Local sports administrative departments shall administer mountaineering activities within their respective administrative areas.
Chinese mountaineering association and local mountaineering associations at all levels shall, in accordance with their articles of association, assist the sports administrative departments in relevant management. Article 4 The provincial sports administrative department shall determine the climbing peak according to the local conditions, and report it to the State Sports General Administration for approval, which shall be announced by the provincial sports administrative department respectively. Chapter II Application and Approval of Mountaineering Activities Article 5 A team meeting the following conditions shall be formed to hold mountaineering activities:
(a) initiated by a unit with legal personality;
(two) two or more members, and participated in the basic training and physical training of mountaineering knowledge and skills organized by mountaineering associations at or above the provincial level;
(3) Mountaineering instructors or mountain guides with corresponding qualification certificates, 1 Mountaineering instructors or mountain guides can lead up to 4 players;
(4) All team members must pass the physical examination in hospitals above Grade II, and there is no disease obstacle;
(five) equipped with basic equipment and equipment that meet the safety requirements, such as cold protection, communication, living and medical care.
The mountaineering team shall not attract foreign athletes to participate. Article 6 A mountaineering team shall have a team leader (captain). Team leader (team leader) organizes and manages team activities and members. Players should obey the command of the team leader (captain). Article 7 An application shall be made for holding mountaineering activities.
To climb the announced peak, the organizer of mountaineering activities shall apply to the provincial sports administrative department where the peak is located one month before the implementation of the activity.
To climb an unpublished mountain peak, the organizer of mountaineering activities shall apply to the provincial sports administrative department where the mountain peak is located three months before the implementation of the activity.
Climbing the mountain at the junction of provinces, autonomous regions and municipalities directly under the Central Government shall be approved by the provincial sports administrative department at the side where the climb is located, and shall be notified to the provincial sports administrative department at the other side of the junction of the mountain. The provincial sports administrative department at the junction of mountain peaks is controversial, which shall be decided by the State Sports General Administration. Article 8 To climb a mountain over 7,000 meters, the organizer of mountaineering activities shall apply to the State Sports General Administration for special permission three months before the implementation of the activities. Article 9 To apply for mountaineering activities, the following documents shall be provided:
(1) an application;
(two) the legal person qualification certificate of the promoters of mountaineering activities;
(three) the list of all members of the mountaineering team and their mountaineering resumes;
(four) the qualification certificate of the mountaineering coach or mountaineering guide of the mountaineering team;
(5) Mountaineering plan;
(6) Equipment list;
(7) Other necessary documents. Article 10 If the application is approved, the approval department shall issue a letter of approval for mountaineering activities supervised by the State Sports General Administration. If the examination and approval department is the provincial sports administrative department, the examination and approval results shall also be filed with the State Sports General Administration. Eleventh mountaineering activities in the plan, if there are matters that need to be approved by other competent departments, with the "Mountaineering Activities Approval", mountaineering organizers can entrust the approval department to act as agents. Article 12 The provincial sports administrative department where the mountain peak is located is responsible for providing consulting services for the mountaineering team, including transportation, climbing route, meteorological characteristics of the mountain peak area and matters needing attention. Thirteenth mountaineering team changes the mountaineering season, route or peak, it should apply again. Chapter III Requirements of Mountaineering Activities and Confirmation of Achievements Article 14 Before entering the mountain, the mountaineering team shall submit the approval letter of mountaineering activities to the provincial sports administrative department where the mountain peak is located, and pay the mountaineering environmental protection fee to the relevant local departments in accordance with the relevant regulations of the mountain peak location. Fifteenth mountaineering teams should maintain the environmental sanitation of mountaineering routes and camps, and properly handle mountaineering garbage. Where there are specific provisions on local environmental protection, such provisions shall prevail. Sixteenth mountaineering team in mountaineering activities, major accidents, must promptly report to the approval unit, and take corresponding measures. Seventeenth after the mountaineering activities, the mountaineering team shall promptly report to the provincial sports administrative department where the mountain peak is located, and report the results of mountaineering activities and the accidents in the mountaineering process to the approving unit in writing. Eighteenth need to submit the results, the mountaineering team shall apply to the provincial sports administrative department where the peak is located, and provide the following information:
(1) Photographs of the summit or the height reached (framing must include background and contrast), and the summit of Mount Everest must provide 360-degree continuous photos.
(2) Overview of the summit and climbing process. Nineteenth after passing the examination, the provincial sports administrative department will issue a summit certificate made by the Mountaineering Management Center of the State Sports General Administration and report it to the State Sports General Administration for the record. Those who meet the standards of grade athletes shall declare the title of grade athletes in accordance with the technical grade standards of mountaineers of the State Sports General Administration. Article 20 The names and heights of peaks used by mountaineering teams shall be subject to the latest names and heights officially announced by relevant state departments. Chapter IV Punishment Article 21 If a team climbs a mountain without approval, the mountaineering management center of the State Sports General Administration or the provincial sports administrative department where the mountain peak is located will stop mountaineering activities and the results will not be recognized; Revoke the qualification certificates of mountaineering instructors or guides who participate in mountaineering activities.
