1989 "notice of the organization department of the CPC central Committee on gradually establishing a short-term centralized training system for activists before joining the party" stipulates that activists who are ready to join the party may not join the party unless they have been trained. Specific provisions:

1. Training time: generally 3-5 days (or no less than 25 class hours).

2. Training content: the basic theory, line and knowledge of party constitution and the Party. It can also be combined with the phased key training of the party.

3. At the end of the intensive training, students are required to combine their thoughts with reality, make a personal summary and organize a comprehensive examination. And fill in the "Registration Form for Training Activists to Join the Party", and regard academic performance and development and changes after training as important contents to examine whether the object has the conditions to join the Party.
