The municipal labor safety supervision institution is responsible for the implementation of labor safety supervision on the open-pit quarries owned by the central, provincial, municipal and military authorities, and is responsible for the review and closing of major accidents in which more than three people (including three people) died at a time in the quarries of districts and counties (cities).
District and county (city) labor safety supervision institutions are specifically responsible for the implementation of labor safety supervision for other accidents except major accidents in open-pit quarries. Chapter II Responsibilities for Safety in Production Article 7 The responsibilities of people's governments at all levels for the safety in production of open-pit quarries within their respective jurisdictions are:
(a) the district and county (city) people's governments shall regularly check the safety production management of open-pit quarries within their respective jurisdictions and make decisions on major safety production issues.
(2) The Town People's Government shall formulate specific safety management measures for open-pit quarries, and designate a person to be responsible for this work. Hold a special meeting on major unsafe hidden dangers in time, put forward solutions and check them regularly, and report the safety production situation of open-pit quarries within their jurisdiction to their superiors in time. Eighth open-pit quarries in charge of the implementation of administrative management of safe production of open-pit quarries, responsible for the overall management of safe production. Article 9 The legal representative of an open-pit quarry is the first person responsible for production safety and is fully responsible for production safety. Provide operators with workplaces that meet safety conditions, and draw maintenance fees and pay safety measures fees according to regulations. Article 10 The deputy director in charge of production appointed by the legal representative of the enterprise or the contractor of the quarry is the person directly responsible for production safety, who is mainly responsible for production safety and is responsible for implementing various safety measures. Eleventh open pit quarry personnel at all levels should be responsible for production safety according to the responsibility system for production safety. Chapter III Management of Safety Certificates and Qualification Certificates Article 12 The following materials must be submitted when applying for and examining safety licenses:
(a) geological survey data of open-pit quarry;
(two) the geographical location of the open-pit quarry and the distance and plan from residential areas, schools, important buildings, transmission lines and traffic trunk lines;
(three) the design annual output, mining life, equipment, technical strength and safety facilities of the open-pit quarry;
(four) the legal representative of the enterprise, the deputy director in charge of production and the contractor's "mine (field) safety qualification certificate";
(five) annual review, but also need to provide proof of payment of funds for safety technical measures and extraction of maintenance fees. Thirteenth "Safety Permit" implements the principle of one certificate and one certificate, each certificate is valid for one year, and an annual examination is applied at the expiration. When the open-pit quarry stops mining for more than half a year or changes the length of the mine (field), it shall hand over the safety license to the issuing authority and go through the relevant cancellation or change procedures.
"Safety License" is uniformly printed by the municipal labor safety supervision institution. Article 14 The legal representative, deputy factory director in charge of production and contractor of an open-pit quarry shall be familiar with the knowledge of safe production management of the open-pit quarry, and have more than 3 years of experience in the management of the open-pit quarry. The post (contract) safety qualification shall be declared to the labor safety supervision institution by the competent department of the open-pit quarry or the local town people's government, and the professional safety knowledge training and assessment shall be organized after the examination of the municipal labor safety supervision institution. After passing the examination, the mine (field) long safety qualification certificate will be issued. Fifteenth open-pit quarries that have been opened before the promulgation of these Measures shall go through the licensing procedures within 180 days from the date of implementation of these Provisions. If they are not handled within the time limit, they shall be regarded as unlicensed mining. Chapter IV Safety Management of Mining Operation Article 16 Open-pit quarries must establish and improve the responsibility system for safety production, safety inspection system, safety education system, storage and requisition system of blasting equipment, safety operation rules for blasting operation, electrical safety operation rules and safety operation rules for various mechanical equipment, etc. Seventeenth open-pit quarries must follow the principle of "simultaneous mining and stripping, stripping first" and implement horizontal bench mining. The horizontal steps of each operation should keep a certain distance forward, and the inclination angle of the quarrying operation surface should not exceed 75. It is forbidden to steal stones and take stones. Eighteenth blasting operations must strictly implement the "Regulations on the Administration of Civil Explosives in People's Republic of China (PRC)" and the national standard GB 6722-86 "Blasting Safety Regulations" and other provisions.
