(1) Oilfield Company is responsible for well control work, and must provide operating conditions that meet the requirements of health, safety and environmental protection, and coordinate and manage the well control work of engineering technical service enterprises in a unified way.
(2) The engineering technical service enterprise shall be responsible for the safety, environmental protection and well control during its production and operation, and must provide human resources, equipment and facilities and operation plans that meet the requirements of the oilfield company, and bear the responsibilities and obligations stipulated in the contract.
(3) The general managers of oilfield companies and engineering technical service enterprises are the first responsible persons for well control work, and the chief engineer or deputy general manager in charge is the main responsible persons for well control work.
(4) The oilfield company and the engineering technical service enterprise set up well control leading groups respectively, and the group leader is the first person responsible for well control. The owner and the company affiliated to the engineering technical service enterprise shall set up a corresponding well control management team, with the CEO as the team leader.
Article 67 drilling supervision system:
The drilling supervisor shall be responsible to the oilfield company, exercise supervision power, perform supervision obligations and assume supervision responsibilities on behalf of the oilfield company. Timely correct, stop and report behaviors that do not meet the design and safety and environmental protection requirements.
Basis for drilling supervision: national policies, laws and regulations; Management regulations, technical standards and operating procedures of group companies, joint-stock companies and oilfield companies; Drilling design, operation plan and contract, etc.
The drilling supervisor of the first-class risk well must enter the well, and the engineering technical service enterprise should also send a safety supervisor.
Article 68 BOP drill system:
(1) The drilling crew shall drill at least once a month under four working conditions: drilling, tripping drill pipe, tripping drill collar and empty well.
(2) Under the conditions of drilling and empty well, the wellhead is controlled within 3 minutes, the drill pipe is controlled within 5 minutes, and the drill collar is controlled within 7 minutes.
(3) All personnel on the drilling site should participate in blowout prevention drills. After the drill, the cadres on duty will make comments and put forward existing problems and suggestions for improvement.
(4) The records of blowout prevention drills shall be filled in by the team members as required, and signed by the driller and the cadres on duty for confirmation.
Article 69 "Duty" responsibility system:
(1) Before drilling the oil and gas reservoir, start "sitting on the post" at100m.
(2) The "on duty" personnel must receive technical training from the technicians of the drilling team before taking up their posts.
(3) The "on-duty" record includes time, working condition, well depth, number of columns, drilling fluid injection amount, increase or decrease of drilling fluid, cause analysis, acceptance and signature of recorder and cadres on duty, etc.
(4) Report to the driller immediately if any abnormal conditions such as overflow, lost circulation and oil and gas display are found.
Article 70 The 24-hour duty system for drilling crew cadres:
(a) the drilling crew cadres must adhere to the drilling site on duty 24 hours a day, and the cadres on duty should be listed or clearly marked. Well control equipment pressure test, blowout prevention drill, handling overflow, blowout and downhole complex conditions, etc. The cadres on duty should be present to organize and command.
(2) The cadres on duty should check the implementation of the post responsibilities and system of well control, urge the rectification immediately when problems are found, and fill in the duty record carefully.
(3) The cadres on duty and the driller should arrange, check and comment on the well control work at the meeting before and after work.
Article 71 The blowout accident shall be reported step by step:
(1) Classification of blowout accidents:
1, Class I blowout accident
Out-of-control blowout causes toxic and harmful gases to escape beyond the standard, or escape into underground mine roadway; Blowout is accompanied by oil and gas explosion and fire, which seriously endangers the life and property safety of on-site operators and residents around the operation site.
2. The second blowout accident
The blowout of oil and gas well is out of control; Blowouts occur in oil and gas wells with toxic and harmful gases exceeding the standard; A large number of fluids ejected from wells have caused disastrous pollution to rivers, lakes, oceans and the environment.
3, level 3 blowout accident
A blowout occurred in an oil and gas well. After actively taking well killing measures, the wellbore pressure balance has not been established within 24 hours, so it is difficult to complete the accident treatment in a short time.
4. Four-level blowout accident
An accident in which a general blowout occurs and the wellbore pressure balance can be established within 24 hours.
(2) Reporting procedures:
1. In case of overflow, take effective measures to control the wellhead immediately. Accurately collect all kinds of data, and at the same time, the cadres on duty of the drilling team and the drilling supervisor report to their superiors in time.
2. After receiving the alarm of blowout accident, the owner and drilling company should verify the situation, preliminarily evaluate and determine the accident level, and report to the superior at the same time.
3. After receiving the report, the oilfield company and the engineering technical service enterprise decide whether to start the emergency plan for blowout accident in Liaohe Oilfield according to the accident situation. After the emergency plan is started, it shall comply with laws and regulations and local government regulations, and the oilfield company shall report to the local government department in time.
4. Within 2 hours after the first-class and second-class blowout accidents occur, report them to CNPC in the form of express according to the format of Information Collection Form for Out-of-control Drilling Blowout Accident Report. In case of a Class III blowout accident, it shall be reported to the Group Company within 24 hours.
(three) after the blowout accident, if the blowout accident is not reported or concealed in time, the responsibility of the concealer and its leaders will be investigated.
Article seventy-two well control meeting system:
(1) The drilling crew holds a safety meeting with the theme of well control safety once a week.
(2) Drilling companies and technical service companies hold regular well control meetings every quarter.
(3) The owner shall hold regular well control meetings every quarter.
(4) Oilfield companies and engineering technical service enterprises hold a regular well control meeting every six months to summarize, coordinate and solve the problems existing in well control work and arrange well control work.
Article seventy-three well control inspection system:
(1) Oilfield companies and engineering technical service enterprises organize well control inspections every six months.
(2) The contractor and the drilling company shall conduct well control inspection once every quarter.
