Office, and the quantitative assessment is carried out with a percentage system. Calculate the performance according to the assessment score.

1, 20 points for safety

Strictly implement the school safety system, implement the safety responsibility of the class teacher, and there is no safety accident in the class. According to the assessment results, add 20 points, 18 points and 16 points respectively. In the event of a safety accident, the safety score will be cancelled.

2, discipline 20 points

Arrive at school on time, and do not make noise, jump rope, kick shuttlecock, racket ball, kick ball, hit sandbags or jump rubber bands in the building; Don't chase and fight in the campus, don't climb the stair guardrail or the corridor over the guardrail, don't destroy public property, and don't climb flowers and plants; Do not eat and bring snacks into the campus; Enter and leave the campus according to the requirements of the school. 3, health 25 points

4, study habits 10 points

Actively carry out reading activities, students have good reading habits, read in the morning, practice orderly in the afternoon, preview regularly before class, listen carefully in class, study cooperatively, and finish homework carefully. 5, civilized etiquette 5 points

Students dress neatly, do not wear fancy clothes, wear red scarves neatly, be polite, and take the initiative to say hello to teachers and guests. According to the investigation results, add 5 points, 3 points and 1 point respectively.

6, class characteristics 5 points

Can carry out a series of activities in a planned way in combination with the class situation, with characteristics, and students have special skills in learning and class construction. According to the assessment results, add 5 points, 3 points and 1 point respectively.

7, property management 5 points

Students can be educated to take care of public property, so that tables, stools, curtains and other items are not damaged, and classrooms can be closed, powered off and locked in time without ever-burning lamps. 8. Other points 10

Can complete the temporary work arranged by the school in time, such as timely handing in the work plan and summary of the class teacher, medical insurance for urban residents, school liability insurance, student status, etc. According to the assessment results, add 10, 8 and 6 points respectively.

(four) class allowance and workload assessment for management and teaching assistants.

Class allowance:

According to the teaching situation of teachers, the school calculates the average workload of teachers in all grades and disciplines. The workload of cross-grade teachers in classmates' subjects increases every week 1 section; Grade directors and teaching and research team leaders add 1 class every week. Two periods of self-study count 1 period of workload (referring to morning reading and afternoon exercise). According to the average workload, Chinese, Mathematics, English 2 yuan, PE 1.5 yuan, other subjects 1.4 yuan. One class per generation of teachers, subsidy 10 yuan. Teaching assistants replace teachers and subsidize 5 yuan in each class.

Workload allowance for managers and non-teaching staff:

Set the average class allowance of teachers in the whole school as 1. The workload of deputy school-level leadership positions is about1.0; The workload of the office director is about 0.7, and that of the deputy director is about 0.6. The workload of non-classroom teaching assistants is about 0.5. (The leaders in charge can float as appropriate according to the actual workload of the department)

(5) Assessment of education and teaching work: accounting for 40% of the total performance salary awarded by the school.

Education and teaching mainly assess teachers' moral performance and quality service, teaching, education and teaching research and teachers' professional development. The assessment of education and teaching work adopts a hundred-point system, with teachers' morality, style and quality service accounting for 15, daily teaching achievements accounting for 60, and education and teaching research and teachers' professional development accounting for 25.

Teacher's Ethics and Quality Service Assessment (15):

According to the usual inspection, assessment and evaluation of teaching, this item is evaluated by functional offices.

1, in violation of "No Teachers in Sanmenxia City" or under any of the following circumstances, 0 point will be scored in this assessment.

(1) The teacher retaliated against the students and asked the parents to do what they wanted.

(two) to participate in chess, cards, stocks, games, shopping and other activities unrelated to education and teaching during working hours.

(3) Without investigation, gossiping about managers or other teachers, or gossiping among teachers, resulting in disharmony and conflict among teachers.

2. Those who fail to participate in political studies, conferences, flag-raising ceremonies and various collective activities according to regulations, or do not pay attention to lectures at school gatherings, thus affecting the order of the venue, and still fail to make corrections after being stopped, will be deducted 1 point at one time.

3. Those who disobey the work arrangement of the school and each office, shirk and delay, and can't finish their own work voluntarily, 1 time, 1-2 points.

4, in each semester teaching evaluation activities, parents, students reflect bad, deducted 2-3 points.

5. Words and deeds obviously do not conform to teachers' professional ethics, and 3 points will be deducted for 1 time.

6, lazy, irresponsible, give up the education of students, or abnormal loss of students due to personal reasons, deduct 1-3 points.

