Article 2 The purpose of continuing education for second-level construction engineers is to make them conscientiously implement the "Five Laws", be familiar with the relevant laws, regulations, standards and norms of engineering construction, timely understand and master the new theories, methods, technologies, new materials, new processes and new equipment in the field of engineering construction, constantly strengthen the awareness of laws and regulations, update, supplement, expand and improve their knowledge and work skills, and enhance their comprehensive quality, professional ability and management level. Article 3 The Construction Department of Shandong Province authorizes the Practice Qualification Registration Center of the Construction Department of Shandong Province (hereinafter referred to as the "Provincial Registration Center") to be responsible for the management, organization and implementation of the continuing education of secondary construction engineers in Shandong Province. Fourth provincial registration center is responsible for formulating policies, regulations, plans and plans for the continuing education of second-level construction engineers in the province; Formulate the continuing education plan for the second-level constructor; Release the annual training plan; Organize the compilation, review and distribution of continuing education textbooks. Fifth provincial registration center can choose and entrust colleges and universities with certain conditions as designated units of continuing education, specifically supervise, guide and manage the implementation of continuing education in designated units of continuing education, and ensure the quality and effect of continuing education. Measures for the administration of designated units for continuing education and training of secondary construction engineers in Shandong Province shall be formulated separately. Article 6. The registration period of the second-level construction engineer is three years, during which 120 hours of continuing education and training are required, of which 60 hours are compulsory courses and 60 hours are optional courses, which can be calculated at one time or cumulatively. Article 7 It is one of the important conditions for a second-level construction engineer to apply for registration or renew registration, and to receive continuing education and reach the required number of hours of continuing education. Article 8 The continuing education of secondary construction engineers shall be organized and implemented according to five majors: construction engineering, highway engineering, municipal public works, water conservancy and hydropower engineering, electromechanical engineering and mining engineering. Article 9 The following second-level construction engineers shall complete the required hours of continuing education: 1. Article 10 The compulsory course of continuing education for second-level construction engineers is mainly focused on full-time study, and experts teach or visit typical demonstration projects. Centralized teaching is the main form of continuing education, and expert lectures and visits to typical demonstration projects are supplementary forms of continuing education. Article 11. Participating in the compilation, teaching and marking of national or provincial secondary construction engineer's continuing education textbooks is equivalent to completing 120 hours of continuing education learning content. Article 12 The elective courses of continuing education for secondary construction engineers shall be conducted in various ways, such as centralized counseling, individual self-study or online learning. The following situations can be included in the cumulative hours of continuing education elective courses: 1. According to the requirements, complete the contents of the elective courses prescribed by the self-taught examination, complete and hand in the homework or self-taught examination report on time, and those who pass the examination and approval of the provincial registration center according to the contents of the homework or self-taught examination report will be counted as 60 hours. Thirteenth secondary construction engineer continuing education to implement the registration system of continuing education. The registration certificate of continuing education is an important basis for practitioners to practice, apply for renewal of registration and participate in continuing education, and is uniformly issued by provincial registration centers. The second-level constructor participated in the compulsory course training of continuing education. After passing the examination at the end of the study period, the provincial registration center will issue a unified style and printed certificate of completion, and fill in the training content and training date in the registration column of continuing education registration certificate, and affix the "Special Seal for Training Certificate of Qualification Registration Center of Shandong Construction Department" and the signature seal of the person in charge of the provincial registration center. Individual self-study elective courses have accumulated to 60 hours, and those who have passed the examination by the provincial registration center will regularly publish the list of qualified elective personnel. Fourteenth secondary construction engineers to participate in continuing education, improve their professional ability and professional level, is the right of secondary construction engineers. Second-level construction engineers must actively participate in continuing education and study, and all practicing units have the responsibility to provide necessary study funds, time and other necessary conditions for their second-level construction engineers to participate in continuing education and study. Fifteenth second-level construction engineer should abide by the relevant provisions of continuing education, obey the arrangement of the unit, and accept the inspection and assessment of the higher authorities and units. Second-level construction engineers enjoy wages, insurance and all welfare benefits stipulated by the state and units during their continuing education and study.
