Article 4 The people's governments at or above the county level shall strengthen their leadership in the work of language and writing, incorporate the promotion of Putonghua and standardized Chinese characters into the national economic and social development plan, and include the required funds in the fiscal budget at the corresponding level. People's governments at all levels and their relevant departments shall train farmers (including migrant workers) and other personnel in Putonghua in a planned way, and standardize and promote the use of Chinese characters. Fifth people's governments at or above the county level and relevant departments shall commend and reward organizations and individuals that have made remarkable achievements in popularizing Putonghua and standardizing Chinese characters. Article 13 Standardized Chinese characters should be used in the following situations: (1) Chinese characters should be used in all kinds of nameplates, signboards, signs, slogans (plates) and other plaques; (two) all kinds of official documents, official seals, letterheads, envelopes, documents, contracts, advertisements, business cards, bills, statements, promotional materials and other words; (three) the words used in various newspapers, periodicals, books, electronic publications, online publications, audio-visual products and other publications; (four) the names of all kinds of enterprises, as well as the names, packages, signs and descriptions of the goods sold in China; (five) all kinds of electronic screen text; (six) all kinds of Chinese textbooks, handouts, handouts, test papers, blackboard newspapers, blackboard writing and other characters; (seven) all kinds of documents, badges, banners, certificates, medals and other words; (eight) the words used in radio, film and television; (nine) medical records, prescriptions, inspection reports and other words issued by medical institutions; (10) Electronic information processing and information technology products; (eleven) the words used in public places, buildings and other public facilities; (12) Names of natural geographical entities such as mountains, rivers, islands and reefs, names of administrative divisions, names of residential areas, names of roads, streets, lanes, stations, places of interest, monuments and tourist destinations; (thirteen) other circumstances in which laws, regulations and rules stipulate that standardized Chinese characters should be used. Article 14 Traditional Chinese characters and variant Chinese characters may be retained and used in the following situations: (1) Cultural relics and historic sites; (2) the handwriting of historical celebrities and revolutionary martyrs; (3) variations in surnames; (four) the original handwriting of the old plaque; (5) Existing inscriptions and calligraphy marks; (six) the words used in the registered trademark; (seven) calligraphy, seal cutting and other works of art; (eight) the text really needed in publishing, teaching and scientific research; (nine) involving Hong Kong, Macao and Taiwan and overseas Chinese. Fifteenth new public places calligraphy signs or inscriptions should use standardized Chinese characters; Existing steles and handwritten signboards that use traditional Chinese characters or variant Chinese characters should be matched with standardized Chinese characters in appropriate positions. The use of Chinese characters for personal names advocates the use of standardized Chinese characters and commonly used words. Article 16 Characters used in public places, signboards of place names and characters used in buildings and other facilities for public use shall be standardized and complete, and any defects shall be repaired or removed in time. Misspelled words, traditional Chinese characters, variant Chinese characters and homophonic words that tamper with idioms are not allowed in advertisements. Seventeenth "Chinese Pinyin Scheme" is a spelling and phonetic tool for Putonghua and standardized Chinese characters. In areas where it is inconvenient or impossible to use Chinese characters, Chinese Pinyin can be used alone. Article 24 Where the competent department of language and writing, other relevant administrative departments, industry supervision and management institutions and their staff fail to perform their duties, abuse their powers or engage in malpractices for selfish ends, the relevant departments shall investigate and deal with them according to law.
