After returning to China, Hu Min began to organize excellent teachers to develop the first set of real IELTS textbooks in China. After the development of teaching materials, he began to tour the whole country and summed up IELTS in four sentences: new ways to study abroad, through train for immigrants, foreign companies and English classes.

In 2002, Hu Min personally went to Australia and had in-depth exchanges with universities and students. He found that the students showed problems such as "young age and weak language", so he opened and established the first IELTS basic training base in China, and the first enrollment was very popular. Subsequently, the IELTS learning storm was set off everywhere, and domestic mainstream media rushed to report the IELTS storm created by Hu Min.