7. If the property allocated by the school to the office is not properly used or kept, resulting in property damage or loss, 3-5 points will be deducted as appropriate. Wastes, such as office air conditioners, computers, drinking fountains, fans, lamps, etc. , found once, deducted 1-2 points. (If the responsible person is found, the responsible person will be deducted; If the responsible person cannot be found, all the staff in the office will be deducted)

Quantitative assessment of teaching work (60 points):

Teaching focuses on the assessment of teaching preparation, teaching implementation and teaching effect, as well as the organization of extracurricular practical activities and participation in teaching management, which is assessed by the Academic Affairs Office according to the quantitative assessment scheme of teaching work.

Assessment is divided into usual assessment and final assessment. The usual assessment is based on teaching plans, homework, teaching and research activities, classroom order, etc. And the final examination is based on teaching achievements and awards. The evaluation of teaching work is based on the percentage system.

1, preparing lessons (15 points)

① Requirements: study the curriculum standards carefully, study the textbooks, grasp the key points and difficulties of the textbooks, and understand the editors' intentions; Seriously study students, scientifically set teaching objectives, and reasonably arrange learning methods and teaching methods in combination with students' learning situation; The teaching plan is standardized and detailed, which embodies the concept of curriculum reform. Do a good job of teaching reflection after class, and the teaching reflection should analyze the success or failure in its own teaching.

(2) Quantitative assessment criteria: the preparation of lessons meets the requirements and gets full marks. If the number of lesson preparation hours is insufficient, 2 points will be deducted for each lesson prepared less; There is no lesson plan in class, and 5 points will be deducted at a time; If the lesson plan is not submitted for inspection on time, 2 points will be deducted at a time; If the quality of lesson plans is poor, 3-5 points will be deducted as appropriate. Reflection does not meet the requirements, 2-5 points.

2. Attend class (20 points)

① Requirements: Arrive at the post in advance, and make all pre-class preparations before the class bell rings (usually mainly spot checks and observations); Classroom teaching should embody the spirit of curriculum reform, with clear teaching objectives and links, rational use of modern information technology, reasonable exercises and assignments, and outstanding effectiveness. Strictly implement the curriculum plan, attend classes according to the schedule, do not sit in class, do not delay classes, and do not adjust classes at will; In class, the communication tools are set to vibrate or mute, and visitors are not answered or received; The teaching attitude is natural and generous, which conforms to the model image.

② Quantitative assessment standard: get full marks in class. 2 points will be deducted for being late for class, leaving early or leaving the classroom at will, and 5 points will be deducted for not attending class without reason. Transfer classes or crowd out other classes without authorization, and deduct 3 points at a time (including giving classes to others at will); Sitting in class (except for illness), using communication tools in class (including no vibration or silence), and receiving visitors at will, will be deducted once 1 point.

3. Homework (15 marks)

① Requirements: moderate workload, various forms, certain depth and breadth. Strict requirements for students' homework, students' serious writing and standardized format; Teachers read carefully, find problems in homework in time and let students correct them in time; Correct the mark symbol and indicate the date of correction; Art subjects, check students' art homework; Science subjects, check students' experimental records; Information science, check students' computer records; Sports discipline, check the training records or sports equipment use records of sports teams in charge of schools and classes.

② Quantitative assessment criteria: the number of homework accounts for 9 points (the amount of homework in a class is set at 3 points), and the quality of homework accounts for 6 points.

60% of the excellent operation rate is excellent, 50% is good, 40% is qualified, and below 40% is unqualified. If the homework is not corrected in time, 1 point will be deducted once. 2-5 points will be deducted for correcting the violation. Excellent homework 6 points, good homework 4 points, qualified homework 3 points, unqualified homework 0 points.

4, teaching achievements (30 points)

According to the characteristics of different disciplines, the assessment methods are as follows:

① The assessment of the teaching quality of Chinese, mathematics and English is mainly based on the final exam results of the students in the classes taught, with the average score, passing rate and excellent rate of the students in the same grade as the standard and the average passing rate as the standard. The passing rate 10 is one percentage point higher than the average score and lower than 1 min. The average excellent rate is 10, each percentage point exceeding 1 is 1, and each percentage point below is 0.5; The average score of people is 10, every 1 plus 1 above the average score, and every 1 minus 1 below the average score. If significant progress has been made on the original basis, the progress award will be awarded.

(2) Grading in four subjects: Morality, Labor, Science and Etiquette. The final exam will be conducted in written form. At the beginning of the semester, teachers in these subjects are required to study the curriculum standards of their subjects seriously and study the teaching materials. The coverage of knowledge points is required to be above 60%, and the number of questions is equivalent to the content of two sets of questions. At the end of the term, the evaluation team will organize marking. According to the results, it is divided into three grades: A, B and C, with an average score of 70-85, and it is divided into B grade with 25 points. The average score below 70 points is C, with 20 points.

