(1) Before the flood season, any construction that affects the stability of the existing railway subgrade must formulate safety flood control measures and emergency plans. (2) The construction unit must establish a duty system in flood season to keep the communication channels with relevant units unblocked. (3) In the flood season, when the rainfall reaches any level of warning value, the construction unit must send people to be on duty and monitored continuously until the rainfall stops for 2 hours before evacuation.
