2. Build a strong team. We will comprehensively strengthen the construction of Party committee secretaries, party construction instructors and party member. Pay attention to training and developing qualified enterprise investors to join the party. The leaders of the trade union, the Communist Youth League Committee and the Women's Committee are not from party member. Pay attention to strengthening the training of party activists, and each enterprise should train at least 1-2 party activists every year.

3. Establish a good position. There are many qualified enterprises in party member, so it is necessary to build a relatively fixed activity place. According to the requirements of "five connections and one integration" (organization joint construction, team joint management, activity joint office, system joint construction, guarantee joint financing and regionalization of party building work), industrial parks with more non-public enterprises can build regional, open and comprehensive party member staff activity centers with perfect functions and complete facilities to promote the regionalization of party building work in non-public enterprises.

4. Complete the document. All activities carried out by party organizations in non-public enterprises include "three sessions and one lesson", various meetings, study and training, democratic appraisal, cultural and sports activities, etc. , are well recorded in a special notebook, in the form of pictures and materials, and classified and filed according to a unified standard to ensure the integrity and completeness of the basic files.

To implement the party's organizational life system, the party organizations in non-public enterprises should be changed on schedule, and the party organizations in enterprises should carry out twinning activities. Actively participate in wage distribution, bonus distribution and welfare treatment, reflect the reasonable demands of employees, coordinate the interests of all parties, resolve conflicts and disputes in time, safeguard the legitimate rights and interests of employees, and build harmonious labor relations. 3. Innovating the service mechanism of education management in party member. The General Branch of the Ministry of Industry and Information Technology, the Investment Promotion Office, the Industrial and Commercial Office and other functional departments should strengthen the education and guidance of investors in non-public enterprises, especially the evaluation and selection of the best investors and the political arrangements for enterprises.
