The "Measures" stipulate that coaches whose vehicle technical level reaches the second-class vehicle standard, equipped with GPS satellite positioning system and in good condition with on-board training recorder can apply for the issuance of the Road Transport Certificate, and the driving and training operators will provide the corresponding materials, which will be processed at the window of the territorial administrative service center after being examined and approved by the transportation management department. After issuance, driving and training vehicles are required to carry road transport permits with them. Teaching vehicles engaged in driving, training and business activities without obtaining a road transport license or holding an invalid road transport license shall be fined 1000 to 5,000 yuan.
