In order to strengthen the management of construction projects, improve the quality of professional technicians in general contracting and construction management, standardize the construction management behavior and ensure the project quality and construction safety, according to Article 14 of the Construction Law of People's Republic of China (PRC), "professional technicians engaged in construction activities shall obtain corresponding qualification certificates according to law and engage in construction activities within the scope permitted by the practice certificate." On February 27th, 2003, the State Council stipulated: "Cancel the qualification examination and approval of project managers in construction enterprises, change to registered architects, and set up a transition period". The establishment of the second-level constructor qualification examination is jointly undertaken by the Ministry of Personnel and the Ministry of Construction.

Registration conditions for practicing qualification examination

Anyone who abides by the law, has a technical secondary school degree or above in engineering or engineering economics, and has been engaged in the construction management of construction projects for 2 years, can sign up for the second-level constructor qualification examination.

Application conditions for exemption of some subjects

Those who meet the above registration conditions, have intermediate or above professional titles in engineering (engineering economics) or have been engaged in construction management of construction projects for 15 years, and meet the following conditions at the same time, may be exempted from some subjects:

(1) After obtaining the qualification certificate of first-class project manager of construction enterprises issued by the construction administrative department, you can take the examination of professional engineering management and practice 1 instead of taking the examination of construction management and construction engineering laws and regulations and related knowledge subjects.

(2) Obtaining the qualification certificate of the second-level project manager of the construction enterprise issued by the construction administrative department, you can be exempted from the examination of the construction project management subject, and only take the examination of the construction project regulations and related knowledge and professional project management and practice.

Registration conditions for corresponding professional examinations

Those who have obtained the qualification certificate of the second-level constructor can choose the corresponding major in the professional engineering management and practice subjects according to the actual needs of the work and sign up for the corresponding professional examination of the second-level constructor. Applicants must provide qualification certificates and other related materials before entering the exam.

The number of years engaged in construction management of construction projects refers to the sum of the time engaged in this work before and after obtaining the required academic qualifications, and the calculation deadline is the end of the examination year.

Hong Kong and Macao residents who meet the registration requirements can take the first-class constructor qualification examination in accordance with the relevant requirements of the Notice of the former Ministry of Personnel on Doing a Good Job in Participating in the Qualification Examination for Professional and Technical Personnel held in the Mainland (No.9 [2005] of the Ministry of Personnel). When applying for registration, Hong Kong and Macao residents must submit the corresponding professional qualifications or degree certificates recognized by the national education administrative department, proof of working years in related occupations, resident identity certificates and other materials.
