Chapter I General Provisions

Article 1 In order to meet the requirements of Socialism with Chinese characteristics's career development, further improve the education system of China * * * Party School, and promote the scientific, standardized and institutionalized work of Party School, these Provisions are formulated in accordance with the Party Constitution of China * * *, the Civil Service Law of People's Republic of China (PRC) and relevant laws and regulations, and in combination with the actual work of Party School.

Article 2 China * * * Party School is a school that trains leading cadres and theoretical cadres in party member under the direct leadership of the Party Committee. It is an important department of the Party Committee, the main channel for training leading cadres in rotation in party member, and the party's philosophy and social science research institution.

Party committees at all levels should regard the Party School as an important position for training leading cadres in rotation in party member, cultivating the Party's theoretical team, studying and propagating Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, and make it a melting pot for cadres to enhance their party spirit.

Article 3 Party school work should adhere to integrating theory with practice, keep pace with the times, blaze new trails, strictly manage the school, educate people and manage it, and earnestly strengthen the construction of school spirit and style of study.

Article 4 The general requirement of party school education is to respect and study the law of cadre growth and the law of party school education around the overall situation of the work of the party and the state, in accordance with the requirements of seeking truth from facts, advancing with the times, working hard and governing for the people, and to cultivate party member leading cadres and theoretical cadres who are loyal to the cause of Socialism with Chinese characteristics and have both ability and political integrity according to the characteristics and needs of cadre growth.

Article 5 The basic tasks of Party schools are:

(1) Training leading cadres and reserve cadres at all levels in party member in rotation to train theoretical cadres;

(two) to undertake special seminars organized by party committees and governments;

(three) to carry out scientific research around the new situation and new problems at home and abroad, undertake the research tasks assigned by the party Committee and government, and promote theoretical innovation;

(four) in view of the major theoretical and practical problems in the process of reform, opening up and socialist modernization, carry out theoretical propaganda of the latest achievements of Marxism in China and propaganda of the party's line, principles and policies;

(five) in accordance with the relevant laws, regulations and policies of the state, to carry out continuing education and training for graduate students and other forms of cadres;

(six) to carry out cooperation and exchanges with educational research institutions and organizations at home and abroad.

Article 6 Focusing on the objectives and requirements of Party school education, improve students' quality and ability in the following five aspects:

(a) to master the Marxist stand, viewpoint and method, and to have the theoretical level of Marxism required to perform their duties;

(two) with the lofty ideal of * * * socialism, unswervingly take the road of Socialism with Chinese characteristics, always consistent with the CPC Central Committee;

(3) Persist in emancipating the mind, seeking truth from facts, advancing with the times, establish a sense of the overall situation, pay attention to investigation and study, and be good at analyzing and solving major problems in reform and development;

(four) adhere to the fundamental purpose of serving the people wholeheartedly, enhance the awareness of building the party for the public and governing for the people, be strict with yourself, match words with deeds, work hard, be honest and clean;

(five) have a strong sense of professionalism and responsibility, and have the basic knowledge and leadership skills needed to be competent for their jobs.

Chapter II Establishment System

Article 7 the Central Committee of the Communist Party of China and local committees at all levels shall set up the Central Party School, the Party School of provincial and municipal committees and the Party School of municipal (prefectural) committees respectively.

Party schools may be established by the Central directly under the authority Working Committee, the Central State Organs Working Committee, the Central Financial Institutions Party Committee, the Central Enterprise Party Committee (Party Committee) and the Xinjiang Production and Construction Corps Party Committee.

Central party schools and local party schools can set up branch schools.

All provinces, autonomous regions and municipalities directly under the Central Government may establish county (city) party schools according to actual conditions. If the Party School of the county (city) committee has not been established, a branch school of the Party School of the city (prefecture) committee may be established.

Article 8 Party committees' leadership over Party schools mainly includes:

(a) to convey the important decisions of the Central Committee and the Party committees at higher levels, incorporate the work of Party schools into the overall work arrangements of Party committees and the overall deployment of Party building, regularly study and solve important problems in the reform and development of Party schools, and conduct supervision and inspection;

(2) To formulate the policy that middle-level and middle-level leading cadres in party member participate in rotation training in Party schools, and combine the training and use of cadres;

(7) Hold regular party school work meetings to exchange experiences and deploy work.

