According to the general idea of Tibet's work determined by the provincial party committee and the work requirements of the state committee, and in accordance with the principles of workers' self-employment, market regulation of employment and government promotion of employment, measures such as strengthening government responsibility, increasing policy support, unblocking employment channels, strengthening skills training, encouraging self-employment and improving employment services are taken to ensure that "9+3" graduates have a way out of employment, entrepreneurship is helpful and further education is guaranteed. Efforts will be made to build a pattern of employment promotion with perfect policies, clear responsibilities, strong organization, orderly operation and sufficient guarantee, and to promote the employment and entrepreneurship of "9+3" graduates through various channels such as students' independent employment, school employment guidance and enterprises' employment absorption.
