New training regulations of the Ministry of Education
The new training regulations of the Ministry of Education are as follows:

In April 2023, the Ministry of Education and other three departments jointly issued the "Opinions on Strengthening Education Administrative Law Enforcement and Deepening Comprehensive Management of Off-campus Training". According to the Opinions, by 2024, the law enforcement system and supervision service system for off-campus training will be fully established, the governance level and ability of off-campus training will be significantly improved, and the people's sense of education acquisition, happiness and security will be significantly enhanced.

The establishment of formal extracurricular training schools needs the approval of relevant departments. Not only must you have a school license issued by the education department, but you must also register with the civil affairs department and apply for an organization code certificate. In addition, you also need to have tax registration and course fees, which should be filed in the price department.

It is illegal to make up lessons outside school. The relevant education departments put forward opinions on reducing the burden of students' homework and off-campus training in compulsory education, and did not support the education and training institutions in compulsory education and disciplines. On-the-job teachers can't make up lessons for students privately during holidays.

Refund regulation

1. Refund period: Extracurricular training institutions shall refund students' tuition fees within the time limit stipulated in the contract. If the course cannot be started normally or the contract cannot be continued due to institutional reasons, the students shall be informed in time and the fees shall be refunded as agreed.

2. Refund standard: Extracurricular training institutions will refund the fees according to the refund standard agreed in the contract. Usually, the refund standard includes the agreement on the proportion, time and method of refund.

3. Liability for breach of contract: If the extracurricular training institution fails to fulfill the obligation of refunding fees as agreed in the contract, the trainees can complain to the relevant departments or bring a lawsuit to the court, and ask the training institution to bear the corresponding liability for breach of contract.

4. Handling of special circumstances: In some special circumstances, extracurricular training institutions can be exempted from the responsibility of refunding fees, for example, students cannot continue their classes due to their own reasons, and courses cannot be started normally due to force majeure.
