The examination and employment shall be carried out according to the steps of issuing recruitment announcement, registration and qualification examination, written examination, qualification review, physical fitness assessment (people's police post), interview, physical examination, investigation, publicity, approval and employment. , organized by the provincial competent department of civil servants, and the relevant work is organized and implemented by the municipal and provincial competent departments of civil servants and the provincial recruitment agency.
Second, the application conditions
(1) Having China nationality;

Persons who apply for administrative penalty decision review, administrative reconsideration, administrative ruling, legal adviser and other positions. Engaged in the work of administrative organs should obtain legal professional qualifications.
Those who apply for the post of "Serving Grass-roots Project Personnel" must be college student village officials who have been transferred from our province and passed the examination after the expiration of their service, those who have been transferred from the central and other provinces, and those who have passed the "Three Supports and One Support" plan, the "Special Post Plan for School Teachers in Rural Compulsory Education Stage" and the "Volunteer Service for College Students in the West" plan, and those who have served in active service for five years and have passed the examination after being transferred from the central and other provinces. Retired soldiers and staff of county and township institutions in hard and remote areas can apply for the position of "serving grassroots project personnel" in county and township institutions in hard and remote areas (among them, the staff of county and township institutions in hard and remote areas are limited to holding such positions in the county and must work in local institutions for 3 years).
If the recruitment position clearly requires grassroots work experience, the applicants must have corresponding grassroots work experience. Grassroots work experience refers to the county (city, district, banner), township (town, street) party and government organs (including institutions managed with reference to the Civil Service Law), village (community) party organizations or village (neighborhood) committees, and various enterprises and institutions (excluding institutions managed with reference to the Civil Service Law). Working experience in military regiments and units below equivalent regiments, and active service experience of retired military soldiers can be regarded as grassroots work experience. City (county) authorities work experience as grassroots work experience. The start time of grassroots work experience is calculated according to the document [20 10]59 issued by the Ministry of Human Resources and Social Security, and the end time is July 2023. The time interrupted by the change of work unit can be accumulated.
Persons under any of the following circumstances are not allowed to apply:
(1) Having received criminal punishment for committing a crime;
(2) Being expelled from the Party membership of China;
(3) Being expelled from public office;
(4) Being listed as the object of joint punishment for dishonesty according to law;

Candidates are not allowed to apply for positions that constitute the situations listed in Article 74 of the Civil Service Law after employment, nor are they allowed to apply for positions of employers with husband and wife, lineal blood relatives, collateral blood relatives within three generations, and close relatives as leading members.
Three. Registration and qualification examination

Recruitment positions shall be explained by the recruitment agencies of cities, counties directly under the jurisdiction of the province and counties directly under the jurisdiction of the province (see the post table for telephone numbers). (2) Submit an application for registration. Candidates log on to Anhui Personnel Examination Network to register. After verification by SMS, read the registration instructions carefully, sign the Letter of Commitment on Integrity of Applicants for the 2023 Examination in Anhui Province, and fill out the Examination Form for the Registration Qualification of Civil Servants for the 2023 Examination in Anhui Province. Each applicant is limited to one position, and the same valid identity document is used for registration and examination.
The application information submitted by the applicant shall be true, accurate and complete. Those who provide false application materials will be disqualified once verified. Anyone who forges or alters relevant documents, materials and information to cheat the examination qualification will be dealt with severely in accordance with relevant regulations.
(3) Inquiring about the preliminary examination results of qualifications. The qualification examination shall be the responsibility of the competent departments of civil servants in cities and counties under the jurisdiction of the province and the provincial recruitment agencies. Qualification examination runs through the whole recruitment process. If it is found that the applicant does not meet the qualification requirements of all aspects of recruitment, his registration or employment qualification may be cancelled. Candidates can log on to Anhui Personnel Examination Network before February 7 16:00 to check whether they have passed the qualification examination. Those who pass the audit cannot change their personal information or apply for other positions; Those who have not been approved or failed to pass the approval can change to other positions before February 7 16:00. Applicants who successfully paid the fees but were cancelled because the positions they applied for failed to reach the proportion of starting the examination can change to other positions on February 10: 00- 16: 00.
Candidates who have passed the qualification examination will log on to Anhui Personnel Examination Network before 23:00 on February 8, and pay the written examination fee through the third-party payment platform (Epro). Failure to pay the fees on time shall be deemed as abandonment of registration. Candidates with professional examination requirements must take written examinations of computer, law, accounting, foreign languages, public security, military knowledge and other professional subjects in addition to public subjects. The written test time is 9: 00- 1 1: 00 on February 26th, 2023.

