In order to reasonably implement the new charging standard, China Survey and Design Association organized a teacher training seminar on "Regulations on Management of Engineering Survey and Design Fees" in Beijing from June 1 1 to June/2, 2002. Main Problems in 1 1992 Edition of Charging Standard for Engineering Survey and Design

The government pricing method adopted in the charging standard for engineering survey and design (1) 1992 edition can neither reflect the relationship between market supply and demand, nor reflect the high quality and good price. The survey and design market is mainly manifested as a buyer's market, and the supply is seriously greater than the demand. There are many survey and design teams, but the technical level is uneven. In order to support survey and design units with strong technical force and high management level, promote the survival of the fittest and connect with the socialist market economy, it is necessary to rectify the market order of survey and design and adjust the charging standards.

(2) The charging standard is low. With the increase of wages and costs, housing and insurance costs, the charging standard of 1992 version has been obviously low. Considering the cost, profit, tax revenue and social affordability of survey and design enterprises comprehensively, appropriately raising the charging standard can give consideration to the interests of both buyers and sellers and gain better market recognition.

(3) There are contradictions such as duplication and double track in the charging standard itself, and the charging rules are not perfect. The development trend of the unification of domestic and regional markets and the unification of international and domestic markets requires the unification of charging standards. From the domestic situation, with the development of socialist market economy and the improvement of unbalanced regional economic development, the artificially set price system in the past has been basically replaced by the market price system; Judging from the international situation, with China's accession to the WTO, the domestic market and the international market tend to be unified, so the charging standards must be unified.

(4) The transparency of the charging standard is poor, which is difficult for non-professionals to interpret.

2. The main differences between the old and the new "Charging Standards for Engineering Survey and Design"

(1) The new standard is changed from "government pricing" to "government guidance price", supplemented by "market-regulated price", and the pricing mechanism is reformed to strengthen market regulation. Mainly reflected in the following aspects: (1) The charges for engineering survey and engineering design with an estimated total investment of less than 5 million yuan for construction projects shall be subject to market adjustment prices; The fees for engineering survey and engineering design with an estimated total investment of more than 5 million yuan for construction projects shall be subject to government guidance, with a floating range of 40%.

(2) The charging standard has been improved. Compared with the standard of 1992, the new standard increases the design fee by 56% on average and the survey fee by 120% on average.

(3) unify the charging method, and cancel the dual-track charging method of "physical quota" and "percentage of budgetary estimate".

(4) Cancel the classification by "department" and implement the classification by "engineering nature", merge and simplify the charging standards, improve the price rules and formulate the charging management regulations.

3. The use of the new "Engineering Survey and Design Fee"

3. 1 Scope of application of the new charging standard for engineering survey and design

The new version of "Charging Standard for Engineering Survey and Design" is applicable to engineering survey and engineering design fees of construction projects in China and China. All construction projects built in People's Republic of China (PRC), whether domestic investment or foreign investment, as well as domestic or foreign survey and design units, should, in principle, implement this charging standard. But there are two exceptions: one is to invite foreign units to survey and design voluntarily through international bidding; The other type is designed according to international standards and specifications and foreign design procedures and depth requirements.

3.2 Valuation method of new engineering survey and design charging standard

According to the Price Law of People's Republic of China (PRC), there are three pricing methods for China's charging standards: market-regulated price, government-guided price and government-set price. Market-regulated price is a price set by operators independently and formed through market competition. Government-guided price refers to the price set by the government price department or other relevant departments in accordance with the pricing authority and scope, which stipulates the benchmark price and its floating range for guiding operators. Government pricing is the price set by the government price department or other relevant departments in accordance with the pricing authority and scope stipulated in the Price Law.