(3) The five disciplines of physical education, music, art, microcomputer and calligraphy are divided into three grades: A, B and C according to the current teaching content and the completion of the teaching content, with A being 30 points, B being 25 points and C being 20 points.

(4) If the math teacher is also teaching small subjects, the math score is 70% and the primary school score is 30%; He also has two minor subjects, each accounting for 50%.

5, teaching activities (20 points)

① Requirements: Actively participate in various teaching activities organized by the school, and complete them with good quality and quantity.

② Quantitative assessment criteria: In all teaching activities organized by the Academic Affairs Office, those who have done a good job will get 20 points, and each item will be reduced by 2-4 points.

6. Bonus items: The rewards obtained by teachers in teaching activities are bonus items according to the reward standards set by the school.

In addition, the teacher who ranks first in this subject for two consecutive years is awarded 100 yuan per month; The teacher who ranks second in this grade will be rewarded with 50 yuan every month. The award will no longer maintain the corresponding ranking. For each improvement of teaching achievement in this grade and this subject, the reward is 100 yuan. The prize is awarded monthly.

Note: If there are more than two classes in this assessment method, the average score will be calculated.

Quantitative assessment of education and teaching research and teachers' professional development (25 points);

Education and teaching research and teachers' professional development, focusing on the assessment of teachers' participation in teaching and research activities, school-based research, teaching research, publishing education and teaching papers, etc. , evaluated by the teaching department according to the quantitative evaluation plan.

1, every Monday afternoon is the time for teaching and research activities, which are scored in groups. 2 points for each group with orderly organization, good effect and complete personnel; Each group with uneven personnel and average effect gets 1 point, and no participant gets no point.

2. Every teacher strives to publish an article in a journal above the municipal level every year. For articles published in national, provincial and municipal newspapers and periodicals with the word 1000 or more, they will be awarded 10, 7 and 5 respectively, and those with the word 1000 or less will be awarded 7, 5 and 3 respectively. Tutoring students to publish articles in national, provincial and municipal newspapers and periodicals got 3 points, 2 points and 1 point respectively.

Teachers are encouraged to participate in the selection of papers at all levels, and the scores of national, provincial and municipal winning papers are as follows: 7 points, 5 points and 3 points.

3. Actively organize teachers to participate in various quality classes, observation classes and demonstration classes. The winning scores of national, provincial and municipal activities are 10, 7 and 5 respectively. For the high-quality class organized by the school, if you win an award in the same class or observe a demonstration class, score 3 points.

4. Actively participate in the development of scientific research projects, and there should be about 5 scientific research projects each academic year. The scores of national, provincial and municipal projects are 10, 7 and 5 respectively.

5. Carry out reading activities for teachers in the whole school to improve the educational theory level of all teachers. Every teacher should read 2-3 books on education and teaching every academic year, and write his own thoughts after reading them. The outstanding person selected will get 3 points for each article.

6. Actively organize teachers to write cases, and select them at the end of the year, with 3 points for each excellent case, and the case publishing score refers to the paper publishing score.

7. Organize a mentoring acceptance every semester. The acceptance contents include lectures, lectures, three words, speeches, etc. According to the evaluation results, judge excellent, good, qualified and unqualified. Excellent person 3 points, master 2 points; Good score 2 points, master score 1 point; Those who fail will continue to participate in the activities led by the division.

8. Check the teachers' business notes once every semester, with excellent score of 5, good score of 3, qualified score of/kloc-0, and unqualified score of 2.

Note: The quantitative scores of education and teaching research and teachers' professional development are converted according to the corresponding proportion and included in the assessment of education and teaching work.

According to the evaluation results, the teaching performance of managers and teaching assistants is divided into four grades: excellent, competent, basically competent and incompetent, which account for 1, 0.8, 0.7 and 0.5 of the average teaching performance of teachers respectively.

School management and teaching assistants carry out post assessment, which mainly examines organizational discipline, service attitude, sense of responsibility, performance of post responsibilities and completion of work tasks. School-level leaders and front-line teachers conduct democratic evaluation of non-teaching staff by secret ballot. Democratic evaluation is divided into three grades: excellent, competent and basically competent, with scores of 1, 0.8 and 0.6 respectively (generally excellent accounts for 25%, competent accounts for 75% and basically competent accounts for 5%).

The right to interpret these measures belongs to the leading group for the implementation of performance pay in schools.