Location of written test: The provincial examination center is located in Hefei. The test sites for job candidates in various cities are located in the cities they apply for (Guangde City and susong county City are tested at the test sites in Xuancheng City and Anqing City respectively). (2) written test scores
After the written test marking is completed, the provincial civil service department will study and determine the total written test score of public subjects and the qualified score line of administrative professional ability test. The candidates for physical fitness assessment, interview, physical examination and inspection shall be determined according to the regulations from those above the qualified line in the same position. Applicants who fail in one subject will be disqualified from entering the next stage.
Those who take the written tests of "Administrative Professional Ability Test" and "Shen Lun" will get 50% written test scores. Those who participated in the written test of administrative professional ability, application and professional knowledge obtained written test results at the rate of 40%, 30% and 30%. Written test scores and comprehensive scores shall be rounded to two decimal places.
Clarify the recruitment position of the additional test, and announce the time, content, method and score calculation method of the additional test before the written test.
Verb (abbreviation of verb) qualification examination
Before the physical fitness assessment or interview, the municipal, county and provincial recruitment agencies are responsible for the qualification examination of candidates for physical fitness assessment or interview. During the review, the qualifications of the finalists and the photos provided at the time of registration shall be verified as required. At the time of qualification review, applicants must provide their original valid resident ID card, original graduation certificate (degree certificate), written test admission ticket and online registration qualification examination form. If there is a recruitment qualification certificate, the applicant shall provide relevant certificates; If the recruitment position requires political outlook, household registration and work experience, the applicant should also provide relevant certification materials. Among them, those who graduated in 2023 and have not yet obtained a diploma (degree) may apply for qualification review with written certificates and relevant documents issued by the school or provincial and municipal education authorities. Sixth, physical fitness assessment
Those who apply for the position of people's police shall be assessed in accordance with the relevant provisions. Physical fitness assessment candidates are determined according to the written test scores from high to low, according to the number of job recruitment plans and the ratio of 3: 1. Below the prescribed proportion is determined according to the actual number. If multiple applicants have the same written test scores, the last one will be determined as a candidate for physical fitness assessment.
According to the Notice on Printing and Distributing (Ministry of Human Resources and Social Security Fa [2011] No.48), physical fitness assessment is organized and implemented by provincial recruitment agencies and municipalities respectively. Among them, the evaluation times of vertical jump and high touch shall not exceed 3 times, and the round trip of 1000 m× 4 shall not exceed 2 times. The evaluation times of men's 1000 meter running and women's 800 meter running are 1 time respectively.
Those who fail the physical fitness assessment are not allowed to enter the next link. If there are vacancies in the interview candidates, they will be filled in the same amount according to the specified time, only once.
Seven. interview
According to the number of job recruitment plans, among the people who have reached the line in the same position (the people's police position is qualified in physical fitness assessment), the interviewer is determined according to the ratio of 3: 1 from high to low in written test scores. Below the prescribed proportion is determined according to the actual number. There are many applicants with the same written test scores, and the last one is determined as the interview candidate.
Interviews are generally conducted in a structured way. With the consent of the competent department of civil servants at the provincial level, some positions in provincial and municipal organs can be conducted by means of discussion and interview without leading groups and structured group interviews. Details of the interview will be announced separately. Candidates should accept the qualification review within the specified time, log in to Anhui Personnel Examination Network to pay the fee, print the interview notice, and attend the interview as required.
After the interview, the written test scores and interview scores are combined into the total test scores according to the ratio of 60% and 40%. The written test scores, interview scores and total test scores are all kept to two decimal places according to the "rounding" rule. If the interview score is lower than 60 points, the qualification for entering the next link will be cancelled. If the number of people actually participating in the interview is less than or equal to the number of people in the job recruitment plan, the interview score of the applicants must reach 75 points or the average score of the people actually participating in the interview in the examination room on that day (the interview score must reach 60 points for other positions that are not suitable for open recruitment, need special tests on professional skills and are difficult to form competition due to the shortage of professional talents) before entering the medical examination procedure.
Eight, physical examination
According to the applicants' total test scores from high to low, the candidates for post physical examination are determined (if the total test scores are the same, they will be sorted by written test scores, administrative professional ability tests and application order). Physical examination shall be conducted in medical institutions designated by the competent department of civil servants and the administrative department of health.
The physical examination was conducted according to Ministry of Human Resources and Social Security's notice. Those who pass the medical examination enter the inspection procedure. The inspection work was organized and implemented in accordance with the Measures for the Investigation of Civil Servant Recruitment (Trial) (Zhong Zufa [2021]1No.), combined with the qualifications and requirements of the recruitment position. Among them, those who apply for the position of the people's police shall be investigated in accordance with the Measures for Political Examination of the Employment of the People's Police by Public Security Organs (public trial word [2020]11No.) and related documents.
The investigation highlights political standards, and adopts the methods of on-the-spot investigation, individual conversation, consulting personnel files (student status files), inquiring social credit records, and interviewing myself, mainly to understand political quality, moral conduct, ability and quality, psychological quality, study and work performance, law-abiding, honesty and self-discipline, whether there are any situations that should be avoided, physical and mental health, and the degree of matching with recruitment positions.
If the on-the-job personnel of public institutions apply for the examination, they shall provide the certificate of consent to apply for the examination issued by the competent department with personnel management authority during the inspection.
If there are vacancies in the candidates for post inspection, they can be filled in equal amounts in turn according to the regulations. The cumulative physical examination and examination shall not exceed two times.
X. publicity
After the inspection, the recruitment agencies of cities, counties directly under the jurisdiction of the province directly under the jurisdiction of the province determine the candidates according to the number of job recruitment plans and the inspection situation.
The list of candidates to be hired shall be reviewed by the recruitment organ at the provincial and municipal civil service departments, and publicized on the corresponding websites of provinces and cities for 5 working days. XI。 Employment approval
After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the employment, the competent departments of civil servants at the provincial and municipal levels shall go through the examination and approval procedures in accordance with relevant regulations and procedures. If the problems affecting employment are reflected during the publicity period and verified, they will not be employed; If it is difficult to verify the problems reflected at the moment, the employment will be suspended until it is found out.
According to the relevant documents of the central government and the province, the minimum service life of newly recruited township civil servants in township organs is 5 years (including probation period).
