How to establish a standardized comprehensive management account
Comprehensive ledger is the basic account book to record the comprehensive management of social management, which is mainly recorded by words, charts and images. The comprehensive management of social management has a wide range and an extended reach. It no longer simply includes social security work, but also involves all aspects of social management. The establishment of comprehensive accounting directly reflects the comprehensive management level and actual work effect of the unit. How to reflect the ability and level of comprehensive management work depends mainly on how the comprehensive management ledger is built, whether it reflects the comprehensive management work, and whether the content and form of comprehensive management work are unified, in addition to preventing hard indicators such as cases, incidents and accidents. How to establish a comprehensive management account, combined with the practice of comprehensive management in recent years, the contents and basic methods discussed by the author are as follows:

A, contradictions and disputes investigation and mediation work account. The investigation and mediation of contradictions and disputes is a key work of comprehensive management, and the establishment of its ledger mainly includes seven aspects:

(1) organizational network. All units shall formulate and issue a leading group and office for investigation and mediation of contradictions and disputes in the form of written documents. The leader of the leading group is the main leader of the party and government of the unit, the deputy leader is the leader in charge, and the members of the leading group are composed of the heads of relevant departments; There is an office under the leading group, with the director concurrently appointed by the director of the comprehensive management office and the deputy director concurrently appointed by the deputy director of the comprehensive management office, and certain working members are defined.

(2) Work system. All units shall formulate a system for the investigation and mediation of contradictions and disputes, including: the key points of investigation (including internal contradictions and external contradictions), the time limit for investigation, and the responsibility for mediation.

(3) Check the bottom of the mold. All units need to formulate detailed investigation work plans, classify contradictions and disputes, sort them out one by one, register them, and understand the reasons, time and place of contradictions and disputes.

(4) Mediation and settlement. All units shall decompose the contradictions and disputes found out to relevant units and departments for settlement, implement the settlement units, departments and specific responsible persons, specify the time limit for settlement, and give feedback on the settlement. For major contradictions and disputes, the main leaders of the party and government in the unit should personally solve them.

(5) Supervision and supervision. For "urgent, big and difficult" contradictions and disputes, all units should formulate and issue a "copy notice" and notify relevant units and departments to solve it as soon as possible; For long-term unresolved contradictions and disputes that may lead to major events, all units should formulate and issue a "supervision form" and require relevant units and departments to solve them within a time limit.

(6) Work plan. All units shall formulate the Work Guide for Emergency Prevention and Disposal, so as to timely prevent and handle emergencies caused by contradictions and disputes. The work plan mainly includes: leading organization, early warning level, division of responsibilities, disposal principles, disposal procedures and so on.

(7) Submission of information. According to the requirements of DocumentNo. [20 10]9 of Jiangxi Comprehensive Management Office, all units should submit the investigation and mediation of contradictions and disputes in the current month (including accounting analysis report) to the dispatching room of Jiangxi Comprehensive Management Office before next month 10. Internal units should also be submitted to the higher authorities in a timely manner according to these regulations and requirements.

Second, the security risks investigation and rectification work account. Security risks investigation and rectification account is the regular work of comprehensive management, and its establishment method is:

(1) working system. Each unit shall establish safety hazards and safety hazards investigation and rectification systems respectively, so as to make safety hazards and safety hazards investigation and rectification regular and normalized.

(2) Investigate and rectify key points. The key points of the investigation and rectification of hidden dangers of public security are: hidden dangers of safety management in work, production, management, education and scientific research places; Hidden dangers of safety management in the use, management, storage and transportation of cash, bills, seals, securities and other important items; Hidden dangers in fire control and traffic safety management; Storing explosive, flammable, radioactive, toxic, infectious, corrosive and other dangerous goods, infectious strains and viruses, which have hidden dangers in the safety management of weapons and ammunition; Periphery security risks and outstanding security problems. (3) Methods of investigation and rectification. For the above hidden dangers, we can take centralized investigation and rectification or take the way of investigation and rectification. When carrying out centralized investigation and rectification, it is necessary to formulate an investigation and rectification plan, and concentrate time and energy on investigation and rectification to eliminate hidden dangers of public security in line with the principle of "rectifying what problems are outstanding". At the same time of investigation and rectification, the unit shall be ordered to immediately rectify the hidden dangers of public security. If it takes time to rectify hidden dangers, it shall issue a Notice of Ordering Public Security (Safety) to Rectify within a Time Limit (delivered to the inspected unit within 3 working days from the date of inspection), detailing the specific hidden dangers and the corresponding rectification period, which shall not exceed 2 months at the longest. If the unit completes the rectification within the rectification period, it may apply to the competent department for review, and the competent department shall timely review and serve a notice of review opinions; If the unit fails to make rectification within the prescribed time limit, it shall explain the situation to the higher authorities, and the longest delay in rectification shall not exceed 1 month; If the rectification fails within the time limit after rectification, the person in charge of the unit shall be punished and notified.

