The personnel administrative department of the people's governments of all districts and counties (cities) shall be responsible for the organization, management, coordination, inspection and supervision of the continuing education of professional and technical personnel of the local subordinate units.
Departments in charge of various systems and industries shall be responsible for the formulation, implementation and management of the continuing education plan for professional and technical personnel in enterprises and institutions under this system according to the continuing education plan for professional and technical personnel in the whole city. Article 5 Continuing education for professional and technical personnel (hereinafter referred to as continuing education) must adhere to the principles of integrating theory with practice, combining learning with application, teaching according to needs and paying attention to actual results. The specific content of continuing education is determined according to the needs of industry development and the actual situation of professional and technical personnel's knowledge structure and business level. Article 6 Professional and technical personnel shall enjoy the following rights of continuing education:
(a) full-time continuing education, not less than 72 hours a year. Every three years is a cycle, and the study time in a cycle can be used centrally or dispersed;
(two) enjoy the same salary and welfare benefits for on-the-job personnel during full-time study;
(three) when the right to continuing education is violated, the right to appeal to the higher authorities, personnel administrative departments or trade unions of the unit. Article 7 Professional and technical personnel receiving continuing education shall perform the following obligations:
(a) abide by the laws and regulations of continuing education;
(two) to obey the arrangement of continuing education in the unit and complete the task of continuing education;
(three) after receiving continuing education, should continue to serve the unit in accordance with the relevant provisions. Article 8 Professional and technical personnel who have been paid by enterprises and institutions for full-time or part-time study 1 year or more and have been sent abroad for further study shall conclude a written service contract with their units after receiving continuing education. Ninth continuing education for professional and technical personnel is an important duty of enterprises and institutions. Enterprises and institutions shall, according to the requirements of continuing education planning, the development goals and work needs of their own units and the improvement of the quality of professional and technical personnel at different levels, formulate annual plans and management systems, organize professional and technical personnel to participate in continuing education, ensure study time and enjoy wages and benefits, and provide necessary study funds and other conditions.
Departments in charge of various systems and industries should incorporate continuing education into the target responsibility of the main person in charge of enterprises and institutions, and do a good job in assessment and supervision. Article 10 Enterprises and institutions shall, in combination with the training and use of talents, establish a registration and assessment system for professional and technical personnel to receive continuing education, and take the learning situation and assessment results as the necessary conditions for the appointment, renewal or promotion of professional and technical posts. Eleventh continuing education can be carried out in various forms, such as refresher courses, seminars, academic lectures, academic exchanges, inspections and planned, organized and assessed self-study. Planned, organized and assessed self-study time is included in full-time continuing education time. Twelfth continuing education can rely on universities, research institutes, social organizations, large and medium-sized enterprises and other qualified training institutions to set up continuing education bases. After examination and approval by the competent department of continuing education, they can undertake different types and levels of continuing education and accept the inspection, guidance and supervision of the administrative department of continuing education. Thirteenth continuing education teachers are composed of full-time and part-time teachers. Part-time teachers should be senior and intermediate professional and technical personnel with theoretical level and practical experience suitable for the teaching content. Fourteenth continuing education funds, mainly through the following ways to raise:
(a) the funds needed for continuing education in enterprises and institutions shall be charged in the employee education funds, or charged according to the scope approved by the financial department, and shall not be lower than the proportion of the relevant provisions of the state and province. The insufficient part shall be implemented according to the relevant provisions of the province and city.
(two) the competent department of continuing education of professional and technical personnel in the city may establish a continuing education fund according to law.
(three) accept donations from all walks of life.
Financial departments at all levels shall, jointly with the competent department of continuing education for professional and technical personnel, strictly supervise the use of continuing education funds to ensure earmarking.