Article 9 Party schools implement the leadership system of the school committee (hereinafter referred to as the school committee). The school committee comprehensively leads the school work, and its members are appointed by the party committees at the same level. The work of the school committee is presided over by the principal or the vice-principal who presides over the daily work.

Article 10 The president of a party school shall generally be the party secretary or deputy secretary at the same level. The vice president who presides over the daily work may be nominated as a member of the Party Committee at the same level according to the candidates for the main leading cadres of the Party Committee at the same level.

Article 11 The Party School of the Party Committee at the higher level shall be responsible for providing professional guidance to the Party School of the Party Committee at the lower level, including:

(1) To investigate the implementation of the Central Committee's principles and policies on the work of Party schools by Party committees at lower levels, and put forward opinions and suggestions;

(two) to investigate the teaching, scientific research, teacher training and information construction of Party schools of lower party committees, and put forward opinions and suggestions for improvement;

(three) to formulate a scientific evaluation system and method for the quality of running a school, and to evaluate the work of party schools at lower levels in conjunction with relevant departments;

(4) The Central Party School and the Party Schools of provinces, autonomous regions and municipalities directly under the Central Government shall coordinate and guide the compilation of teaching materials, the establishment of scientific research projects, the construction of disciplines and the evaluation of academic degrees of Party schools at lower levels;

(5) Convene regular meetings of principals of Party schools of Party committees at lower levels to exchange information, sum up experience and study work.

Chapter III Transfer Education

Article 12 The courses of Party schools mainly include advanced courses, training courses, special seminars and teacher training courses. The academic system of each class is determined according to the actual situation.

Thirteenth Party schools at all levels should hold refresher courses according to the rotation training plan for cadres, and complete the rotation training task for on-the-job leading cadres at all levels in party member.

The Central Party School mainly trains leading cadres at the provincial and ministerial levels in party member, and training leading cadres at the bureau level in party member and county (city) committee secretaries.

Party schools in all provinces, autonomous regions and municipalities directly under the Central Government mainly train leading cadres at the deputy bureau level in party member, leading cadres at the county level in party member and secretaries of township (town) party committees in rotation.

The Party School of the municipal (prefectural) committee mainly trains leading cadres at the deputy county level in party member and at the township level in party member.

The Party School of the county (city) committee mainly trains deputy township-level leading cadres in party member and grassroots cadres in party member.

Fourteenth party schools above the municipal (prefectural) committee set up training courses for young and middle-aged leading cadres in party member to provide on-the-job training for reserve cadres.

The Central Party School mainly trains provincial and ministerial reserve cadres among young and middle-aged leading cadres in party member.

Party schools in all provinces, autonomous regions and municipalities directly under the Central Government mainly train bureau-level reserve cadres among leading cadres in party member at the county level.

The Party School of the municipal (prefectural) committee mainly trains the reserve cadres at the county level among the leading cadres of villages and towns in party member.

Article 15 Party committees above the city (prefecture) shall, according to the needs of the central work, hold various special seminars in Party schools to discuss major issues of socialist modernization and party building.

Article 16 The Central Party School and the Party schools of provinces, autonomous regions and municipalities directly under the Central Government in areas where ethnic minorities live in concentrated communities may set up corresponding classes for ethnic cadres.

Seventeenth central party schools and party schools of provinces, autonomous regions and municipalities directly under the central government can hold teacher training courses mainly for party school teachers.

The Central Party School and the Party Schools of provinces, autonomous regions and municipalities directly under the Central Government may cooperate with relevant departments to hold seminars on teaching and research backbones of philosophy and social sciences.

Article 18 Party schools should strengthen the assessment of students' rotation training, and take students' learning, party spirit cultivation and compliance with school rules and discipline as the assessment contents. The assessment results will serve as one of the important basis for the appointment and promotion of cadres.

Students who violate relevant regulations and disciplines at school will be given criticism and education until disciplinary action, depending on the seriousness of the case.

