Deepen the teaching reform of basic education, effectively reduce the academic burden of primary and secondary school students, strengthen moral education in primary and secondary schools, and fully implement quality education.
(5) Vigorously develop vocational education, adhere to employment orientation, deepen the reform of vocational education and teaching, strive to improve the level and quality of running vocational colleges, actively promote institutional innovation, and further enhance the vitality of vocational education development.
(6) Deepen the reform of the management system of colleges and universities, and implement and expand the autonomy of running colleges and universities. Establish an evaluation index system of higher education quality that conforms to China's reality, improve and innovate evaluation methods, and effectively improve the quality of higher education. In accordance with the principles of "separation of government affairs" and "separation of management and office", we will deepen the reform of the management system of universities directly under the central government, and increase local overall planning on the basis of adhering to the "two-level management of the central and provincial people's governments, with the provincial people's governments as the main management".
(seven) to strengthen the overall planning, comprehensive coordination and macro management of private education, improve the macro management policies and measures of private education, standardize the order of running schools, and promote the healthy development of private education.
