Article 14 of the Administrative Licensing Law of People's Republic of China (PRC) * * * Laws can establish administrative licenses. If no law has been enacted, administrative license may be set by administrative regulations. When necessary, the State Council may issue a decision on establishing an administrative license. After the implementation, except for temporary administrative licensing matters, the State Council shall promptly request the National People's Congress and its Standing Committee to enact laws or administrative regulations on their own.
