Interim Measures for the Management of Forage Seeds (for Trial Implementation)
I. Forage seed management institutions

The management of forage seeds should be centralized by animal husbandry (grassland) departments at all levels. All provinces, municipalities and autonomous regions should establish and improve forage seed inspection institutions, equipped with inspection personnel and instruments and facilities. Second, forage seed production

1. The seeds of forage seed breeding farm (base) must use the first-class seeds specified by the state as sowing materials.

2. Seed breeding ground should avoid pests and diseases and malignant weeds. Anyone who is found to be harmed by pests and diseases and malignant weeds is not allowed to farm.

3. In the field of seed propagation, any cross-pollinated forage grass (such as alfalfa, clover, etc. ) The strain must keep a distance of more than 65438±0km from the forage of the same different strain to prevent biological mixing.

Field inspection is carried out at the early flowering stage. Once the heterologous hybrid is found, the impurities are removed in time to ensure the purity.

4. The propagated forage varieties must be harvested separately, threshed separately and placed in a separate room to prevent mechanical mixing.

5. All pasture seed breeding grounds (bases) should be equipped with certain seed cleaning equipment. After the seeds are threshed, they must be cleaned and graded according to the quality grading standard of forage seeds.

6. After cleaning forage seeds, store them in a cool, dry and ventilated seed bank according to different grades, and check their temperature and humidity regularly to prevent the harm of birds, rats and insects. In order to prevent the quality of grass seeds from being degraded due to long storage period, the seeds must be re-examined when they leave the warehouse. Third, forage seed inspection

1. Forage seeds used for seed base breeding and commodity circulation must be inspected by the forage seed inspection department in the area where they are located and can only be used after obtaining the seed inspection certificate. The inspection certificate shall indicate the inspection date and results (purity, germination rate, other seed content, moisture, 1000-grain weight, etc.). ), inspection unit, inspector name or number, etc.

2. The inspection department shall conduct inspection in strict accordance with the "Rules for Inspection of Forage Seeds" and "Quality Grading Standards for Main Cultivated Forage Seeds" stipulated by the state, and the samples submitted for inspection must be representative. Inspectors and inspectors must sign the certificate to show their qualifications.

3. If the user finds that the seeds inspected by the inspection department do not meet the quality standards during the quality guarantee period, he shall promptly request the original inspection unit to conduct re-inspection. It is a quality problem, and the grass seed production unit is responsible for compensation. If there is any dispute, it shall be reported to the National Forage Seed Inspection Center for adjudication.

4. The forage seed inspector must undergo special training and obtain the inspector certificate after passing the examination before taking up his post. Four, forage seed circulation

1. Commodity seeds circulating in the society must hold certificates issued by inspection institutions. Where there is no inspection certificate, the inspection department in conjunction with the relevant departments has the right to detain or confiscate it, and serious cases will be given economic penalties.

2. Forage seeds that fail to meet the three-level standard after inspection shall not be sold and used for planting.

3. Seed transportation should be packaged uniformly to meet the requirements of long-distance transportation. It is strictly forbidden to ship in plastic bags. Generally, the bagged amount of leguminous seeds is 50 kg, and that of gramineous seeds is 25 kg. The surface of the seed bag must be marked with obvious handwriting, such as seed, name, place of origin, seed collection time, etc. The inspection certificate must be attached to the bag.

4 forage seeds should be priced according to quality, and the policy of high quality and good price should be implemented. The circulation price is only allowed to float up and down within the allowable range stipulated by the state. The relevant departments have the right to impose economic sanctions on profiteering and endangering producers.

These Measures have been implemented since July, 2005 1 day.
