Registration examination for customs declarers
1. Customs declarant refers to a person who has passed the national customs declarant qualification examination, obtained the customs declarant qualification according to law, and registered in the customs to handle the import and export goods declaration business on behalf of his subordinate enterprises (units);

According to the provisions of People's Republic of China (PRC) Customs Law that "customs declarers must obtain the qualification of customs declarers according to law", the qualification examination of customs declarers shall be carried out in a unified national examination system, which tests the basic knowledge and skills necessary for candidates to engage in customs declaration business, including customs declaration professional knowledge, customs declaration professional skills, customs declaration related knowledge, and laws, administrative regulations and rules of the General Administration of Customs related to customs declaration business.

Those who pass the examination shall apply to the original customs for the qualification certificate of customs declaration within 6 months from the date of publication of the list of qualified personnel, and the customs shall make a decision within 20 working days from the date of accepting the application. If a decision cannot be made within 20 working days, it may be extended by 10 working days with the approval of the person in charge of customs. The customs shall issue the Qualification Certificate of Customs Declarer to the applicant within 10 working days from the date of making the decision to grant the qualification of Customs Declarer.
