Chapter III Measures for the Administration of Tobacco Monopoly Management of Tobacco Planting, Purchasing and Processing
Tenth tobacco companies or their entrusted units should strictly follow the plan issued by the planning department of the State Council, in accordance with the principles of improved varieties, regionalization and standardization, and sign tobacco purchase contracts with tobacco farmers to stipulate the planting area.

Without approval, no unit or individual may purchase tobacco leaves.

Article 14 A tobacco purchasing station shall organize the purchase according to the contract signed between the tobacco company or its entrusted unit and the tobacco farmers, and shall not purchase tobacco beyond the contract, nor shall it refuse the tobacco in the contract.

Fifteenth tobacco purchasing stations must strictly implement national standards and national purchasing prices, and shall not raise or lower prices without authorization. No unit or individual may interfere in the procurement work. The relationship between purchasing stations in adjacent areas should be coordinated, and all provinces should formulate tobacco purchasing agreements in adjacent areas to maintain the purchasing order, and it is strictly forbidden to snap up tobacco leaves. Sixteenth tobacco purchasing stations shall implement the management of reimbursement system, and shall not operate or operate tobacco leaves in disguise. The purchased tobacco leaves should be carefully kept and packaged in time according to national standards. The labels and cards inside and outside the cigarette packets must be clear and consistent, and the procedures for entering and leaving the warehouse must be strict, so that the certificates, accounts, cards and objects are consistent.

Seventeenth tobacco purchasing stations should strengthen management, and it is strictly forbidden to resort to deceit, upgrade packaging or upgrade in disguise. Tobacco purchasing departments at all levels should strengthen internal management and strictly control improper overflow or loss.

Eighteenth tobacco companies, redrying plants and cigarette factories are strictly prohibited from purchasing tobacco leaves from units and individuals without national tobacco planting plans or tobacco leaf management rights; Tobacco companies, redrying factories and cigarette factories are prohibited from selling tobacco leaves to units or individuals without the right to operate tobacco leaves.

Nineteenth tobacco companies, redrying plants and cigarette factories shall not entrust units or individuals outside the system to purchase and sell tobacco leaves on a commission basis; It is strictly forbidden for tobacco business units or individuals in the system to provide conditions such as tobacco purchase, allocation and sales procedures for units or individuals outside the system.

Twentieth non tobacco producing areas (cities) and counties tobacco companies shall not purchase and sell tobacco leaves. Tobacco companies in tobacco producing areas (cities) and counties are only allowed to purchase self-produced tobacco leaves within their respective jurisdictions, and may not purchase tobacco leaves across regions.

Twenty-first cigarette factories and redrying factories shall not directly purchase tobacco leaves from tobacco producing areas.

Article 22 The establishment of a tobacco redrying factory shall be declared by the provincial tobacco monopoly bureau in accordance with the requirements of unified regulations and reasonable layout, and shall be approved by the State Tobacco Monopoly Bureau before production can be carried out.

Twenty-third tobacco redrying plants shall not operate tobacco leaves, and the entrusted processing must be approved by the Provincial Tobacco Monopoly Bureau.
