At present, the official (national electric power department) has not systematically trained the electrical high-voltage test certificate, but some private institutions such as local electric power companies will conduct training.

The State Council 196 "Regulations on Power Supply and Use" and 15 "Measures for the Administration of Electrician network access license" stipulate that all personnel engaged in electrical installation, testing, maintenance and operation on the user's power receiving device or transmission device must hold an electrician network access license issued by SERC or its dispatched institution. Personnel who have not obtained the electrician's network access certificate or whose network access certificate has expired and is not registered shall not enter the network for operation, and the penalty for unlicensed operation shall be 10000 yuan. Electrician's network access certificate is divided into five categories: high voltage, low voltage, relay protection, high voltage test and power cable. It is tried out once every three years and is common throughout the country.
