The registration of enterprises (such as training schools or centers) engaged in for-profit private schools (including cultural and educational private training and education institutions) shall be included in the scope of pre-permission, and its establishment registration shall be subject to the pre-permission of the education administrative department of the people's government at or above the county level. If the administrative division of enterprise name is directly crowned, it shall be examined and approved by the municipal education administrative department, and if the administrative division of enterprise name is crowned, it shall be examined and approved by the district education administrative department.
Paragraph 2 of Article 22 of the Exposure Draft stipulates that if a private education and training institution establishes a branch in a municipality directly under the Central Government or a city divided into districts, it may not be restricted by the preceding paragraph and report to the examination and approval authority and the competent department where the school is located for the record.
