Hebei Province Limited Space Operation Safety Management Regulations
Chapter I General Provisions Article 1 In order to strengthen the safety management of confined space operations, prevent and reduce production safety accidents, and ensure the life safety of employees, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Safety in Production, the Regulations of Hebei Province on Safety in Production and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Provisions shall apply to the safety management and supervision of limited space operations within the administrative area of this province.

The term "limited space" as mentioned in these Provisions refers to a space that is closed or partially closed, relatively isolated from the outside world, with narrow entrances and exits, operators can't work for a long time, and the natural ventilation is poor, which may easily lead to the accumulation of toxic, harmful, flammable and explosive substances or the oxygen content does not meet the national standards. Article 3 The production and business operation entity shall perform the main responsibility of safety production, strengthen the safety management of limited space operations, clarify the safety management responsibilities, implement safety management measures, and ensure the investment of safety funds. Article 4 The emergency management department of the people's government at or above the county level shall be responsible for the comprehensive supervision and management of safety production in limited space within its administrative area.

The relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, supervise and manage the limited space safety production in related industries and fields.

Emergency management departments and departments that supervise and manage the safety of confined space operations in related industries and fields are collectively referred to as departments that supervise and manage confined space operations. Article 5 People's governments at all levels and their relevant departments shall encourage and support the research and innovation of safe production technology, accelerate the transformation of scientific and technological achievements, promote production and business units to adopt advanced equipment and technology to replace manual operations in limited spaces, and improve the safety technology level of operations in limited spaces. Article 6 People's governments at all levels and their relevant departments shall carry out safety publicity and risk warning education activities in confined spaces in various forms to help the public understand the safety knowledge of confined space operations and enhance the awareness of risk prevention of production and business units and employees. Chapter II Safety Management System Article 7 Production and business operation entities shall, according to the characteristics of confined space operations, establish and improve safety management systems and operating procedures such as risk identification and control, contract management, on-site operation management, education and training, emergency response, etc., which are suitable for confined space operations, and incorporate them into the safety management system. Article 8 A production and business operation entity shall confirm the name, quantity, location, type, risk factors and other basic information of its limited space, and establish a limited space management account. For the unfixed limited space, the basic information is dynamically adjusted according to its changes.

When the production process, facilities and equipment of the production and business operation entity change, it shall be reconfirmed and the management ledger shall be updated in time. Ninth production and business units shall identify the following limited space risk factors:

(a) the presence of toxic and harmful gases such as hydrogen sulfide and carbon monoxide is prone to poisoning accidents;

(two) the existence of asphyxiating gas or oxygen-deficient environment, prone to suffocation accidents;

(three) the existence of flammable gas and dust environment, easy to cause fire and explosion;

(4) The humidity in the working space is relatively high, which is prone to electrical equipment leakage and electric shock accidents;

(five) the operating space temperature is too high or too low, which is not suitable for operators to work for a long time;

(6) Other risk factors. Article 10 The production and business operation entity shall determine the risk level according to the types, parameters and characteristics of the risk factors in the confined space, formulate control measures, and use modern information technology means such as the Internet of Things and big data to strengthen the risk control of operations in the confined space. For the limited space with poisoning, suffocation and inflammable and explosive risk factors, key control should be implemented, control areas should be delineated, and personnel access and process control should be implemented. Article 11 The production and business operation entity shall set up eye-catching, clear and standardized safety warning signs and warning boards at the entrances and exits, key parts and related facilities and equipment of the confined space, indicating the name and number of the confined space, risk factors and control measures, management responsible person, emergency equipment and equipment, prohibited items, etc. , and regularly check warning signs, warning signs (boards), found faded, defaced, incomplete, off, lost. Twelfth production and business units should incorporate the safety management of confined space operations into the content of safety production education and training, and carry out targeted education and training for personnel involved in confined space operations. Training materials shall be kept for not less than one year. The training content shall conform to the actual situation of the limited space operation of the unit, mainly including the following contents:

(a) the basic situation of the category, quantity, distribution, risk factors and control measures of the limited space of the unit;

(2) Various safety management systems for confined space operations;

(3) confined space operation procedures and operating procedures, etc. ;

(four) the correct use of related equipment, testing instruments and labor protection articles;

(5) Emergency measures in case of emergency. Thirteenth production and business units to contract out confined space operations to other units, should be in accordance with the relevant laws and regulations on production safety, review the contractor's safety conditions or corresponding qualifications. Do not have the conditions for safe production or the corresponding qualifications, shall not be granted.

The production and business operation entity shall sign a special safety management agreement with the contractor, or stipulate their respective safety management responsibilities in the contract, and strictly perform their respective safety management responsibilities according to the agreement.

The production and business operation entity shall conduct unified coordination and management of the contractor's limited space operations, conduct regular safety inspections, and promptly urge rectification; The contractor shall strictly follow the safety requirements for confined space operations.
