Opinions of the Ministry of Education and other five departments on standardizing the management of unreasonable charges in education 20 14.
I. Main tasks

(1) Centralized management of tuition fees in primary and secondary schools.

All localities should unify their thinking, raise their awareness, and organically combine the management of tuition fees in primary and secondary schools with effectively reducing students' academic burden, implementing quality education in depth, and fully realizing the fundamental task of moral education, and put it on the important agenda. The Ministry of Education will focus on carrying out special rectification nationwide, and all localities should make overall planning and unified arrangements with provinces (autonomous regions and municipalities) as units. 20 14 focuses on "supplementary classroom content after class", schools' participation in paid remedial classes, teachers in social training institutions pay remedial classes for students, schools pay remedial classes in disguised form through social training institutions, and parents' committees pay remedial classes.

Education administrative departments at all levels should incorporate tuition control into special education supervision and responsible supervision, as an important part of assessing school-running behavior, and strengthen daily supervision; In accordance with the relevant provisions of the Ministry of education, combined with local conditions, we should promptly formulate measures to treat both the symptoms and the root causes. It is necessary to control tuition fees as the key content of the special inspection of education fees in spring and autumn, and conduct a comprehensive inventory; Seize key nodes such as winter and summer vacations and focus on special rectification actions. For the problems found in the inspection, we should seriously investigate the responsibilities of relevant teachers, leaders of schools and education administrative departments in accordance with the Teachers Law, the Measures for Handling Professional Ethics Violations of Primary and Secondary School Teachers and other laws and regulations, and all of them should be publicly exposed.

(B) to strengthen the management of illegal enrollment and arbitrary charges in colleges and universities

We will further promote the "sunshine project" of college enrollment and continue to consolidate the results of the governance of the "point move" problem in colleges and universities. All provinces (autonomous regions and municipalities) and colleges and universities should publicly promise to the society that they will never lower their standards or enroll students by name. The principles, methods, standards and admission results of the reserved enrollment plan of colleges and universities should be made public. Where there is a "recruitment" problem, it is necessary to seriously investigate the direct responsibility of the university president and the person in charge of the provincial admissions examination department, the main leadership responsibility of the person in charge of the provincial education administrative department, and the important leadership responsibility of the person in charge of the provincial admissions examination Committee.

Strengthen the supervision of special types of enrollment such as independent enrollment. It is necessary to strengthen the inspection of the completeness, integrity, legitimacy and implementation of the enrollment management system in colleges and universities, focusing on the construction and implementation of examination safety, collective decision-making and information disclosure. It is necessary to strengthen the supervision and inspection of the enrollment process and enrollment results. On the basis of self-examination and self-correction in each pilot university, the admissions department should organize and carry out special inspections on independent enrollment. Severely crack down on illegal and disciplinary acts such as leaking test questions, pre-test counseling, interview for help, illegal admission, favoritism, abuse of power for personal gain, arbitrary charges, etc., to ensure fairness and justice in examination enrollment.

Establish a college enrollment inspection system. The education discipline inspection and supervision department shall, jointly with the admissions examination department, organize experts to conduct spot checks on the enrollment of colleges and universities, and the proportion of spot checks on colleges and universities shall not be less than 10% in principle. Students who are admitted in violation of regulations will not be registered in electronic student status; Those who have already registered as students must be resolutely cancelled. For illegal colleges and universities, the enrollment plan will be reduced, the enrollment qualification will be suspended or cancelled, and the responsibility of the relevant responsible persons will be seriously investigated.

(3) Deepen the governance of school selection and indiscriminate use of teaching AIDS in primary and secondary schools in the compulsory education stage.

All localities should conscientiously implement the "Implementation Opinions of the Ministry of Education on Further Doing a Good Job in Junior High School Entrance Exemption" (Ji Jiao 1No. [20 14] 1) and the Notice of the General Office of the Ministry of Education on Further Doing a Good Job in Compulsory Education in Key Cities (Ji Jiao Hall [2014]/KLOC). And "Opinions of the Ministry of Education on Defining the Enrollment of Private Schools in Compulsory Education Stage" should take the information management system of primary and secondary school students as a means, and investigate the problem of arbitrary charges in school selection by counties (districts) and schools, and strive to reach more than 90% in the autumn of 20 14.

It is strictly forbidden for local governments, relevant units and schools to collect fees linked to enrollment in any name, resolutely investigate and deal with arbitrary charges for school selection in any name such as donating money to help students and borrowing books, and effectively solve the problem of "having money to choose a school". Local education administrative departments at all levels and public and private schools shall not select students by examination, or hold or participate in various training courses to select students, and resolutely put an end to the behavior of "selecting students by points". Gradually reduce the enrollment ratio of special students and enrollment schools, and the provincial education administrative department shall not newly approve sports, art, science and technology and other special students enrollment schools. Resist the unhealthy trend of greeting and handing out notes in the process of enrollment, and resolutely refuse the bad behavior of "enrolling students with power" such as intercession and power trading. Students who choose a school are not allowed to enjoy the high-quality high school arrival index.