Third, create a harmonious and safe work account. Harmonious and safe construction is an important measure to strengthen the comprehensive management of social management and an effective carrier to fully implement the comprehensive management measures. Harmonious and safe creation work account mainly includes:

(1) Formulating implementation opinions. It mainly includes: guiding ideology, objectives and tasks, organization and leadership, creation forms and standards, assessment and appraisal, naming and commendation, etc.

(2) Making creative plans. Generally, planning is carried out in a cycle of three years, and the establishment work is promoted in a planned and step-by-step manner, so as to reach the standard of harmonious and safe units in stages and batches.

(3) Pilot work. In the initial stage of building a harmonious peace, all units usually choose 1-2 units with sound organizational structure, perfect working system, complete guarantee facilities and solid basic work at the grass-roots level to carry out pilot projects first. On the basis of the pilot project, the work of creating a harmonious and safe unit will be fully rolled out in the form of a site meeting.

(4) check and evaluate. The unit comprehensive management leading group and its office should grasp the progress of harmonious and safe construction, intensify inspection and assessment, timely summarize and popularize advanced models, and find and correct problems. The comprehensive management leading group conducts annual assessment and appraisal of harmonious and safe construction, and conducts inspection and acceptance against the establishment standards.

(5) rewards and punishments. To create a harmonious and safe standard units, named by the comprehensive management leading group recognition and reward; Punish and investigate the responsibility of units that fail to meet the creation standards and have major problems.

Four, the public security work account. Public security prevention is an active and radical measure to prevent illegal crimes in advance, which mainly includes three preventive measures: manned defense, physical defense and technical defense.

(1) civil air defense. Refers to the safety precautions taken by manpower, such as patrol, standing guard, duty and other preventive measures.

(2) Physical defense. Refers to safety precautions through material resources, such as installing "three irons and one device" in key parts.

(3) technical defense. Refers to the safety precautions carried out by modern scientific and technological means, such as installing infrared alarm devices and video monitoring systems in key parts and public places.

Five, comprehensive management meeting work account. According to the regular meeting system of comprehensive management work, the leading group of comprehensive management of the unit holds a meeting every quarter, mainly to convey the spirit of learning instructions and work deployment requirements of superiors, study major decisions and work deployment related to the overall situation of the unit, and solve major practical problems involving people, money and materials. The comprehensive management office of the unit holds a meeting once a month, mainly to convey and implement the spirit of the instructions from the higher authorities, study and put forward specific measures to implement the work, analyze the work in the previous stage, and deploy the work in the next stage.

The two regular meetings shall be recorded separately, including the meeting time, place, participants, moderator, recorder, meeting agenda and meeting contents involved.

Six, comprehensive publicity and cadre training work account.

(1) comprehensive publicity. 1. Record the activities of comprehensive management centralized publicity month held in March each year, mainly including: notice of centralized publicity month activities, launching ceremony of centralized publicity month activities, posters, wall newspapers, comprehensive management knowledge contests or cultural performances and other documents, pictures and video materials. (2) Comprehensive management cadre training. It is stipulated in the province that all units shall train all comprehensive management cadres of their own units and subordinate units for more than 3 days every year. Its account mainly includes: training notice, course arrangement, trainer roster and other materials.

Seven, the organization and leadership work account. There are five main aspects: accounts should be established.

(1) Integrated management organization network. Each unit shall formulate and issue the comprehensive management work leading group and office in written form. The leader of the leading group is the party and government leader of the unit, the deputy leader is the leader in charge, and the members of the leading group are composed of responsible comrades of relevant departments; There is an office under the leading group, with full-time (part-time) directors and deputy directors, whose ranks are equivalent to those of other offices in the organs. Public colleges and universities are equipped with full-time comprehensive insurance cadres 10.

(2) Leadership responsibility system. All units shall, according to the spirit of Document No.24 [2004] of the State Council, formulate opinions on the implementation of the leadership responsibility system for the comprehensive management of social management and the maintenance of social stability, including the division of leadership responsibilities, assessment methods, application of assessment results, and improvement of working mechanism.

(3) Comprehensive management of the performance files of the responsible person. Each unit shall establish comprehensive performance files for team members respectively. It mainly includes: the report of the person in charge, the evaluation form of the person in charge of comprehensive management and stability, the reward registration form of the person in charge of comprehensive management and stability, and the punishment registration form of the person in charge of comprehensive management and stability.

(4) Management by objectives. All units should establish a comprehensive target management assessment system. First, at the beginning of each year, the party and government of the unit issued a comprehensive management target responsibility letter; Second, each unit organizes an inspection on the implementation of comprehensive management and the completion of objectives and tasks every six months, including the inspection notice in the first half of the year, the work summary or notification in the first half of the year, the annual assessment notice, the annual assessment standards, the annual assessment rewards and punishments, etc.