Article 19 Party school education is a sign of cadres' academic achievements in school. Party school students who have completed their study tasks according to the teaching plan and passed the examination have obtained party school education.

For some reason, those who did not participate in the training rotation of the Party School or failed to meet the requirements of the training rotation should make up the training in time. Those who have passed the make-up exam training have obtained the party school education.

Article 20 The Central Party School and the party schools of provinces, autonomous regions and municipalities directly under the Central Government that have the conditions have obtained the right to confer master's and doctor's degrees according to law, and with the consent of the education administrative department of the State Council, graduate students are enrolled to study for master's and doctor's degrees, which are incorporated into the national degree management system.

Chapter IV Teaching Work

Article 21 Teaching is the central work of the Party School, and all the work of the Party School should be carried out around the teaching work, so as to complete the teaching tasks and improve the teaching quality.

Article 22 The teaching layout of the Party School should adhere to the study of Deng Xiaoping Theory, Theory of Three Represents, Scientific Outlook on Development and other major strategic thoughts as the center, focus on improving the leadership quality and ruling ability of leading cadres in party member, lay a solid theoretical foundation for students, focus on grasping the characteristics of the times and the international economic and political situation, broaden students' world horizons, focus on enhancing students' overall awareness and ability to cope with complex situations, and focus on strengthening students' party spirit cultivation. According to the requirements of the situation and tasks, we should constantly enrich and innovate the teaching content and optimize the teaching layout of party schools.

Article 23 Party school teaching should be more targeted and effective. Do a good job in training demand research. Set up teaching classes, teaching contents and courses according to the principle of classification and grading.

According to the different positioning and levels of training and rotation training classes, we make different and related teaching arrangements.

According to the requirements of the post, the teaching of the training course systematically arranges theoretical study, ability training and other related knowledge such as internal affairs, diplomacy and national defense.

The teaching of rotation training class focuses on studying major practical problems and applying the learned theories to guide work practice.

The teaching of the seminar mainly focuses on the major strategic deployment of the central government and the central work of local party committees to determine relevant topics and conduct centralized discussions.

Adhere to the principle of classification and grading, combined with the division of tasks of party schools at all levels, and realize the rational allocation and effective utilization of teaching resources in the national party school system.

Article 24 Party spirit education is a compulsory course in Party schools. Party schools should strengthen the pertinence of party spirit education, combine the study of basic Marxist theory with strengthening party spirit exercise, and combine the transformation of the objective world with the transformation of the subjective world, so as to strengthen the ideals, beliefs and purposes of leading cadres in party member and improve the moral conduct and spiritual realm of leading cadres in party member. Party spirit education should run through the whole process of party school teaching.

Article 25 Party schools should strive to innovate teaching methods, vigorously promote research-based teaching, and comprehensively use teaching methods such as lectures, cases, simulations and experiences. Fully mobilize the enthusiasm of both teachers and students to learn from each other.

Article 26 Party schools should earnestly strengthen the organization and management of teaching, establish and improve rules and regulations, form a teaching implementation and operation mechanism with clear responsibilities and division of responsibilities, and establish and improve the learning assessment system and teaching effect evaluation system.

Twenty-seventh discipline construction is the basic construction to strengthen the teaching and scientific research work of party schools and improve the level of teachers and teaching quality. According to the needs of the rotation training of leading cadres and Marxist theoretical cadres in party member, the discipline construction of Party schools should focus on the construction of Marxist theoretical disciplines based on Socialism with Chinese characteristics's theoretical system, and gradually form a discipline system that conforms to the development trend of disciplines at home and abroad and has distinctive characteristics of Party schools.

Article 28 The Central Party School and the Party Schools of provinces, autonomous regions and municipalities directly under the Central Government shall formulate discipline construction plans. Strengthen the cooperation of discipline construction in Party schools, optimize the allocation of resources and promote discipline construction.

Twenty-ninth textbook construction is the basic project of party school teaching. According to the teaching needs, organize the compilation of a series of teaching materials that fully reflect the latest achievements of Marxism in China and have the characteristics of party schools, and establish a teaching material system of party schools that is suitable for the teaching layout.

