First, the implementation background of network security education
Wenzhou, located in the southeast coast, is famous for its developed individual and private economy. Due to the extremely active economy in recent years, a large number of electricians have transformed into the network, and the overall safety awareness of employees in Wenzhou electric power enterprises is relatively weak. According to reports, from 2000 to 2004, Wenzhou Electric Power Bureau had a misoperation accident caused by personnel responsibility every year, and safety production was in a passive situation for a long time. Real-time safety education and training for employees to improve their comprehensive quality has become a top priority to ensure the safety and stability of enterprises.
However, the traditional safety teaching mode lacks uniform implementation standards, the content is monotonous and boring, the enthusiasm and initiative of employees' autonomous learning are not strong, and the training effect is not obvious. How to improve the enthusiasm and initiative of employees' autonomous learning and improve their comprehensive safety quality, so as to do a good job in the overall and whole process management of safety production, reverse the passive situation of safety production and ensure the long-term stability of safety production? This has become a' big problem' for Wenzhou Bureau for a long time.
Second, the practice of network security education
In 2005, Wenzhou Bureau put forward the idea of making a series of safety education courseware. The goal is to make boring and monotonous safety education and training materials into vivid, vivid, standardized and unified safety courseware, improve the quality of safety education, and make full use of the advantages of distance network education to provide flexible, vivid and convenient network safety education platform for system employees. After that, the series of safety education courseware was implemented as a science and technology project of Wenzhou Bureau in 2005. After nearly two years of implementation and improvement, a series of safety education courseware has been developed, which mainly includes modules such as accident case analysis, safety education for new employees entering the factory, special type of work training, fire safety training, habitual violation and its correction, on-site emergency rescue knowledge, relevant laws and regulations inquiry, information security, online examination and so on. After the development of "Safety Education Series Courseware", it has been fully recognized by Zhejiang Electric Power Company and other superior units, and has been hung on the website of Zhejiang Electric Power Education and Training Center as an excellent safety education and training platform, which has been popularized and applied in the whole province.
In 2009, based on the successful experience of safety education series courseware, Wenzhou Bureau was responsible for the implementation and development of the provincial company's science and technology project "Safety Risk Education and Training System". At the same time, nearly 20 employees were organized to make typical accident case courseware, which supplemented and improved the existing safety education courseware and enriched the courseware content. At the same time, in order to avoid the repeated configuration of the system, the original safety education series courseware is integrated with the new system. The newly developed safety risk education and training system is based on State Grid Corporation's Safety Risk Assessment Standard for Power Supply Enterprises, Power Supply Enterprise Operation Safety Risk Identification and Prevention Manual, Zhejiang Electric Power Company's research results on risk control of operation process nodes, series of safety education courseware and typical safety accidents of State Grid Corporation's system in recent years, which meets the current safety risk education and training needs. The system integrates system authority maintenance management, accident case management, safety risk identification management, safety knowledge management, question bank management, training and learning, assessment management and other functional modules. The system takes safety accident analysis as the main learning approach, traverses all safety risks existing in accidents, and automatically prompts corresponding safety regulations and pre-control measures, so that all kinds of safety regulations and risk identification and control knowledge are gradually and firmly implanted into learners' subconscious. The supplementary and perfect accident case courseware is based on the typical accident cases of State Grid Corporation of China in recent years, especially several vicious misoperation of State Grid Corporation of China in 2009, with FLASH as the main form of expression, which is very interesting and readable.
Third, the implementation effect of network security education
Before the implementation of safety education series courseware and safety risk education and training system, the safety education and training work of Wenzhou Electric Power Bureau has the characteristics of multi-level, multi-specialty, wide range, long training period, tight time, timely updating teaching content in combination with the actual safety production, and so on, which makes it impossible to ensure the continuous development of safety education in terms of contradictions, teaching materials and teachers. After the implementation of "Safety Education Series Courseware" and "Safety Risk Education and Training System", because of providing flexible, convenient and vivid safety education methods, safety education and training resources can be shared in the company system of the whole province, greatly alleviating the increasingly prominent contradiction between work and study. The system has strong applicability and flexibility, which can meet the education and training needs of all levels and majors and provide a long-distance network education platform for safety education and training. Since the implementation of safety education courseware and safety risk education and training system in Wenzhou Bureau, it has been fully recognized by provincial companies and superior units, and won the third prize of scientific and technological achievements of Zhejiang Electric Power Company, the first prize of management innovation of Zhejiang electric power industry, the third prize of national electric power enterprise management modernization innovation, and the second prize of safety risk education and training system of provincial companies. In 2009, eight courseware of safety accident cases made by Wenzhou Bureau employees themselves were also used as 20 10 safety week for provincial companies to learn accident cases, which were realized in the whole province.
Wenzhou Bureau's "Safety Education Series Courseware" and "Safety Risk Education and Training System" and other network safety education achievements are mainly reflected in the following aspects:

(3) Due to the online training and education, all educational contents are always online, and employees can study anytime and anywhere, thus effectively arranging study time according to their own work arrangements, improving learning efficiency and shortening training time.
