Announcement of Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps on the Full Implementation of E-Cert in Housing and Urban-Rural Development System of Corps
In order to further promote the reform of "decentralization, strengthening supervision and improving services", simplify the administrative examination and approval procedures, improve the efficiency of administrative examination and approval, and promote the convenience of examination and approval services, according to the Reply of the General Office of the Ministry of Housing and Urban-Rural Development on Agreeing to the Implementation of E-Cert by the Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps (Han Shi [2065438+09] No.426), it is decided to fully implement E-Cert in the housing and urban-rural construction system of Corps, and relevant matters are hereby announced as follows:
1. The scope of implementing e-cert includes: the second-class constructor registration certificate.
Second, the original paper version of the certificate is directly imported from the construction supervision information platform of the Corps and the national qualification certificate printing system to generate an electronic license; For licenses that can't be recognized normally due to incomplete license information, they shall be re-declared from the system according to the examination and approval authority at all levels, and verified by the examination and approval department to generate electronic licenses.
III. Full implementation of e-Cert from March 15, 2020. Before May 1 2020, electronic certificates and paper certificates can be used in parallel, and electronic certificates and paper certificates have the same legal effect. From May 1 2020, all the original paper certificates approved and issued by the Housing and Urban-Rural Development Bureau of the Corps will be invalid. After enterprises and individuals apply for approval, they will automatically generate electronic certificates, which can be downloaded and printed by themselves.
4. From May 1 2020, enterprises and individuals engaged in bidding, construction and other related activities, and the competent business department no longer required to provide the original paper version, and directly inquired from the construction industry supervision information platform of Bingtuan or scanned the QR code.
Five, after the implementation of electronic certificates, the Housing and Urban-Rural Development Bureau of the Corps will no longer issue paper certificates.
