Promote the "direct subsidy and quick handling" model, further optimize the handling process, and ensure that it is distributed with the application, identification and audit. Go deep into industrial parks and enterprise factories, distribute policy service guides at home, and inform the policy application process and handling channels.

Task 2: Stabilize and expand posts in public departments.

Do a good job in recruiting party and government organs and state-owned enterprises; Support institutions to take out jobs to recruit fresh graduates; Provide employment opportunities for college graduates such as primary health care, aged care services, community workers, public security auxiliary police, and scientific research assistants; Expand the number of people enrolled in the "Western Plan" and expand the "Special Plan for Urban and Rural Communities"; In-depth implementation of the "three supports and one support" plan, the written test, interview, inspection, physical examination, personnel appointment and other work will be completed before the end of August.

Task 3: Serve and support young entrepreneurs such as college graduates.

The 4th Tianjin "Haihe Cai Ying" Innovation and Entrepreneurship Competition will be held, and the winning projects will be given support measures such as talent projects, special investment, business guarantee loans, interest subsidies and financing services. In-depth implementation of entrepreneurship training "Malanhua Plan", 30,000 people were organized to participate in entrepreneurship training throughout the year, and young groups such as college graduates who are willing to start businesses can participate in entrepreneurship training for free. Regularly carry out activities such as guidance training for entrepreneurial instructors, sharing meetings of entrepreneurial experience, and entrepreneurial salons. Strengthen the construction of business incubation platform and provide one-stop services such as policy agency, achievement transformation, tracking support and consulting services.

Task 4: Carry out a series of recruitment docking activities.

Carry out recruitment docking activities such as joint recruitment of college graduates in large and medium-sized cities, private enterprise service month and 100-day recruitment special action. For fresh college graduates and unemployed college graduates who have left school, we will provide a miniaturized and professional recruitment docking service once a week and a comprehensive offline recruitment docking service once a month. Organize timely and convenient recruitment for unemployed youth.

Task 5: Public employment services enter the campus.

Solidly carry out the "six-entry" campus activities of public employment services, and send timely services such as policy propaganda, recruitment services, employment guidance, entrepreneurial services, vocational training, and difficult assistance to graduates. Establish a system that the director of the Human Resources and Social Security Bureau contacts universities at designated points, and provide twinning assistance to universities with heavy employment tasks and great pressure in China. Conditional areas can set up employment and entrepreneurship guidance service stations in colleges and universities. Carry out the service of transferring and receiving college graduates' files, and do a good job in file transfer.

Task 6: Serve the unemployed graduates who leave school.

Start the information docking of unemployed graduates. Focus on the promotion of recruitment channels, public employment service agencies directory, real-name registration system registration channels, and include graduates with local household registration in the scope of services. Establish a help account in real-name registration system, and specify the person responsible for "one-on-one" help. Provide at least 1 career guidance, 3 career introductions, 1 skills training or employment internship opportunities for those who are willing to work; Provide entrepreneurial training, entrepreneurial services and policy support for those who have entrepreneurial intentions; For those who have no employment intention for the time being, make a good record of their status and follow up the service in time.

Task 7: Improve the special skills of young people.

Carry out special activities of "Love Tianjin, Strengthen Skills and Promote Employment" and give training subsidies according to regulations. Encourage enterprises and vocational colleges to adopt training methods such as school-enterprise cooperation, order form and orientation, and carry out the new apprenticeship training of "double-teacher mentoring and alternating work and study". Support all districts, relevant departments, industrial enterprises, vocational schools, etc. Hold vocational skill competitions, on-the-job training and technical competitions at all levels around the direction and layout of industrial development. Encourage the city's young skilled personnel to actively participate in the second vocational skills competition, "revitalization cup" national vocational skills competition in Tianjin trials.

Task 8: Improve the quality of employment practice.

In-depth implementation of the employment internship recruitment plan, focusing on scientific and technological projects, scientific research institutes and scientific and technological enterprises, and developing a number of scientific research internships; Develop a number of technical skills trainee positions for leading manufacturing enterprises, individual champion enterprises and "little giant" enterprises specializing in specialty and novelty; Develop a number of management trainee positions for public institutions and state-owned enterprises; For urban and rural community organizations and grassroots service platforms, we will develop a number of social service trainee positions. In the whole year, 26,000 jobs were recruited, and 6.5438+0.2 million people were organized to participate in employment internships.

Task 9: Pairing to help graduates with employment difficulties

Focusing on poor families, urban and rural low-income families, zero-employment families and disabled graduates, we will formulate a "one person, one policy" assistance program and implement dynamic management. We will do a good job in granting job-seeking and entrepreneurship subsidies to difficult graduates, continue to provide pairing assistance to difficult graduates who have left school without employment, and give priority to organizing training internships and recommending employment. Establish a registered unemployed youth assistance ledger and dynamically record the assistance situation.

Task 10: simplify procedures and safeguard employment rights and interests.

By means of "double randomness and one openness", we will carry out spot checks to clean up and rectify the order of the human resources market, crack down on illegal acts such as "black intermediary" and false recruitment according to law, and promptly investigate and deal with such acts as abusing the probation period, not signing labor contracts, and not paying wages according to law. Since 2023, employment registration cards will no longer be issued, the processes of optimizing settlement, file transfer and employment registration will be simplified, and services such as collective hukou and social insurance transfer will be provided, making it more convenient for young people such as college graduates to move to employment.