All localities should strictly follow the Notice of the National Development and Reform Commission of the Ministry of Education, the General Administration of Press and Publication, and the the State Council Office for rectifying the situation on strengthening the management of the use of supplementary materials in primary and secondary schools (Ji Jiao No.2 [2065 438] 1), the National Development and Reform Commission, the General Administration of Press and Publication, and the Notice of the Ministry of Education on Strengthening the price supervision of supplementary materials in primary and secondary schools (No.2012). And the Notice of the General Administration of Press and Publication (No.12) on Further Strengthening the Management of the Publication and Distribution of Teaching Aids in Primary and Secondary Schools, demanding further resolute investigation and punishment of local protectionism, favoritism and other irregularities in the process of evaluation and selection, as well as false printing, luxury printing, infringement and piracy, and forced ordering against the principle of voluntariness.

(D) to strengthen the supervision of ordinary high school enrollment and fees.

All localities should introduce the allocation standard of public funds for ordinary senior high school students as soon as possible, and reasonably formulate the tuition standard for ordinary senior high schools to provide guarantee for the healthy development of ordinary senior high school education. Strictly implement the enrollment policy of public ordinary high schools and further reduce the enrollment ratio of "three limits". In 20 14 years, the proportion of students who choose to study in each school shall not exceed 10% of the number of students who choose to study in ordinary high schools in that year, laying a solid foundation for completely canceling students who choose to study in ordinary high schools. It is strictly forbidden to recruit students with high fees in the name of borrowing students, self-funded students, repeat students and other schools.

Strengthen the supervision of foreign-related school fees in ordinary high schools. Chinese-foreign cooperative education projects and institutions held by ordinary high schools shall be approved by the provincial education administrative department and filed by the Ministry of Education; Fees and standards shall be implemented in accordance with the relevant provisions of the Regulations on Chinese-foreign Cooperation in Running Schools and its implementation measures. Public senior high schools unilaterally introduce international courses, and hold "international classes" and "international departments" in the name of curriculum reform experimental classes. , the required expenses shall be included in the cost accounting of school funds, and no additional fees shall be charged to students.

According to the principle of territorial management, all localities should establish and improve the dynamic adjustment mechanism of college fees according to local conditions, implement and improve the financial aid policy for students with financial difficulties, and establish a reasonable cost-sharing mechanism for education and training. When adjusting the charging standards of colleges and universities, we should comprehensively consider the local economic development level and residents' economic affordability, conscientiously perform the procedures of cost supervision, examination, hearing and publicity, and strictly implement the state regulations that tuition fees should not exceed 25% of the annual average education and training costs. All provinces (autonomous regions and municipalities) should standardize the charging standards of private colleges and universities, and the charging of private colleges and universities should be strictly implemented in accordance with relevant regulations. If the charging standards are adjusted in violation of state regulations, or serious social impacts and consequences are caused by factors such as nonstandard procedures and undisclosed information, the responsibilities of relevant responsible departments will be seriously investigated.

It is necessary to conscientiously implement the requirements of the Notice of the National Development and Reform Commission, the Ministry of Finance and the Ministry of Education on Strengthening the Management of Tuition Standards for Postgraduate Education and Related Issues (No.887 issued by the Development and Reform Commission [2013]), and introduce the charging policy for postgraduate education in light of local conditions. Postgraduate training units must clearly define the full-time or part-time learning methods and charging standards in the enrollment brochure, and conscientiously implement the requirements of the Opinions of the State Council Academic Degrees Committee, Ministry of Education and National Development and Reform Commission on Further Strengthening the Management of On-the-job Master's Degree Students and the Granting of Master's and Doctor's Degrees by Persons with the Same Academic Ability (Degree [2013] No.36), and shall not hold refresher courses, and the approved refresher courses shall not recruit new students until.

Education, finance and other departments at all levels should strengthen financial management, adhere to the sunshine operation, and carry out supervision and evaluation; Audit departments should strengthen audit supervision, ensure earmarking, and improve the efficiency in the use of funds. It is necessary to use information technology to strengthen the information management of aided students, speed up the construction of a student financial assistance information management system covering pre-school to graduate students, and effectively connect with the student status information databases at all levels. Taking the construction of the student status management system for primary and secondary school students as an opportunity, we will focus on the special cleaning and verification of the information of the aided students, so as to truly benefit the needy groups with people's livelihood funds. Intensify the investigation and punishment of violations of laws and regulations in the use of people's livelihood funds, strictly investigate and deal with false reports, deductions, misappropriation, delays in distribution and other acts, and be seriously accountable and publicly informed.

(seven) to further clean up and standardize education fees.

All localities should strictly implement the provisions of the state on the management of educational charging items and standards, and it is strictly forbidden to set up educational charging items beyond their authority and set charging standards in violation of regulations. If the current charging items and standards in various places are inconsistent with the national education charging policy, they should be abolished or revised as soon as possible. After cleaning up, the retained charging items, standards and basis should be publicized to the public on their own initiative, and by issuing charging policy lists and brochures, it is convenient for the masses to inquire and supervise.