The pricing of the new version of "Charging Standard for Engineering Survey and Design" is mainly guided by the government, supplemented by the market-regulated price. It is estimated that construction projects with a total investment of more than 5 million yuan will be subject to government-guided prices. According to the "benchmark price" set by the government, within the specified "floating range", the specific charging price shall be determined by the operators through consultation. The benchmark price of the new charging standard is the engineering survey charging standard and the engineering design charging standard. As for the floating range, the general project is +/-20%. Where new technologies, new processes, new equipment and new materials are adopted, which is conducive to improving the economic, environmental and social benefits of construction projects, the amount of fees can be determined through consultation within the floating range of 25%. It is estimated that the construction projects with a total investment of less than 5 million yuan will be subject to market-adjusted prices, that is, "negotiated pricing between buyers and sellers".

According to the pricing principle, as long as the supply of products or services exceeds demand, market-regulated prices should be implemented. In fact, the survey and design fees are mainly guided by the government, and only a few projects are released. This is because survey and design is an intellectual service, and its technical level and service quality are difficult to measure. The implementation of government-guided price can ensure the level and quality of survey and design, be close to the market, protect the rights and interests of the employer and the survey and design party, and also conform to international practice. At the same time, considering the current situation of China's survey and design market and fees, the regional differences are too great, and the projects are also very different. Therefore, it is estimated that small projects with a total investment of less than 5 million yuan will be liberalized, while projects with a total investment of more than 5 million yuan will have a fluctuation range of market regulation as high as 40%.

3.3 Take the architectural engineering design project as an example to calculate the design fee.

The total budget of a construction project is170 million yuan, of which the sum of construction and installation costs, equipment and tools purchase costs and joint debugging costs is 96 million yuan. The calculation steps of the design fee are as follows:

(1) Step 1: Calculate the "basic design fee".

Foundation design fee refers to the fee charged for providing corresponding design technical disclosure for preliminary design documents and construction drawing design documents, solving design technical problems in construction, participating in commissioning assessment and completion acceptance and other services in engineering design. The calculation formula is:

The major adjustment coefficient of this construction project is t 1= 1.0, and the engineering complexity is complex (Grade III). The adjustment coefficient of engineering complexity is t2= 1. 15, and the additional adjustment coefficient is t3= 1.0.

The basic price of engineering design charge is the price of completing basic services, which can be found and determined in the basic price table of engineering design charge. If the charging amount is between two numerical ranges, the base price of engineering design charging should be determined by linear interpolation method.

Substituting specific values, we can get:

(2) Step 2: Calculate "other design fees".

Other design fees refer to the fees charged for providing relevant services according to the actual needs of engineering design or the requirements of the employer, including overall design fees, major design coordination fees, standard design and reuse design fees, and non-standard equipment design document preparation fees.

The construction project has a main design unit, which prepares the construction drawing budget. According to this charging standard, the main design coordination fee is 5% of the basic design fee, and the construction drawing budget preparation fee is 10% of the basic design fee, that is, the main design coordination fee = 337.824× 5% = 16.438+02 (ten thousand); Construction drawing budget =337.824× 10%=33.7824 (ten thousand).

(3) Step 3: Calculate the "benchmark price of engineering design fee".

The benchmark price of engineering design fee is the benchmark price amount of engineering design fee calculated according to this charging standard. The employer and the designer shall negotiate and determine the contract amount of the engineering design fee within the specified floating range according to the actual situation. The calculation formula is:

(4) Step 4: Negotiate and determine the "engineering design fee" of the construction project.

Engineering design fee refers to the fee charged by the designer for providing services such as preparing preliminary design documents, construction drawing design documents, non-standard equipment design documents, construction drawing budget documents and as-built drawing documents for the construction project. The calculation formula is:

3.4 Problems needing attention

After the implementation of the new charging standard for engineering survey and design, if the employer or survey designer fails to comply with the unified charging standard and charging regulations, and the price exceeds the 20% fluctuation range stipulated by the government guidance price, whether it is increased or decreased, it will be investigated and dealt with according to law after verification by the competent price department.

In other words, this charging standard is calculated according to the comprehensive design ability of engineering design units in various industries and the expenditure level of business fee system. At the same time, the necessary expenses for technology development, business construction and personnel training, as well as the industrial and commercial tax that must be paid, shall be considered.

