Legal analysis: all kinds of training courses, training camps and trusteeship classes in society are essentially a service contract. Legally speaking, the question of refund is whether the signed service contract can be cancelled. At present, most training courses in society are prepaid, and many consumers have signed up for various types of winter vacation classes before the Spring Festival. The outbreak of the epidemic is unpredictable and inevitable. Because of the epidemic control, the training course can't start as scheduled, the contract can't be fulfilled, and the training purposes such as ski training camp and winter vacation custody class can't be realized. At this time, consumers can ask the training institution to cancel the contract and refund the corresponding tuition fees, and neither party will bear the liability for breach of contract.

Legal basis: Article 330 of the Criminal Law of People's Republic of China (PRC) violates the provisions of the Law on the Prevention and Control of Infectious Diseases, and in any of the following circumstances, it causes the spread of Class A infectious diseases or is in serious danger of spreading, and it shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention; If the consequences are especially serious, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years:

(a) the drinking water supplied by the water supply unit does not meet the hygienic standards prescribed by the state;

(2) refusing to disinfect sewage, dirt and feces contaminated by infectious disease pathogens according to the hygiene requirements put forward by the health and epidemic prevention institutions;

(3) allowing or conniving patients with infectious diseases, pathogen carriers and suspected patients with infectious diseases to engage in the work that is prohibited by the administrative department of health of the State Council and is easy to spread the infectious diseases;

(four) refusing to implement the measures for the prevention and control of infectious diseases proposed by the health and epidemic prevention institutions according to law. If a unit commits the crime mentioned in the preceding paragraph, it shall be fined, and the directly responsible person in charge and other directly responsible personnel shall be punished in accordance with the provisions of the preceding paragraph.