Thirtieth degree graduate education should pay attention to quality, adhere to national standards, and run its own characteristics. The central party school should strengthen the management and guidance of graduate education in the party school system. Establish and improve the evaluation system of graduate degree work. Accept the supervision and evaluation organized by the education administrative department of the State Council according to law.

Article 31 Party school informatization construction is an important means to realize educational modernization and improve the quality of teaching and scientific research. Party schools at all levels should vigorously strengthen and promote information construction.

Chapter V Scientific Research

Article 32 Scientific research is the foundation of Party school education. The scientific research work of Party schools should pay close attention to the development and changes of the domestic and international situation, strengthen the study of major practical problems in Socialism with Chinese characteristics, deepen the study of the basic theory of Marxism, especially the theoretical system of Socialism with Chinese characteristics, and serve the theoretical innovation of the Party, the improvement of the teaching quality of Party schools, the decision-making of Party committees and governments, and the construction of socialist economy, politics, culture, society and the Party.

Article 33 The scientific research work of Party schools should resolutely implement the Party's basic theory, line, program and experience, correctly implement the policy of letting a hundred flowers blossom and a hundred schools of thought contend, persist in emancipating the mind, seeking truth from facts, keeping pace with the times, adhere to scientific and rigorous academic norms, encourage hard study and bold exploration, and strive to promote theoretical innovation.

Article 34 The scientific research work of Party schools should face the society, strengthen cooperation and exchanges with foreign practice departments and policy research departments, universities, research institutes and academia, and establish an open scientific research system and a scientific research management system with scientific research projects as the hub.

Article 35 Strengthen scientific research cooperation among party schools and give full play to the overall advantages of the party school system. The Central Party School is responsible for regularly evaluating the scientific research achievements of the Party School system and commending and rewarding outstanding scientific research achievements. Party schools at all levels should formulate scientific research plans and seriously organize their implementation.

Thirty-sixth Deng Xiaoping Theory and Theory of Three Represents theoretical research centers established by the Central Party School and local party schools should play an important role in the scientific research work of party schools. Organize the research forces of the party school system and all aspects of society, and strengthen the research and publicity of Socialism with Chinese characteristics's theoretical system, especially Scientific Outlook on Development's major strategic thoughts and major practical issues.

Article 37 Party schools should attach importance to the construction of libraries (rooms). It is necessary to turn the libraries of the Central Party School and the party schools of all provinces, autonomous regions and municipalities directly under the Central Government into multifunctional and modern comprehensive literature and reference centers. It is necessary to create conditions to continuously improve the digitalization level of libraries (rooms).

Thirty-eighth party school newspapers and publishing units are important positions to publicize the latest achievements of Marxism in China. We should adhere to the correct direction, activate academic thinking, strive to serve the teaching and scientific research of party schools, and promote the theoretical innovation of the party.

Chapter VI Management

Thirty-ninth student management is an important link to realize the training goal of party school. Adhere to the people-oriented, in accordance with the requirements of strengthening leadership, strengthening training, strict management and paying attention to practical results, improve the management system, improve management methods and improve management effects.

Article 40 The management of party school students includes ideological and political education, study management, organization management and life management. Article 41 Party schools shall have full-time organizers or class teachers in each class to be responsible for the management of students. The organizer or class teacher should be a cadre at the same level.

Article 42 Party schools should establish student party branches in each shift, and carry out their work under the leadership of school committees and the guidance of student management departments.

Forty-third party committees at all levels, student sending units and party schools should strengthen coordination and cooperation, and form a system and mechanism of strict management and supervision.

Chapter VII Construction

Article 44 Team building is the key to the development of Party schools. According to the needs of teaching, scientific research, administrative management and logistics services, we should establish a party school staff with good quality, moderate scale and reasonable structure to meet the requirements of cadre education and training in the new period.