Five, the charging standard is mainly based on the physical quota charging method, supplemented by the charging method based on the budget calculation of individual projects, and the coal, electric power, post and telecommunications industries try out the working day quota charging method.

Six, the main contents of this fee standard:

1. Engineering design fee: generally including preliminary design and budgetary estimate, construction drawing design, cooperative construction stipulated in the contract, design technical disclosure, participation in trial operation, project completion acceptance and other expenses. This charging standard does not include the cost of making the construction drawing budget.

2. Pre-design work expenses: expenses for preparing feasibility study report, designing task book, participating in site selection and planning, and conducting environmental pre-assessment.

3. Design fee for non-standard equipment: refers to the design fee for non-standard equipment. In some industries, engineering design itself includes equipment design, so non-standard equipment design fees are not charged separately. Due to different industry characteristics, the design scope of non-standard equipment is stipulated by each industry.

4. Software compilation fee: refers to the compilation fee of computer control programs in the production process of the factory. If there is a charging standard for software compilation in the industry, the industry standard shall be implemented; If there is no standard in the industry, it can be agreed by both parties according to the use value and advanced degree of the software and considering the actual workload of writing the software.

In addition to the above work, such as providing technical information, drawings, translation, computers, etc. The charging standard shall be formulated separately by the competent department or engineering design unit.

Seven, if only commissioned to do process design or civil and public engineering design, according to the proportion of industry design workload calculation fees.

When only the preliminary design or construction drawing design is entrusted, the design workload proportion shall be divided by industry, and the charge shall be calculated by multiplying it by the coefficient 1. 1. If the construction drawing budget is increased, the fee shall be calculated by multiplying the engineering design fee standard by the coefficient 1. 1.

The engineering design fee in this charging standard is considered according to the design of new projects. If it is an expansion project, the charge can be calculated by multiplying similar new projects by the coefficient 1. 1, unless otherwise stipulated by the industry. According to the complexity of design technology, the technical transformation project can be charged by multiplying the coefficient 1.2- 1.4.

For projects with seismic fortification requirements, when calculating the quota, it can be multiplied by a coefficient not exceeding 1.2 according to the increase of design workload.

Eight, the design documents provided by the engineering design unit must meet the depth and quality standards stipulated by the state and the competent department, and the number of copies provided shall be implemented according to the regulations of various industries. The printing fee will be charged separately for the additional copies requested by the entrusting unit.

Nine, the engineering design adopts standard design (except standard drawings) and reuse design, and the charge is 20% of similar new design projects. Need to match the foundation or local transformation according to local conditions, according to the same kind of new design projects 30% charges. When non-standard equipment is designed and reused, the cost will be reduced by 20% every year from the year after the design is completed. If the reduced fee is less than the drawing fee, it can be charged according to the drawing fee standard.

Ten, engineering and technical consulting services, participation in planning and investigation, inquiry, quotation, foreign negotiations and other technical services, as well as the work of not formulating specific charging standards, can be calculated according to the direct production personnel day, the charging standard is 85 yuan every working day. The calculation of working days can be based on the work task, based on the working day quota, or determined by the designer and the client through consultation when signing the contract. For tasks that need to travel to other places with a construction period of less than 60 days, the travel expenses shall be borne by the entrusting unit.

Eleven, based on the design tasks of a single project budget, the calculation base should be deducted from the temporary engineering costs, construction technology and equipment costs and construction machinery purchase costs, and join the joint commissioning costs. The budgetary estimate of a single project shall be based on the preliminary design budgetary estimate approved by the competent department.

Twelve, the introduction of equipment projects, according to the single project budget as the basis for charging, engineering design is entirely borne by us, design fees, equipment prices should be calculated according to the domestic similar equipment prices. If there is no reference price in China, the original price of the equipment will be converted into RMB according to the national quotation.

Projects with imported equipment are charged according to the budget of individual projects, and if the process design is undertaken by foreign countries, the calculation base should not include the price of process equipment; If the fees are charged according to the physical quota, the corresponding design fees shall be deducted according to the proportion of design workload divided by industry. The corresponding domestic process design cooperation fee can be determined by the designer and the entrusting party through consultation according to the actual workload.

