Non-state-owned cultural relics buildings with fire danger shall be implemented with reference to these regulations. Article 4 The fire safety management of cultural relics buildings shall follow the principles of putting prevention first and combining prevention with elimination, and adhere to the principles of territorial management by the government, legal supervision of industries, overall responsibility of units and who manages, uses and is responsible. Article 5 All units and individuals have the obligation to protect the fire safety of cultural relics buildings according to law. Sixth people's governments at or above the county level and their relevant departments shall, in accordance with the relevant policies and regulations, commend and reward units and individuals that have made outstanding contributions or remarkable achievements in the fire safety work of cultural relics buildings. Chapter II Responsibility for Fire Safety Article 7 People's governments at all levels shall be responsible for the fire safety work of cultural relics buildings within their respective administrative areas, and organize the formulation of fire safety plans for cultural relics buildings according to the relevant requirements of national land and space planning.
The people's governments where the world cultural heritage, ancient buildings and scenic spots are located shall formulate professional fire protection plans and organize their implementation. Article 8 The people's governments at the county level shall establish a system of fire safety for cultural relics in counties, townships, villages and construction units that manage the use of cultural relics, and implement fire safety management. Article 9 The departments in charge of cultural relics of the people's governments at or above the county level shall be responsible for the industry fire safety supervision of cultural relics construction, in conjunction with the relevant departments of religion, science and technology, public security, housing and urban and rural construction, cultural tourism, emergency management, administrative examination and approval, meteorology, fire rescue, forestry and grass, urban management and so on. Should be within the scope of their respective duties, according to the law to do a good job in the fire safety of cultural relics. Tenth cultural relics building management units should implement the responsibility system for fire safety, clear fire management departments, determine the fire management personnel. Eleventh units that manage and use cultural relics shall perform the following duties:
(a) according to the allocation of fire control facilities and equipment, set up fire safety signs, and organize regular inspection and maintenance, to ensure normal operation, good and effective, sufficient fire water;
(two) in accordance with the construction principles and relevant technical standards, the construction of fire roads, to ensure the smooth evacuation routes, safety exits, fire roads;
(three) to organize the implementation of fire patrol, inspection and fire hazard investigation and rectification;
(four) to formulate fire fighting and emergency evacuation plans, and conduct regular fire drills;
(five) according to the provisions of the establishment of full-time fire brigade, micro fire station, clear job responsibilities, the implementation of job training, team management, fire inspection, duty linkage and other management systems;
(six) regular fire safety training for all employees;
(seven) in case of fire, the fire fighting and emergency evacuation plan shall be started immediately, and the on-site staff shall organize the evacuation of the personnel present;
(eight) the establishment of fire files;
(nine) other fire safety duties as prescribed by laws, regulations and rules. Article 12 The legal representative, principal responsible person or actual controller of the management and use unit of cultural relics building is the person in charge of fire safety, who is fully responsible for the fire safety work of the unit and performs the following duties:
(a) to implement fire laws and regulations, to ensure that the fire safety of the unit meets the requirements, and to master the fire safety status of the unit;
(two) to make overall arrangements for the fire control work and other work of the unit, and to approve the implementation of the annual fire control work plan;
(three) to implement the funds needed for the fire safety work of this unit and do a good job in organizational guarantee;
(four) to determine the responsibility for fire safety step by step, and to approve the implementation of the fire safety system and the operating rules for ensuring fire safety;
(five) the organization of fire inspection, supervise and urge the implementation of fire hazards rectification, timely handling of major fire safety issues;
(six) in accordance with the provisions of the establishment of full-time fire brigade, micro fire station, equipped with corresponding fire facilities, equipment and equipment;
(seven) to organize the publicity, education and training of fire control knowledge and skills, organize the formulation of fire fighting and emergency evacuation plans in line with the actual situation of the unit, and implement drills;
(eight) other fire safety duties as prescribed by laws, regulations and rules. Thirteenth units that manage and use cultural relics buildings shall determine their own fire safety managers according to law, and organize the implementation of daily fire safety management. Fourteenth villagers' committees and residents' committees within the scope of cultural relics protection shall formulate fire safety conventions and carry out mass fire safety work. Chapter III Fire Prevention Article 15 Units that manage and use cultural relics buildings shall do a good job in fire prevention. If there are major fire safety problems in cultural relics buildings, experts in cultural relics, fire rescue, housing, urban and rural construction and other related fields should be organized to study and solve them. Sixteenth renovation, expansion or decoration projects of cultural relics buildings must be accepted and put on record according to law, and meet the requirements of fire safety technical standards.
