Extended information off-campus training institutions must have a relatively stable teaching staff, and may not employ in-service teachers in primary and secondary schools. We must uphold and strengthen the party's leadership, ensure the simultaneous planning of party building, the simultaneous establishment of party organizations and the simultaneous development of party work, and ensure the correct direction of running schools. There must be standardized articles of association and corresponding management system, and the training purpose, business scope, deliberation and decision-making mechanism, fund management, guarantee conditions, service commitment, etc. must be clearly defined.

The content, frequency, enrollment targets, time arrangement and class hours of knowledge training in Chinese, mathematics, English, physics, chemistry, biology and other disciplines carried out by off-campus training institutions shall be filed with the local county-level education department and announced to the public. The training content shall not exceed the corresponding national curriculum standards, the training frequency must match the grades of the enrollment targets, and the training progress shall not exceed the same period level of primary and secondary schools in the county (district).