Article 45 The key point of party school team construction is the construction of teachers. Through the formulation and implementation of the strategy of strengthening the school with talents, we will cultivate a group of high-quality teaching and research talents with strong politics, fine business and positive style. Party school teaching and research personnel should do:

(a) with the lofty ideal of socialism and Socialism with Chinese characteristics's firm belief, loyal to Marxism, love the education of party schools, consciously abide by the party's political discipline, and always be consistent with the CPC Central Committee;

(two) a solid theoretical foundation of Marxism, familiar with the party's line, principles and policies, rich in professional knowledge, brave in theoretical innovation, and able to explore and study major theoretical and practical issues;

Forty-sixth to strengthen the construction of teaching and scientific research talents in party schools, we should focus on improving the training mechanisms such as further study, practical exercise, stimulating competition, assessment and evaluation; Create a relaxed environment for the active exploration and bold innovation of theoretical research and teaching methods; Introduce high-level academic experts and scholars who are interested in party school education and outstanding party and government leading cadres; According to the principle of combining full-time and part-time, party and government leading cadres, enterprise managers, experts and scholars with rich practical experience and high theoretical level are selected as part-time teachers.

Forty-seventh Party schools at all levels included in the scope of management with reference to the Civil Service Law of People's Republic of China (PRC) shall be managed with reference to the relevant laws, regulations and policies of civil servants; Departments that are not included in the scope of the Civil Service Law of People's Republic of China (PRC) shall implement the management system of professional and technical positions, salaries and other institutions for their staff. Chapter VIII Work of Party Organs

Article 50 Party schools shall establish party organizations in state organs. Under the leadership of the Working Committee and School Committee of the higher authorities, Party organizations in government organs strengthen the Party's ideological construction, organizational construction, work style construction, system construction and anti-corruption construction, assist administrative leaders in their work, and promote the completion of teaching, scientific research, administration and logistics.

Party schools generally set up the Party's Commission for Discipline Inspection. If there is no Party's Commission for Discipline Inspection, a Commission for Discipline Inspection shall be established in the Party's grass-roots committee.

Article 51 The secretary of the Party organization of the Party school organ shall generally be the administrative person in charge of party member of the unit, and may also be a full-time cadre of party member at the same level. Party member has a large number of people and subordinate units, and the Party's grass-roots committees have full-time deputy secretaries. Full-time secretaries and deputy secretaries shall be transferred during their term of office with the prior consent of the higher party organizations.

Article 52 Party organizations at all levels in Party schools should conscientiously perform their duties and strengthen Party building in government organs in accordance with the requirements of party constitution and relevant regulations.

Chapter IX Management and Safety

Fifty-third administrative management and logistics services are important guarantees for the teaching and scientific research work of Party schools. Establish and improve various rules and regulations of administrative and logistics work, carry out various necessary reforms in accordance with the requirements of scientific management and standardized service, and improve management level, service quality and logistics support ability.

Article 54 The funds needed for Party school work should be included in the annual financial budget of governments at all levels, and gradually increased with the growth of fiscal revenue to meet the needs of Party school teaching, scientific research, discipline construction, administrative logistics and other aspects.

Article 55 Party committees and governments at all levels should attach importance to the construction of teaching facilities in Party schools and increase capital investment to meet the needs of teaching and scientific research. Efforts should be made to improve the learning, working and living conditions of party school students and faculty, and improve the treatment of faculty. It is necessary to advocate hard work, practice diligence and thrift, and prevent and eliminate extravagance and waste.

Fifty-sixth students in the party school study period, wages, benefits and other benefits remain unchanged. The living allowance for students during their study in the Party School shall be implemented by their units in accordance with relevant regulations.

Chapter X Implementation and Supervision

Article 57 Party committees and governments at all levels, relevant departments, party schools at all levels, the units where students of party schools at all levels work and the students themselves must strictly implement these regulations and consciously accept organizational supervision, mass supervision and social supervision.

Article 58 Party committees at all levels shall supervise and inspect the implementation of these Regulations. Under the unified deployment and coordination of the Party Committee, the Party School of the Party Committee at the higher level shall, jointly with relevant departments, regularly inspect the implementation of the Party School of the Party Committee at the lower level. Departments and units that do not implement these provisions should be criticized and suggestions for improvement should be put forward.

Chapter II XI Supplementary Provisions

Article 60 These Regulations shall come into force as of the date of promulgation. 1995 issued the "Provisional Regulations on Party School Work in China * * * *" shall be abolished at the same time.
