Legal analysis: The Regulations on Police Auxiliary Personnel in Henan Province has been deliberated and passed at the 20th meeting of the Standing Committee of the 13th People's Congress of Henan Province, and is now announced. In order to standardize the management of police auxiliary personnel in public security organs, perform their duties according to law, and safeguard their legitimate rights and interests, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this province. These Regulations shall apply to the recruitment, use, management and supervision of police auxiliary personnel of public security organs in this province.

Legal basis: Regulations of Henan Province on Police Auxiliary Personnel

Article 4 Auxiliary police shall perform their duties in accordance with the relevant regulations of the State Council. The behavior of the auxiliary police in performing their duties according to law is protected by law, and the consequences shall be borne by the public security organ where they are located. Citizens, legal persons and other organizations shall support and cooperate with the auxiliary police in performing their duties according to law.

Article 5 People's governments at or above the county level shall, according to the actual needs of local economic and social development and public security work, scientifically allocate and strictly control the scale of auxiliary police, incorporate the construction of auxiliary police into local special plans related to national economic and social development, strengthen organizational leadership, strengthen supervision and inspection, and implement measures. The people's governments at or above the county level shall include the auxiliary police's salary and welfare, recognition and reward, equipment installation, education and training, daily management and other funds in the fiscal budget at the corresponding level.
