I. Scope of application

(1) You can apply for a press card.

A person who has been engaged in editing, broadcasting and hosting practice in a radio and television broadcasting institution established according to law for one year, whose physical condition meets the post requirements and meets one of the following conditions:

1. Obtained the qualification examination certificate for radio and television editors and journalists;

2. Has obtained the "China people's * * * and China announcer and host certificate" or participated in the qualification examination for radio and television announcers and hosts (the oral examination for the provincial director qualification examination is Grade A, and the oral examination for the district director qualification examination is Grade B or above), and it is really necessary to undertake the task of news editing.

(two) the following personnel do not issue a press card

1. Staff in non-supernumerary positions such as party affairs, administration, logistics, advertising, distribution, management and technology in radio and television news units;

2. Staff outside radio and television news organizations, including correspondents, contributing writers, contributing reporters, full-time or part-time staff of party and government organs, enterprises and institutions and other social personnel who provide manuscripts for radio and television news organizations;

3. Having received criminal punishment for intentional crime;

4. Subject to disciplinary action;

5. Causing a major publicity accident due to my fault;

6. Violation of professional discipline and ethics, resulting in adverse effects;

7. Bad conduct and bad reputation.

Second, the application method

1. The application and collection work is carried out through the "National Press Card Management and Verification Network System" of China Journalist Network (hereinafter referred to as China Journalist Network).

2. The General Administration of Press and Publication uniformly equips all news organizations that can apply for press cards with China reporter network data transmission security encryption terminal (hereinafter referred to as "encryption terminal"). Full-time press card managers install drivers on special computers (China reporter network → ordinary download (bottom left of home page) →u disk drive → click download), and then plug in the encryption terminal to use. All working procedures such as the application, review, cancellation and annual inspection of press cards must be transmitted through encrypted terminals.

3. Each broadcasting organization shall designate a special person to be responsible for the storage and use of encrypted terminals, and establish rules and regulations to ensure the safety of data transmission.

Process: the applicant fills in the form and submits relevant materials → the applicant's broadcasting company audits, and logs in to the China reporter website () to enter the audit information → submits it to the provincial radio and television administrative department and submits the relevant paper materials to the radio and television administrative department at the same level → submits it to the provincial radio and television administrative department for audit (with official seal) → submits it to the provincial radio and television administrative department, and after the relevant departments pass the audit → the provincial radio and television administrative department uniformly obtains the press card → issues the press card to all broadcasters.
