Harmonious community?
The concept of harmonious community comes from harmonious society. In the report of the 16th National Congress of the Communist Party of China, as one of the goals of building a well-off society in an all-round way, it is proposed to make the society more harmonious. At the Fourth Plenary Session of the Sixth Central Committee of the Communist Party of China, our party officially regarded "building a harmonious socialist society" as one of the five governing abilities of the party. On February 19, 2005, General Secretary Hu Jintao delivered a speech at the seminar on improving the ability of leading cadres at the provincial and ministerial levels to build a harmonious socialist society, and summarized the characteristics of a harmonious society as "democracy and the rule of law, fairness and justice, honesty and friendship, vitality, stability and order, and harmony between man and nature". At the Sixth Plenary Session of the 16th CPC Central Committee, the Central Committee of the Communist Party of China made the Decision on Several Major Issues of Building a Harmonious Socialist Society, which once again clarified the nature and direction of a harmonious socialist society and emphasized the importance of building a harmonious society. Nanjing has been at the forefront of major cities in China in the process of building a harmonious socialist society, and in 2005, it formed the Opinions of Nanjing Municipal Committee on Building a Harmonious Nanjing. As the foundation of society, national and local governments have also issued corresponding standards for building harmonious communities. In August, 2005, the national conference on community construction was held, and the basic standards of harmonious demonstration communities were determined: residents' autonomy, orderly management, perfect service, good public security, beautiful environment, civilization and harmony. At the same time, local governments also put forward the standards of building a harmonious community according to their own conditions.
