Debt collection companies, although legally organized and registered, are illegal, but if there are illegal detention, intimidation, threats, intentional injury to debtors and other debt collection means or behaviors, it is illegal, which violates the relevant provisions of the Criminal Law and is also illegal.

The state resolutely stops all kinds of illegal acts that harm the legitimate rights and interests of citizens. If the criminal law is violated, the state will eventually tear off the legal cloak and bring the illegal acts to justice.

In addition, in 1993, the State Administration for Industry and Commerce issued the Notice on Stopping the Registration of "Debt Collection Companies" applied by the public, legal and departmental organs, clearly proposing to stop the registration of "Debt Collection Companies" and similar enterprises.

From 65438 to 0995, the Ministry of Public Security and the State Administration for Industry and Commerce also issued documents prohibiting the registration of such enterprises.

In 2000, the State Economic and Trade Commission, the Ministry of Public Security and the State Administration for Industry and Commerce jointly issued a document, once again explicitly banning all kinds of debt collection companies and prohibiting any unit or individual from setting up any form of debt collection companies.
