Guarantee mechanism of craftsman talent training
At present, promoting the modernization of China, further serving the transformation of industrial workers, and promoting the spirit of artisans play an important role in promoting the transformation from "China speed" to "China quality" and "manufacturing power" to "quality power". The National Implementation Plan for Vocational Education Reform and the Implementation Measures for Enterprises with Integration of Industry and Education (Trial) both clearly point out that large state-owned enterprises are encouraged to establish and establish vocational schools, and a combined incentive policy of "finance+land+credit+tax" is given.
At present, the blueprint for vocational education and skills training has been drawn. It is necessary to give full play to the characteristics and advantages of large state-owned enterprises in running schools, further promote the integration of production and education, school-enterprise cooperation, accelerate the establishment of a per-student funding mechanism for state-owned vocational colleges, open a financial account for per-student funding, allocate funds with reference to the national per-student financial allocation level, guide state-owned enterprises to run vocational colleges to actively participate in the training of skilled and technical personnel, and encourage large enterprises to run enterprise universities well, which will help to build high-quality management talents and a high-skilled industrial army in the new period and cultivate a complete range.
In addition, it is suggested to strengthen the guarantee mechanism of craftsman talents in the new period and further create a good atmosphere to carry forward the craftsman spirit. There are two levels here, that is, on the one hand, we should improve the promotion system of technician rank and the recognition system of professional skill level, establish the mutual recognition system of academic qualifications and skill certificates, and increase the protection of craftsmen's rights and interests. At the same time, improve the public service level of craftsmen, give support in children's education and medical security, and enhance the sense of talent acquisition and belonging. On the other hand, the state and the government should build more skill competition platforms to make talents from all walks of life stand out and give them corresponding honors and rewards, so that skilled talents and industrial talents can be respected in society and become a common practice, further create a social atmosphere of caring for craftsmen and paying attention to quality brands, strive to improve their social status, help them better integrate into the process of transformation and upgrading of all walks of life, and contribute to the great rejuvenation of the Chinese nation.
