Recently, the Central Organization Department and Ministry of Human Resources and Social Security issued the Regulations on Staff Training in Public Institutions, hereinafter referred to as the Training Regulations, and established a unified training system for staff in public institutions. The Training Regulations stipulate that the staff of public institutions have the right and obligation to receive training. Generally, the total time for participating in various trainings every year is not less than 90 hours or 12 days. Those who fail to attend the training as required or fail to meet the training requirements for some reason should make up the training in time and not attend the training without justifiable reasons.
According to the training regulations, the staff training of public institutions is divided into pre-job training, on-the-job training, job transfer training and special training, which are carried out according to the characteristics of different industries, different types and different positions. The staff of public institutions have the right and obligation to receive training, and generally, the time for participating in various trainings every year is not less than 90 hours or 12 days.
