Measures for the appointment and management of vice presidents of rule of law in primary and secondary schools
Article 1 In order to improve the governance system of primary and secondary schools, improve the protection mechanism of students' rights and interests, further standardize the appointment and management of vice presidents of rule of law in primary and secondary schools, and promote the healthy growth of minors, these Measures are formulated in accordance with the Education Law, the Law on the Protection of Minors, the Law on the Prevention of Juvenile Delinquency and other laws and regulations.

Article 2 These Measures shall apply to the appointment and management of the vice presidents of the rule of law in ordinary primary and secondary schools, secondary vocational schools, special education schools and specialized schools (hereinafter referred to as schools).

Article 3 The term "Vice President of Rule of Law" as mentioned in these Measures refers to a person who is recommended or appointed by the people's court, the people's procuratorate, the public security organ and the judicial administrative department, appointed by the education administrative department or the school, and concurrently serves as the vice president in the school to assist in the education of rule of law, student protection, safety management, crime prevention and governance according to law.

Article 4 The education administrative department of the State Council, together with the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and the Ministry of Justice, shall formulate macro policies on the appointment and management of vice presidents of schools ruled by law, and make overall plans to guide local governments to carry out the recommendation, appointment, training, assessment, evaluation and reward of vice presidents ruled by law.

The education administrative department of the local people's government at or above the county level shall, jointly with the people's court, the people's procuratorate, the public security organ and the judicial administrative department, be responsible for the appointment and management of the vice president of the rule of law in local schools.

Where conditions permit, a joint conference system for the work of vice presidents of schools ruled by law can be established, which is attended by the administrative departments of education, people's courts, people's procuratorates, public security organs and judicial administrative departments, so as to promote the appointment and management of vice presidents of schools ruled by law in the region as a whole.
