First, the implementation of national and provincial human resources and social security related laws, regulations, rules and policies, to develop human resources and social security development plans, annual plans and policies and organize their implementation, supervision and inspection.

Second, formulate and organize the implementation of the human resources market development plan, implement the human resources flow policy, establish a unified and standardized human resources market in the city, promote the rational flow and effective allocation of human resources, and coordinate the development of various human resources.

Third, responsible for promoting employment. Formulate plans and policies for coordinating urban and rural employment development, improve the public employment service system, formulate and organize the implementation of entrepreneurship and employment assistance system, improve the vocational qualification system, establish a vocational training system for urban and rural workers as a whole, supervise and comprehensively manage technical schools, vocational skills training institutions and vocational skills appraisal institutions, take the lead in formulating employment policies for college graduates, and formulate training and incentive policies for high-skilled talents and rural practical talents in conjunction with relevant departments.

Fourth, co-ordinate the establishment of a social security system covering urban and rural areas. Formulate and supervise the implementation of the localization standards and measures of urban and rural social insurance and supplementary insurance in the city, implement the basic old-age insurance policies of government agencies and institutions and the unified national social insurance relationship renewal measures, and gradually improve the level of overall funds. Formulate the systems and methods for raising, using, managing and supervising social insurance funds and their supplementary insurance funds, prepare the draft budget and final accounts of the city's social insurance funds and supervise their implementation.

Five, responsible for employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, organize the implementation of prevention, regulation and control measures, to maintain the stability of the city's employment situation and the overall balance of social insurance funds.

Six, in conjunction with the relevant departments, formulate the implementation measures for the wage income distribution policy of government agencies and institutions and the wage income distribution control policy of enterprise employees, establish and improve the normal wage growth and payment guarantee mechanism of government agencies and institutions, and implement the welfare benefits and related retirement policies of government agencies and institutions.

Seven, in conjunction with the relevant departments to guide the personnel system reform of institutions, formulate personnel management measures for institutions and organs, formulate policies for professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, comprehensively manage professional and technical personnel titles and postdoctoral work, and be responsible for the recommendation, selection and training of high-level professional and technical personnel.

Eight, in conjunction with the relevant departments to implement the resettlement policy for demobilized military cadres, formulate resettlement plans for demobilized military cadres, be responsible for the education and training of demobilized military cadres, organize the formulation of policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and service of demobilized military cadres who choose their own jobs.

Nine, responsible for the comprehensive management of civil servants in administrative organs and the staff of the management unit with reference to the Civil Service Law, implement the relevant personnel deployment policies and special personnel placement policies, jointly with relevant departments, implement the national honor system and the government reward system, and undertake the personnel appointment and dismissal matters decided by the Standing Committee of the Municipal People's Congress and the municipal government according to law.

Ten, in conjunction with the relevant departments to formulate comprehensive policies and plans for the development of labor force and the work of migrant workers, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

Eleven, co-ordinate the development of labor and personnel dispute mediation and arbitration system, responsible for the arbitration and mediation of labor and personnel dispute cases within the jurisdiction.

Twelve, responsible for the administration of labor relations. Implement labor contracts, employment, labor protection and employment policies, improve the coordination mechanism of labor relations, and create harmonious labor relations.

Thirteen, responsible for the supervision and inspection of the employer according to law. Implement the policy of prohibiting the illegal use of child labor and the special labor protection policy for female workers and underage workers, organize the implementation of labor supervision, coordinate the work of workers' rights protection, and investigate and deal with major cases according to law.

Fourteen, responsible for foreign talents, intellectual introduction and overseas students' entrepreneurship, employment management and services, as well as international exchanges and cooperation in the field of human resources and social security, responsible for related foreign-related business and technical cooperation and talent exchange, responsible for training abroad.

Fifteen, but approved by the municipal government to retain the administrative examination and approval.

Sixteen, to undertake other tasks assigned by the municipal government.
