In order to establish the service management system and operation mechanism of urban and rural overall employment and promote the transfer of rural labor force, these Interim Measures are formulated according to the Opinions of Guangzhou Employment Leading Group on Promoting the Transfer of Rural Surplus Labor Force (Sui Jiu [2004]11No.).
I. Scope of application
These Interim Measures shall apply to the service and management of rural labor transfer and employment within the administrative area of Guangzhou.
Rural laborers with local household registration and willingness to transfer employment within the legal working age (male 16 years old and under 60 years old, female 16 years old and under 50 years old) can apply for job registration at the street (town) and village (neighborhood) employment service agencies where their household registration is located. Rural labor force to the employment service agencies for job registration, into the Interim Measures for the administration of employment services.
Second, the service management institutions and responsibilities
(a) the municipal labor and social security administrative department is responsible for formulating policies, measures and plans to promote the employment service management of urban and rural rural labor force.
(two) the municipal employment service management agency is responsible for the guidance, supervision and coordination of the management of rural labor transfer employment services in various districts and county-level cities.
(3) The administrative departments of labor security of districts and county-level cities and their employment service management institutions shall be responsible for organizing the implementation of employment services for rural laborers within their respective jurisdictions, and coordinating and guiding the employment service institutions of streets (towns) within their respective jurisdictions to provide employment services for rural laborers.
(4) If a district or county-level city in a rural labor export area has completed the construction of a community employment service platform for streets and towns within its jurisdiction, it shall extend the community employment service platform to the village (neighborhood) committee, set up a "village (neighborhood) labor security service workstation", and be responsible for the inspection and registration of the rural labor force within its jurisdiction (including issuing employment handbooks, inputting data, establishing ledgers, etc.). ), and provide employment introduction, employment guidance and policy advice for rural labor force.
Third, job registration and employment registration.
(a) job registration procedures are as follows:
The rural labor force should fill in the "Guangzhou Rural Labor Force Job Registration Form", together with the household registration book and the "Guangzhou Rural Labor Force Employment Manual" (hereinafter referred to as the "Employment Manual"). If it is the first time to get a book, you need to provide photos to the organization.
The agency verifies the materials. For first-time job seekers, issue employment manuals within 5 working days to record job-seeking information; For those who already hold the Employment Manual, record the job-seeking information in the Employment Manual immediately.
(two) the rural labor force should truthfully provide job hunting willingness, employment status, employment services and employment assistance policies.
(three) the rural labor force that has registered for job hunting shall withdraw from the job registration in any of the following circumstances:
1. Employed by the employer;
2. Engaged in self-employment or entrepreneurship;
3. There are flexible employees, and the average monthly income is not lower than the minimum living guarantee standard for residents in this Municipality;
4. Engage in freelance work and participate in social insurance co-ordination;
5 within 90 days after registration, did not go to the employment service management agencies to inquire about job information;
6. Other people who are already employed or do not want to be employed.
(four) the employer shall, within 30 days, go through the employment registration formalities at the district (county-level city) or the municipal employment service management institution:
1. The employer shall fill in the Registration Form for Basic Information of Employers in Guangzhou and the Registration Form for Employment of Rural Labor Force in Guangzhou and affix their official seals, and submit them to the agency together with the business license, organization code certificate, original ic card and rural labor force employment manual (copies and photos of household registration books are required for the first time).

Four. Employment service and management
(a) the list used in the job search and employment registration of rural labor force shall be formulated and uniformly printed by the Municipal Labor and Social Security Bureau, and shall be distributed to the employment service management institutions of all districts (county-level cities) by the municipal employment service management institutions.
(two) "Employment Manual" is the rural labor force to apply for a job, employment registration and enjoy employment services. After the employment registration, the employer or individual may apply to the relevant departments for employment support and funding policies according to the provisions with the application materials such as the Employment Handbook.
(3) When the rural labor force terminates the labor relationship with the employer, the employer shall fill in the termination of the labor relationship and the payment of social insurance in the "Termination of Labor Relations" page of the employment manual and affix the official seal; And return the employment manual to the rural laborers themselves within 10 days after the social insurance agency goes through the formalities of stopping insurance.
Rural laborers who meet the requirements for receiving unemployment insurance benefits shall go through the application procedures with the Employment Manual.
(four) the "Employment Manual" is implemented by one person. If the employment handbook is lost, the rural labor force can apply for a replacement to the employment service agency in the street (town) or village (neighborhood) where the household registration is located with his household registration book, replacement application form and photos. After verifying the relevant materials, the agency shall reissue them within 3 working days, and record the latest job application or employment registration in the Employment Handbook.
(5) Employment service management institutions at all levels shall establish employment files of rural labor force, do a good job in filing and keeping registration materials, establish relevant business accounts, and submit statistical reports in a timely and accurate manner.
(six) employment service management institutions at all levels should do a good job in rural labor employment guidance, employment introduction, employment training and other services. Conduct regular surveys, focusing on providing employment assistance to people with employment difficulties.
(seven) the city labor market information network should be extended to the village (neighborhood) employment service platform, to achieve the city's labor supply and demand information.
