Three, adhere to the sand mining permit system, standardize the order of river management.
In accordance with the relevant laws and regulations of the state, the national resources such as sand, gravel and earth materials within the scope of river management shall be managed according to law. Any unit or individual who enters the scope of river management for sand mining and other operations must first consciously perform the formalities for examination and approval of river sand mining licenses. This year is still a challenging year for our river management. Due to a large number of sand taken from the river in key construction projects and indiscriminate excavation and mining in individual sand yards, the riverbed has been cut. In addition, due to frequent floods this year, the task of river safety management has doubled, and people have petitioned from time to time. In view of the existing problems, we will intensify inspections and stop the "five chaos" and other illegal acts in the river in time. This year, the municipal government arranged two special river enforcement activities, led by the county government, with the participation of water conservancy bureau, public security bureau, electric power bureau, land bureau and relevant towns and villages.
Road safety inspection. In the whole year, * * * investigated and dealt with 5 cases of river-related violations, 3 cases of "two cases", 3 cases of people's letters and visits, 7 cases of various river-related disputes, 2 sand mining sites, and investigated and dealt with over-range and over-depth sand mining 10, 3 cases of river bank plugging and 25 sand piles leveling.

Before entering the main flood season, the Public Security Bureau and the Education and Sports Bureau jointly issued the Warning Card for River Safety and Flood Prevention to nearly 40,000 primary and secondary school and kindergarten students in the county. Strengthen river inspections in flood season, issue rectification notices to sand mining sites and construction units found to have potential safety hazards during inspections, urge rectification, eliminate potential safety hazards in time, and ensure river flood control and people's lives and property safety. According to the requirements of provinces and cities, June 1 day to September 30th is the prohibited period for river sand mining, and it is forbidden to engage in river sand mining activities. Administrative measures were taken against individual sand yards that refused to implement the ban on sand mining in flood season, which curbed illegal activities and educated the masses. In key river sections such as Heqian River and Beihe River, 20 signs prohibiting sand mining have been written, and the responsibility, scope and publicity board of sand mining management have been set up in the sand yard to accept public supervision.
