The CPPCC proposal as mentioned in these Provisions refers to the written opinions and suggestions put forward by the participating units and members of CPPCC at all levels on the work of people's governments at all levels according to the prescribed procedures. Article 3 The people's governments at all levels in this province and their subordinate departments and units shall abide by these provisions when undertaking the suggestions of deputies to the National People's Congress and the proposals of CPPCC. Article 4 It is the legal duty of the people's governments at all levels and their subordinate departments and units to undertake the suggestions of NPC deputies and CPPCC proposals, which must be handled seriously and according to procedures. Article 5 The handling of NPC deputies' suggestions and CPPCC proposals shall follow the principles of handling according to law, seeking truth from facts, putting people first and paying attention to practical results, and realize the standardization, proceduralization and institutionalization of undertaking work. Article 6 People's governments at all levels and their subordinate departments and units shall strengthen the leadership, guidance, supervision and inspection on the undertaking of NPC deputies' suggestions and CPPCC proposals, establish and improve the undertaking network, improve the undertaking rules and regulations, strengthen the construction of the undertaking team and coordinate the undertaking work. Chapter II Undertaking Work Institutions Article 7 The principal responsible persons of people's governments at all levels and their subordinate departments and units, general offices of people's governments at all levels and their subordinate departments and units shall take overall responsibility for undertaking the work, and a responsible person shall be determined to be specifically responsible for undertaking the NPC deputies' suggestions and CPPCC proposals. Article 8 The general offices (offices) of the people's governments at all levels and their subordinate departments and units shall be responsible for the centralized management of the work of the governments, departments and units at the corresponding level to undertake the proposals of NPC deputies and CPPCC proposals.
The general office (room) of the municipal people's government of a province or district shall set up an institution and be equipped with corresponding personnel. The office of the county (city, district) people's government and all departments and units of the people's government at or above the county level shall determine full-time personnel to undertake the specific work of the representative's suggestions and CPPCC proposals. Article 9 The staff who undertake the suggestions of deputies to the National People's Congress and CPPCC shall be familiar with the business, improve work efficiency and ensure the quality of undertaking. Article 10 People's governments at all levels are mainly responsible for undertaking NPC deputies' suggestions and CPPCC proposals:
(1) Formulating laws and regulatory documents on NPC deputies' suggestions and CPPCC proposals;
(2) Organizing subordinate departments, units and governments to undertake NPC deputies' suggestions and CPPCC proposals assigned by the people's congresses at higher levels and CPPCC;
(three) responsible for coordinating the NPC deputies' suggestions and the problems arising from the CPPCC proposal;
(4) Visiting NPC deputies, participating units and CPPCC members who put forward NPC deputies' suggestions and CPPCC proposals;
(five) to guide, supervise, inspect and evaluate the work of lower-level departments, units and lower-level governments to undertake NPC deputies' suggestions and CPPCC proposals;
(6) Organizing the experience exchange activities on NPC deputies' suggestions and CPPCC proposals, training the contractors, feeding back the contractor information, publicizing the results of the contractor's work and publicizing the contractor's work according to law;
(seven) report to the NPC Standing Committee at the corresponding level, and inform the NPC Standing Committee at the corresponding level about the work of CPPCC CPPCC. Chapter III Procedures for Undertaking Work Section 1 Delivery Article 11 The suggestions of deputies to the National People's Congress and CPPCC submitted by the National People's Congress, the State Council and CPPCC to the provincial people's government shall be delivered by the general office of the provincial government to the cities, counties (cities) under the jurisdiction of the province and all departments and units of the provincial government. Twelfth matters assigned by the people's congresses at all levels in this province to the people's congresses at the corresponding levels shall be assigned by the general office of the government to the relevant departments, units and lower levels of government.
The work specified in the CPPCC proposal shall be carried out in accordance with the procedures specified in the CPPCC. Article 13 The suggestions assigned by NPC deputies shall be settled within 7 working days from the date of receipt. If it is necessary to postpone the operation due to special circumstances, it shall not exceed 10 working days at the latest. Fourteenth NPC deputies and CPPCC recommendations need more than two units to participate in the handling, the assigned department shall determine the organizer and co-organizer.
If the National People's Congress and CPPCC require the organizer to refer to NPC deputies' suggestions and CPPCC proposals, the assigned department shall determine the reference unit. Fifteenth the organizer shall explain the situation to the assigned department within six working days from the date of receipt, and return it to the assigned department in time according to the opinions of the assigned department, so as to further assign or increase or decrease the assigned unit. Section 2 Undertaking Article 16 The people's governments at or above the county level and their subordinate departments and units shall be responsible for handling the suggestions of deputies to the National People's Congress and the proposals of the CPPCC assigned by the government at a higher level, the people's congress at the corresponding level and the CPPCC respectively in accordance with the principle of "graded responsibility and centralized handling".
