Second, the conditions and scope of recommending candidates
Good political and ideological quality, love education, have teacher qualifications, and volunteer to teach in rural schools; A fresh undergraduate who can get his bachelor's degree on time.
Under the same conditions, teachers' major graduates are preferred, and those who have participated in internship teaching for one semester are preferred.
Undergraduate majors: ideological and political education, Chinese language and literature, Chinese language and writing, history, English, mathematics and applied mathematics, information and computing science, physics, applied physics, chemistry, applied chemistry, biological science, biotechnology, geographical science, computer science and technology, educational technology, musicology, fine arts, physical education and other related majors.
Third, recommend training schools.
Recommended schools: normal universities and comprehensive universities in this province (autonomous regions and municipalities) with the qualification of recommending graduate students without examination; Universities approved by the Ministry of Education to carry out the "Master Program" and recommend exemption from exams.

Four. working procedure
1. Release the exemption quota.
20 10 exemption postgraduate places will be issued separately, and shall not be misappropriated. "Master" graduate program has been included in the total enrollment scale and national plan and issued to relevant enrollment units.
2. Registration proposal
20 10 In the counties where the "Master Plan" is implemented (including Shegang County where the "Special Post Plan" is implemented, the same below), the school list, the number of teachers to be hired, professional requirements and other related information shall be notified to the recommended schools by the provincial education administrative department before June 2009 10.
It is suggested that the school publish the registration method for graduate students with master's degree (see Annex 2), the list of counties and schools implementing master's degree, the number of teachers to be hired and the professional requirements.
Eligible undergraduate graduates voluntarily register, and the school recommends them according to the selection conditions and related procedures for recommending graduate students who are exempt from examination, and posts them for publicity.
The qualification of the students who are exempt from the examination must be examined by the admissions office of provincial universities, and the official seal shall be affixed to the registration form of 20 10 graduate students.
3. Re-examination admission
The provincial education administrative department organizes the county-level education administrative department, the employing school and the master's students to carry out supply-demand docking, conduct assessment and interview according to the formal teacher employment or special post teacher employment procedures, and sign a teacher employment contract.
The training school will re-examine the candidates who have signed the teacher employment contract (including the interview), and the candidates who pass the re-examination will obtain the postgraduate enrollment qualification; Candidates who do not meet the requirements of the training school shall not be admitted, and the "Teacher Employment Contract" may continue to be implemented after mutual agreement.
Training schools will recruit "master students" into the 20 10 master students admission list, and report to the Ministry of Education according to the specified time; At the same time, apply for admission procedures for candidates.
4. Training dispatch
Provincial education administrative departments focus on organizing "master students" for pre-job training. "Master" graduate students should apply for teacher qualification certificate during undergraduate study or after pre-job training.
"Master students" should go through the registration formalities in the teaching school before 20 10, and transfer the household registration and files to the county where the work unit is located. Postgraduates who have been teaching in rural schools for 3 academic years and passed the annual examination will report to the training school and enter the school in September of 20 13. Those who have been teaching for less than 3 years or fail the annual assessment will be disqualified. Graduate students who continue to teach in the local area will not change their household registration or files. Other "master students", accounts, files transferred to the training school.
Verb (abbreviation of verb) financial guarantee and related treatment
"Master students" graduate students are free of tuition during their study. Training funds are arranged by the training school in the national postgraduate enrollment plan issued by the Ministry of Education, and accommodation fees and other expenses are implemented with reference to the payment methods for postgraduate students in school.
During the three-year service period, graduate students are treated according to the relevant policies of in-service teachers. Among them, graduate students who are employed as special post teachers will implement the unified national wage system and standards during their three-year teaching in rural compulsory education schools; Other allowances and subsidies are comprehensively determined by local governments according to the annual income level of public teachers with the same local conditions and the level of central subsidies.
After the expiration of three years' service, graduate students who renew their teacher employment contracts with the local education departments will be treated as full-time teachers for one year.
Graduate students who meet the requirements of the Interim Measures for the Compensation of Tuition Fees and National Student Loans for College Graduates shall be given corresponding tuition fees and student loan compensation.
Organization and quality assurance of intransitive verbs
It is an important way to encourage and attract outstanding university graduates to serve rural education by implementing the "Master Plan" and recommending the policy orientation of studying for a master's degree in education without examination and the "special post plan". It is an effective way to create conditions for the professional development of teachers who are determined to teach for a long time through the training of master of education. It is an important measure to innovate the teacher training mode and train a large number of high-level and high-quality backbone teachers. The implementation of "Master Plan" is of great significance for strengthening the construction of rural teachers and improving the quality of rural education. Provincial education administrative departments should attach great importance to it, strengthen leadership and management, carefully organize and set up working groups composed of teachers, students, degrees, personnel and other departments; Establish and improve various rules and regulations to ensure that the registration, recommendation, admission and training of graduate students are carried out in a standardized and orderly manner.
Training schools should seriously study and formulate postgraduate training plans, equip high-level instructors, strengthen educational practice, track and guide students' on-the-job learning through the Internet in the first three years, and do a good job in centralized professional course teaching and thesis guidance in the fourth year to ensure the quality of postgraduate training.
All localities can combine the implementation of the Master Plan with related projects to strengthen the construction of rural teachers in the region.