13. For domestic projects that need to be designed according to internationally accepted design procedures and depth, the design fee can be appropriately increased because it exceeds the current domestic design depth. The specific amount can be determined by the designer and the entrusting party through consultation according to the actual increased workload.

14. When undertaking design tasks in remote areas such as Xinjiang, the original quota can be multiplied by the coefficient 1. 1, and the tasks in Tibet can be multiplied by the coefficient 1.2.

15. When the engineering design unit goes abroad due to the needs of the tasks undertaken, except for the manufacturing and installation expenses paid by the design unit, other expenses for going abroad (including foreign exchange quota) shall be paid by the entrusting unit. For example, the design unit itself goes abroad to study and inspect for the purpose of improving the level, and the expenses for going abroad are borne by the design unit.

After the engineering design unit undertakes the task, if the project needs to carry out scientific experiments, the entrusting unit shall be responsible for the equipment, materials and labor costs.

16. This charging standard takes into account the adjustment factors of various factors that affect the design workload. If there are two or more factors in the same project at the same time, the total adjustment coefficient of the project is the sum of the decimal places of each individual adjustment coefficient plus 1, but the maximum value of the total adjustment coefficient shall not be greater than 1.5.

If the design fee is calculated according to the physical object or man-day quota, the project with an investment of more than 300 million yuan shall not be more than 0.5% of the estimated proportion of 65438.

17. The engineering design unit has adopted advanced technology in the design, and has good economic benefits. After the design review, the higher-level competent review department may decide to appropriately increase the design fee, which is generally controlled within 10% of the design fee. If the design quality and technical level can not meet the requirements of the contract, the design fee shall be deducted according to the provisions of the contract.

Eighteen, the design fee should be allocated by stages according to the design progress. After the design contract comes into effect, the entrusting party shall pay 20% of the design fee in advance to the design unit as a deposit; Pay 30% after the preliminary design is completed; Pay 50% after the construction drawing is completed. According to the Regulations on Construction Engineering Survey and Design Contracts, after the design contract is fulfilled, the down payment will be used as the design fee. After the design fee is paid, the design unit shall cooperate with the construction of the construction project that undertakes the design task, participate in the trial operation assessment and project completion acceptance, and shall not charge additional technical service fees and travel expenses.

Nineteen, this fee standard is applicable to the design fees of domestic investment and construction projects undertaken by design units at or above the prefecture level. When design units at or below the county level undertake design tasks, they will be charged according to this charging standard multiplied by the coefficient of 0.85-0.9. The design fees of special economic zones (except national key construction projects and investment projects within the national budget) can be regulated by the market, which shall be determined by the design unit and the entrusting unit through consultation.

The design fees for foreign-funded and Sino-foreign joint venture construction projects may be determined by the designer and the entrusting party through consultation with reference to relevant foreign design fees.

Twenty, this fee standard does not include the project, the design fee is determined by the design unit and the entrusting unit with reference to this fee standard.

5. This charging standard is based on a single project, excluding the design of single buildings and structures such as gas, water intake, purification, sewage treatment, roads and bridges, boiler rooms, gas stations, power transformation and distribution stations, water pump houses, cooling towers and chimneys. , the charges should be implemented in accordance with the standards of municipal and other industries.

Six, to undertake the planning and layout of the community, more than 3 hectares, 700 yuan per hectare, less than 3 hectares without charge, but the pipeline, greening, earthwork design of the community is charged at 0.5% of the budget of 65438+.

Seven, to undertake multi-functional buildings, fees are calculated according to the main function of the building, which is more complicated than the main function according to the corresponding level.

Eight, the scale of civil construction projects "big" generally refers to more than ten thousand square meters of buildings; "Medium-sized" refers to a building with an area of 3,000 to10,000 square meters; "Small" refers to buildings below 3000 square meters. This classification is limited to this table.
