The notice pointed out that the off-campus training fees for online and offline subjects in the compulsory education stage belong to non-profit organizations, and the government-guided price management is implemented according to law. The government sets the benchmark charging standard and floating range, which are incorporated into the local pricing catalogue according to the procedure.

All localities should adhere to the public welfare nature of off-campus training, give full consideration to its characteristics that are related to people's livelihood, aim at effectively reducing the burden of education expenditure on students' families, take the average training cost as the basis, make overall consideration of local economic development level, students' families' affordability and other factors, and reasonably formulate the benchmark charging standard and floating range.

It is necessary to distinguish between online and offline courses and different types of courses, and formulate a benchmark charging standard for standard course duration. Class types can be mainly divided into three types: 10 students or less, 10 to 35 students or more. According to the actual situation, all localities can determine the specific classification standards of their own regions. The duration of the standard course is 30 minutes online and 45 minutes offline. If the actual duration is different, it will be converted in proportion.

Training materials conform to the law of students' growth, meet multi-level and diversified learning needs, and are conducive to stimulating learning interest and encouraging exploration and innovation.

Training materials shall not have the following conditions:

Does not comply with national laws and administrative regulations such as intellectual property protection;

Implanting commercial advertisements or disguised commercial advertisements;

Exceeding the corresponding national curriculum standards;

Contains content that misleads primary and secondary school students to have bad behavior;

There are other illegal circumstances.

Improve the qualification standards of relevant personnel.

R&D personnel who compile training materials must have a firm political stance, fully implement the Party's educational policy, have been engaged in education and teaching-related work for more than 3 years, and have a good ideological and moral character and social image.

R&D personnel who compile discipline training materials should have corresponding teacher qualification certificates; Non-disciplinary training materials should be compiled by R&D personnel with relevant industry qualification certificates or professional competence certificates.

Auditors should have a high level of policy theory and rich experience in relevant education or training.

Improve the audit system.

Establish the internal audit and external audit system of training materials, and insist that all compilation and use must be audited.

Implement the system of separation of editing and reviewing training materials and follow the principle of avoidance.

Discipline training materials are double-audited by combining the internal audit of off-campus training institutions with the external audit of education administrative departments. Among them, the education administrative department conducts a comprehensive audit of the relatively fixed basic materials of online and offline training, and conducts spot checks on training materials in the form of databases and videos.

On the basis of internal audit of non-disciplinary training materials of off-campus training institutions, local education administrative departments shall assist the corresponding competent departments to carry out spot checks and inspections.
