Summary of work in 2003

First, carry out policy adjustment and strive to realize the scientific, standardized and institutionalized evaluation of political work.

1. In order to meet the requirements of the new situation and new tasks, the Municipal Work Evaluation Office has revised and improved the current policy on the basis of inheriting the tradition of political work evaluation. It has successively drafted and completed the Qualification Evaluation Conditions for Professional Positions of Ideological and Political Work in Tianjin, Implementation Measures for Evaluation of Ideological and Political Work Researchers, Supplementary Opinions on Evaluation of Political Work Titles in Non-public Enterprises, Questions and Answers on Policies and Regulations for Evaluation of Political Work Titles in Tianjin, Implementation Measures for Continuing Education of Political Work Professionals in Tianjin and Implementation Opinions on Employment and Performance Evaluation of Political Work Professionals in Tianjin. Eight documents, such as "Tianjin Municipal Political Work Post Appraisal and Commendation Measures" and "Tianjin Political Work Post Appraisal Policy Provisions Question and Answer Supplementary Provisions", were adopted by the Municipal Work Post Appraisal Leading Group and implemented in 2003. 2. Do a good job in the evaluation of senior political engineers and researchers in ideological and political work. In order to ensure the smooth implementation of the new policy, with the approval of the municipal leading group for the evaluation of engineering titles, a pilot project for the evaluation of middle and senior political titles was carried out in the commercial system and Heping District of our city from April 9 to May 18. During the pilot period, several symposiums were held to listen to opinions widely, constantly revise and improve policies, and timely summarize and popularize the evaluation experience of five pilot units. On this basis, on June 18, a conference on post evaluation of municipal engineering was held to train the backbone of post evaluation of political work. In the process of declaration and evaluation, the Municipal Engineering Evaluation Office has repeatedly gone deep into the grassroots to guide the work, explain policies, provide consulting services and solve problems. It also organized a study meeting of the Municipal High Committee to introduce policies, report examination papers, and listen to and implement the instructions and requirements of the High Committee. Because leaders at all levels attach great importance to it, political work evaluation departments at all levels are conscientious and responsible, and strictly implement policies and standards. After layers of recommendation and screening, 563 political workers have obtained the qualification of senior political workers.

This year is the first evaluation year for the title of researcher in ideological and political work. According to Minister Huaiyuan's instruction of "Strictly grasping policies, fewer but better", the first pilot evaluation was conducted. While improving the evaluation procedures such as the qualification evaluation committee for ideological and political work researchers, the recommendation group for ideological and political work researchers, the evaluation group for ideological and political work researchers, and the evaluation procedures such as application, recommendation, defense, job evaluation and assessment, the applicant was thoroughly investigated, and the recommendation group recommended 10 comrades as applicants for ideological and political work researchers. Now it has been reported in accordance with the policy and audit procedures. The qualification evaluation of ideological and political work researchers in Tianjin has created a precedent for the evaluation of political work titles in our city. It is an important measure for the Municipal Party Committee to implement the talent strategy and strengthen the ideological and political work and the construction of political workers. It will certainly have a positive impact on improving the status of ideological and political work and mobilizing the enthusiasm of political workers.

In order to strengthen the ideological and political work in non-public enterprises, this year, we also carried out the evaluation of political work titles in non-public enterprises and formulated the Supplementary Provisions on the Evaluation of Political Work Titles in Non-public Enterprises. According to the stipulated conditions, 20 cadres engaged in ideological and political work in non-public enterprises were rated as senior political cadres, which strengthened the party's leadership over non-public enterprises and played a positive role in promoting the all-round development of non-public enterprises.

The second is to deepen continuing education and improve the training level.

4. Take the education of "Politics and Administration" as a major and specialty. In order to further help the majority of political workers improve their knowledge level, with the approval of the Propaganda Department of the Municipal Party Committee and the Municipal Work Evaluation Leading Group, the Municipal Work Evaluation Office and the School of Politics and Management of Tianjin Normal University jointly set up a major of "Political Science and Administration", which specializes in adult education and provides convenience for political workers with low academic qualifications to improve their academic level. Four, rectify and improve the quality of publications, give full play to the guiding role of magazines.

In August and September, the Municipal Work Evaluation Office and the Political Workers' Guide magazine organized the national political work evaluation seminar, the liaison meeting of the Political Workers' Guide magazine and the editorial board meeting of the Political Work Professional Series in Qingdao and Chengdu respectively. Leaders and editorial board members from 23 provinces (municipalities, autonomous regions), 14 provincial cities and Xinjiang production and construction corps attended the meeting.
